Section B: Description of the Supplies/Services Required
This is a non-personnel services contract for a vendor to maintain the integrity and compatibility of the entire Energy Management Control System (EMCS) to ensure maximum operability of the system currently existing in Grand Forks Air Force Base.
Section C: Justification for Soliciting from a Single Source or Brand Name
In accordance with FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Originally, a renewed energy management and control systems contract was determined reasonable to be in effect and replacing the current EMCS contract once it ended in September 2024. As development of the renewed contract determined the need to make the requirement a sole-source one, it has been deemed that it will not be reasonably released before the end of October 2024. Due to the lack of time to establish a new contract, it is most advantageous and cost effective for the government to extend the current contract for 1 month under FAR 52.217-8, Option to Extend Services.
Section D: Efforts to Obtain Competition
Efforts to obtain competition were not accomplished as extending the terms of the contract with the current company, Honeywell International, Inc. is the most advantageous to the Government. If these services are required in the future beyond the renewed contract, further market research will be conducted to establish competitiveness where available.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
If reacquisition is required in the future beyond the renewed contract, this requirement will be competed after a determination that an eligible alternative to the current contractor can provide these services without incurring major costs to the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
