About this file

This is a Limited Source Justification (LSJ) for a Blanket Purchase Agreement (BPA) extension under the Federal Acquisition Regulation (FAR) Part 8.4.

The United States Department of Justice, United States Marshals Service (USMS) is executing a non-priced FAR Clause 52.217-8 option to extend services under BPA 15M10421AA4700042 with Mayvin, Inc. (GSA Contract Number GS-10F-0280Y). The requirement involves providing executive, administrative, and professional support services to USMS across multiple labor categories. The extension period runs for six months from October 1, 2026, to March 31, 2027, with an estimated total value of $30,000,000. The original BPA covers a one-year base period with four one-year options (October 1, 2021 through September 30, 2026), with the extension bringing the total period of performance to five years and six months. USMS currently employs approximately 269 Mayvin contract service personnel across forty-four call orders providing mission-critical services essential to the agency's Federal Law Enforcement mission. The extension is justified under FAR 8.405-6(a)(1)(A) and (B) as a bridge action based on urgent and compelling need, as USMS is conducting a competitive recompete that will not be finalized until prior to March 31, 2027. Terminating current services would create catastrophic operational impact. Pricing for the 52.217-8 option matches Option Year 4 rates previously determined fair and reasonable by GSA. The justification received approval from all required personnel including the Contracting Officer, Supervisory Contracting Officer, Competition Advocate, Office of General Counsel, and the Head of the Contracting Activity.

Federal Acquisition Regulation (FAR) 52.217-8 Execution Blanket Purchase Agreement 15M10421AA4700042

Executive, Administrative, and Professional Support Services

FAR PART 8.4

Limited Source Justification (FSS BPAs & Orders Over $250,000)

This acquisition is conducted under the authority of the Multiple-Award Schedule Program 41 U.S.C. 152(3) and 40 U.S.C. 501. NOTE: This requirement was originally competed under the Federal

Acquisition Regulations (FAR), therefore this action is executed under the FAR.

MIQ Request Number M-26-A47-R-000006

Contract Specialist’s Name Julie M. Simpson

Contracting Officer’s Representative Brooke Hittle

Nature or Description of Action Execution of non-priced FAR Clause 52.217-8, Option to Extend Services on Blanket Purchase Agreement (BPA) 15M10421AA4700042 for USMS.

Description of Supply or Service

This requirement is to provide executive, administrative and professional services to the USMS under various labor categories (LCATs). The anticipated period of performance (POP) for the 52.217-8 action is six (6) months from October 1, 2026, to March 31, 2027, and will apply to all labor categories included on 15M10421AA4700042.

Estimated Total Value The total estimated value of the 6-month 52.217-8 extension is $30,000,000.

Vendor’s / Brand Name Mayvin, Inc., GSA Contract Number GS-10F-0280Y

Indicate Authority for Limiting Sources

FAR 8.405-6(a)(1)(A) and (B), An urgent and compelling need exists and following the procedures would result in unacceptable delays as well as only one source is capable of providing the supplies or services required at the level of quality required.

Requirements of the Procurement that makes it necessary to limit sources.

The proposed contract action is a bridge action using the authority of FAR 8.405-6(a)(1)(A) and (B) to exercise 52.217- 8.

FAR 52.217-8 was initially included in the BPA 15M10421AA4700042. However, the option to extend services was not priced at the time of the award.

The original period of performance of the BPA is for one (1) base year with four (4) one (1) year options from October 1, Revision dated 6 August 2025

2021, to September 30, 2026, with the option to extend services for up to an additional six (6) months via 52.217-8. The total period of performance for the BPA is not to exceed five (5) years and six (6) months. Further, the original BPA was competed and awarded utilizing the FAR regulations.

Therefore, this option is being exercised in accordance with the

FAR.

USMS is currently working on a competitive recompete for these services; however, the recompete will not be final prior to the expiration of option year four (4) of the current BPA. It is anticipated that the recompete for these services will be complete and awarded prior to March 31, 2027.

The USMS has approximately 269 Mayvin contract service personnel spread across forty-four (44) call orders providing Executive, Administrative, and Professional Support Services under BPA 15M10421AA4700042.

These contract service personnel provide mission critical services for the entirety of the USMS ensuring that the USMS can meet its Federal Law Enforcement mission. Terminating the services provided for under this BPA would have an immediate and dire impact on both the administrative and operational activities of the USMS. The overall impact would be catastrophic to the daily operational tempo and present an unacceptable risk to the Government. This bridge action is necessary to ensure continuity of services while the recompete for these services is being completed.

Based on the above, it is in the Government’s best interest to utilize FAR 52.217-8 for the period of October 1, 2026, to March 31, 2027.

Results of Market Research

No additional market research was conducted for this action as it is an extension of the current BPA. Market research is currently being conducted on the recompete for these services in accordance with the Revolutionary FAR Overhaul (RFO).

USMS recognizes that there are other sources available for this requirement, but the incumbent possesses the specialized experience specific to the needs of the USMS which are necessary to continue to provide the mission critical services and support without a break in service.

Actions to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services

See results of market research above.

CO’s Best Value Determination

Pursuant to FAR 8.404(d) all prices under schedules contracts were determined fair and reasonable by GSA at the time of the award. Mayvin has agreed to price the 52.217-8 option at the same rates as the Option Year 4 pricing which was determined fair and reasonable at the time of award. Based on the above, the Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable.
