About this file

This is a Sole Source Justification (SSJ) document for a Federal Supply Schedule (FSS) task order extension exceeding the Simplified Acquisition Threshold.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), is extending task order 70RTAC24FR0000066 with BridgePhase, LLC for Homeland Security Information Network (HSIN) Technology Modernization services. The extension is a three-month period to complete the modernization effort, which involves planning, design, development, and delivery of a modernized information-sharing platform. The contract funds 22 full-time contractors, including architects, developers, and designers, and supports infrastructure development, maintenance transitioning, security compliance, and migration of communities of interest. The estimated price for the 3-month extension is redacted in the document. The contractor is uniquely capable of completing the remaining work as the original developer with direct knowledge of the system's architectural designs, system configurations, and open ticket histories. The extension is necessary due to unforeseen delays stemming from government shutdowns that affected requirements gathering, and technical complexity in migrating data from legacy platforms that were extensively customized 15-20 years ago. Market research using GSA's CALC Tool determined that BridgePhase's proposed rates are below GSA average rates for comparable labor categories. The contracting officer has certified that the extension represents best value to the government. The subsequent Operations & Maintenance acquisition for the HSIN Platform was competitively awarded in September 2026, and DHS intends to post this requirement at the Government-wide Point of Entry pursuant to RFO FAR 8.401(b) and GSAR 538.7104-3(b)(3)(ii).

Sole Source Justification (SSJ) pursuant to Revolutionary Federal Acquisition

Regulation Overhaul (RFO) 8.401(b) for Federal Supply Schedule (FSS) Orders or Blanket Purchase Agreements (BPAs)

Exceeding the Simplified Acquisition Threshold

SSJ No.:

This action is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. § 152(3), Competitive Procedures, and 40 U.S.C. § 501, Services for Executive Agencies.

1. Agency and Contracting Activity.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), proposes to extend task order 70RTAC24FR0000066 with BridgePhase, LLC for Homeland Security Information Network (HSIN) Technology Modernization in accordance with Federal Acquisition Regulation (FAR) 8.401, FAR Class Deviation 25-20 for FAR Part 81, and General Services Administration Acquisition Regulations (GSAR) 538.7104-3(b)(ii), “Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized”2.

2. Nature and/or description of the action being approved.

DHS/OPO proposes to limit sources in accordance with GSAR 538.7104-3(b)(ii) in order to implement RFO Clause 52.217-8, Option to Extend Services. This will provide BridgePhase, LLC sufficient time to complete the migration of data from the legacy HSIN platform to the new modernized platform. RFO Clause 52.217-8 was not evaluated at time of task order award.

Contractor:

BridgePhase, LLC 901 N. Glebe Rd., Suite 500 Arlington, VA 22203

3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).

Task Order 70RTAC24FR0000066 provides services that support the Homeland Security Information Network (HSIN) platform modernization effort with tasks related to planning, design, development and delivery of a modernized and trusted information sharing platform. Tasks of this contract require infrastructure development, maintenance transitioning, security compliance, and migration of communities of Interest (COI). This task order utilizes Technical Modernization Funding (TMF) to modernize the HSIN platform per the recommendation of the Inspector General in

1 FAR Class Deviation 25-20 for FAR Part 8 was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025. Any subsequent citations to FAR Part 8 in this document will be cited as “RFO FAR” for brevity and are referring specifically to FAR Class Deviation 25-20 for FAR Part 8.

Sole Source Justification (SSJ) pursuant to Revolutionary Federal Acquisition

Regulation Overhaul (RFO) 8.401(b) for Federal Supply Schedule (FSS) Orders or Blanket Purchase Agreements (BPAs)

Exceeding the Simplified Acquisition Threshold reports from 2013 and 2023. This contract funds 22 full-time contractors, including architects, developers, and designers, to modernize the HSIN system. This initiative will ensure a reliable, efficient, and secure information-sharing platform for over 1,400 law enforcement, immigration, military, public safety, and intelligence communities.

The requested 3-month extension will allow time to resolving outstanding issues related to unforeseen complexity in migrating data from legacy platform into a new, modernized platform.

Resolving these issues required additional engineering resources and rigorous system validation testing to ensure data integrity and prevent system downtime. This was a latent condition that could not have been anticipated during initial project planning. In addition, it will allow for sufficient time for the transition of essential architectural designs, system configurations, open ticket histories, to guarantee seamless operational continuity to the successor vendor who will take on the role of operations & maintenance.

The estimated price for the requested 3-month extension is .

4. Authority and supporting rationale.

Pursuant to 41 U.S.C. 3304(a)(1), it has been determined that BridgePhase, LLC has unique capabilities and qualifications that form the basis for this justification.

Due to unforeseen delays beyond the control of both BridgePhase and the Government, a 3-month extension is necessary to complete the HSIN Modernization effort awarded under Task Order No.

70RTAC24FR0000066. The original period of performance was materially affected by delays in gathering critical requirements from key stakeholders, resulting from government shutdowns, which resulted in loss of access to critical agency networks and key personnel during this timeframe pushing all downstream modernization tasks. In addition, there were technical hurdles due to extensively customized SharePoint Communities that were initially developed 15-20 years ago.

Numerous Communities effectively built mini applications within their sites with functionality that was not easily replicated. This complexity led to many hurdles in migrating data from legacy platform into a new, modernized platform. Almost all of the resources that originally developed many of these customized features are no longer available, resulting in major hurdles in extracting requirements. Resolving these issues required additional engineering resources and rigorous system validation testing to ensure data integrity and prevent system downtime. This was a latent condition that could not have been anticipated during initial project planning. These circumstances are preventing completion of the HSIN Modernization within the original award period despite continued performance and coordination by both the contractor and the Government.

HSIN Modernization is developing the Department’s planned replacement for the legacy HSIN platform, that enables federal, state, local, territorial, tribal, international, and private sector partners to share Sensitive But Unclassified (SBU) information efficiently and safely. Completion of the HSIN Modernization is mission critical because the system is required to support emergency services, law enforcement collaboration, critical infrastructure protection, and event security management.
