About this opportunity

The U.S. Coast Guard intends to award a sole-source contract modification to Ekagra Partners, LLC to extend engineering, architecture, and governance support for the Coast Guard's C5I enterprise for one month, from September 29, 2026 through October 28, 2026, with a modification value of $157,085.11, raising the total task order maximum to $7,295,404.59.

The justification cites 10 U.S.C. 3204(a)(1) based on Ekagra's unique incumbent knowledge, SECRET facility clearance, established technical baselines, and operational experience supporting the CREAS environment since 2021. The services include maintaining authoritative operational, functional, and system-level baselines; sustaining the Integrated Technical Architecture (ITA); operating and governing the Digital Engineering Ecosystem (DEE); analyzing approximately 40 enterprise changes annually; maintaining over 300 C5I system and requirements models; and supporting modernization, cybersecurity, cloud, automation, and data initiatives. This one-month extension serves as an interim measure pending a follow-on competitive award under the GSA POLARIS GWAC HUBZone Small Business Pool, for which the Coast Guard received four proposals with award scheduled for Fiscal Year 2027. The extension mitigates operational risk and prevents service disruption during transition to the follow-on contract. The modification is funded with Fiscal Year 2026 Operations and Support funds under existing IDIQ contract HHSN316201200131W, Task Order 70Z04421F21003400.
