About this file

This is a Justification for an Exception to Fair Opportunity issued by the Defense Logistics Agency (DLA) Contracting Services Office Philadelphia for a sole-source modification to an existing task order.

The modification extends support for the J62F Enterprise Financial and Human Resources Management Portfolio Modernization Support task order under Contract SP4709-17-D-0002, Task Order SP4709-23-F-0030. The original task order was competitively awarded on May 4, 2023, under the J6 Enterprise Technology Services (JETS) contract vehicle. The modification authorizes a 30-day extension of performance from August 15, 2026, through September 14, 2026, in accordance with FAR 52.217-8, Option to Extend Services. The contractor provides comprehensive support across eight task areas: Task Order Project Management, Lifecycle Management, Program Management, Cyber Security, IT Modernization, Systems Engineering, Database Application Development, and optional Transition Support. The services support DLA's $100M IT modernization effort, managing applications and services including financial and HR IT capabilities for the DLA Enterprise, the Office of the Under Secretary of Defense Comptroller, and the Defense Finance and Accounting Service (DFAS). The justification cites FAR 16.507-6(b)(3) as the authority for the sole-source exception, emphasizing that this is a logical follow-on to the competitively awarded original order and that continuity with the incumbent contractor is necessary for economy and efficiency, particularly given their existing knowledge of AMPS, ICAM, and ServiceNow systems. The extension is also justified as providing administrative lead time for completing mandatory DOGE review and internal DLA compliance reviews before awarding a follow-on contract. Specific dollar values for the modification and total contract value are redacted in the document. The Contracting Officer certified that anticipated costs will be fair and reasonable using FAR 15.404-1 price analysis procedures including comparison with competitive price lists, Independent Government Cost Estimates, and market research.

16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A

DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE EXCEPTION CITED:

An exception to fair opportunity is justified in accordance with RFO 16.507-6(b)(3), the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The EFM task order was awarded on a competitive basis, in which was determined to best value offeror for this acquisition. The support provided by is integral to all acquisition processes and requirements for the EFM portfolio. The EFM portfolio is unique such that it maintains mostly government developed software for DLA’s complex business processes with no commercial equivalent. Failure to modify the task order to support the additional requirements will delay J62F’s specific IT modernization requirements and add risk to the overarching IT Modernization effort. Awarding the additional support to another vendor would not be more efficient, nor would be more economical. On the contrary, awarding the additional support to another vendor, would result in increased learning curve, accountability, and cost risks.

currently provides support to the program office managing AMPS and ICAM. has also been instrumental in supporting DLA as ServiceNow began to be integrated into our processes.

ServiceNow (SNow) is the DLA Enterprise tool that will be used to automate processes, redesign workflows and coordinate the agile efforts supporting the ICAM initiatives. Their knowledge of AMPS, ICAM and ServiceNow makes it a logical follow-on to the current support being provided.

For the reasons stated herein, awarding the extended support to is in the best interest of the government in regard to economy and efficiency because it is a logical follow-on to an order was already issued under this contract, and all offerors were given a fair opportunity to be considered for the original order.

Furthermore, this short-term extension is required to provide the necessary administrative lead time to finalize the follow-on contract award. This action ensures continuous, uninterrupted mission support while facilitating the comprehensive completion of the mandatory DOGE review and subsequent internal DLA compliance reviews. These rigorous review processes are essential for the follow-on acquisition and necessitate this brief extension action to maintain operational continuity.

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO

FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

DLA J62F Enterprise Financial and Human Resources Management Portfolio Modernization Support task order was solicited as a competitive acquisition under the JETS contract vehicle.

DLA continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology and corresponding services, both in industry and in the Government.
