About this file
This justification and approval document outlines the requirement for Guldmann GH3 ceiling lifts as part of the 552-20-104 Renovate Primary PACT Buildings 340 & 341 project for the Department of Veterans Affairs. The project involves renovating primary care PACT buildings 340 and 341, and Guldmann GH3 ceiling lifts are required to maintain consistency with the existing patient lifts and avoid operator error due to unfamiliar equipment. Only the Guldmann GH3 model meets all needs such as speed, weight capacity, scale and statistical functions, and 15-year expected lifetime. An existing contract was awarded to Guldmann in 2011 to install 105 ceiling lifts, and most patient rooms require ceiling lifts. Therefore, the justification is made that only the Guldmann GH3 ceiling lift system can satisfy the agency's requirements. The anticipated cost to the government is determined to be fair and reasonable.
The related federal contract opportunity is for solicitation 36C25022B0031 to renovate primary care PACT buildings 340 and 341 for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. The description lists building disciplines involved and justification documents for various required equipment that have been redacted. No further salient details are provided in the template document or appendix.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The Guldmann GH3 ceiling lift system is used throughout the medical center to achieve safe patient movement and to meet our requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
The Guldmann GH3 ceiling lift is a ceiling-mounted hoist, which covers the need for lifting or moving a person in hospitals, nursing homes, institutions, swimming pools, riding schools and private homes.
The maximum load is 770 lbs. The hoist is used in rail systems which are installed, tested and approved according to Guldmann’s stipulation. The GH3 is automatically charged throughout in straight rails. This guarantees the hoist functionality and maintains the batteries to ensure a long lifetime. This lift has an integrated scale feature as well as a statistical function for management use.
The management tool saves important information on the use of the lifting module and which can be used to evaluate the system’s efficiency and utilization, as well as to optimize its use and hoist name/location. The following data can be shown on the hand control’s display: number of lifts, number of heavy lifts, number of lifts in last week, average number of lifts per week. The GH3 has an expected lifetime of 15 years, on the condition of correct use and correct service inspections.
It is the fastest lift on the market, making it more convenient and user friendly for nursing staff. Lift speeds are listed below:
Lifting speed 85 kg (187 lbs) load 40 mm/sec (1.6 inch/sec) 60 mm/sec (2.4 inch/sec) 150 kg (330 lbs) load 40 mm/sec (1.6 inch/sec) 60 mm/sec (2.4 inch/sec) Max capacity load, SWL 40 mm/sec (1.6 inch/sec) 55 mm/sec (2.2 inch/sec) Max 5 kg (11 lbs) load 100 mm/sec (3.9 inch/sec) 100 mm/sec (3.9 inch/sec)
Use of this ceiling lift will reduce the risk of injury to caregivers who might otherwise need to manually assist patients with disabilities and the elderly in this task. The ceiling lift supports a 770-lb weight capacity, allowing it to be used by a wide range of patients.
The above-described features of the Guldmann GH3 ceiling lift make it essential to the successful implementation of the Safe Patient Handling program at the medical center.
Several of other brands offer ceiling lifts but, to our staff’s knowledge, none offer the all of the specifications listed above in a single product. In addition, we recently contracted with Guldmann in 2011 to install 105 ceiling lifts in multiple nursing units and clinical areas. Most patient rooms areas require a ceiling lift. Thus, the Guldmann GH3 ceiling lift is recommended for purchase as part of the implementation and maintenance of the Safe Patient Handling program.
