The project involves finalizing the design, procurement, installation, and commissioning of various energy conservation measures (ECMs), including a geothermal heat pump system, a canopied solar photovoltaic system, roof-mounted solar thermal, lighting upgrades, a new energy management system, and HVAC upgrades. The RFP provides details on the scope of work, design and construction schedule requirements, technical design and feasibility services, commissioning and measurement and verification (M&V) plans, warranty requirements, maintenance responsibilities, training, data acquisition, and reporting requirements. Proposers are required to provide information on their qualifications, experience, project management, and design approach, as well as any additional services they may offer, such as student enrichment programs.

Regarding pricing, the RFP states that the Commonwealth has computed the energy and water baseline for the project, which will be included in the Energy Services Agreement (ESA). Proposers are required to meet certain Minority/Women-Owned Business Enterprise (M/WBE) participation goals and are encouraged to provide on-the-job training opportunities. The RFP also includes details on immigration and worksite safety requirements, as well as the Commonwealth's ability to hire its own commissioning agent to work with the Proposer's agent.
