About this file

This document is a Schematic Design Report for a major campus renovation project at Roxbury Community College in Boston, Massachusetts, managed by the Commonwealth of Massachusetts Division of Capital Asset Management and Maintenance (DCAMM). The renovation scope focuses on improving teaching and student spaces, enhancing informal student areas, upgrading the library and academic support spaces, and addressing deferred maintenance across the four campus buildings. The total project cost is estimated at $43,377,000, including $1,856,000 from a STEM grant received by the college. The phased construction schedule is planned for June 2016 through August 2018.

The cost estimate includes $32,531,000 in estimated construction costs, with a target construction budget of $39,616,361 including contingencies. The estimate breaks out costs by building and site work. The project will be awarded under one contract, with the design team providing construction administration services. No set-asides or incumbent contractor information is provided.

1. DESIGN NARRATIVE

The renovation scope is focused on improving teaching space, with a focus on science labs in Building 3 and Allied Health space in Building 4; enhancing informal student spaces in a new Student Commons in building 3 on the first floor; improving the Library, Academic Advising and Testing spaces in Building 3 on the second floor; and addressing much needed deferred maintenance throughout campus.

The goal of the Schematic Design phase is to effectively articulate the scope of the proposed renovations within the available budget. The project scope has been adjusted as a result of a prior Schematic Design submission to include significantly more deferred maintenance scope than previously accommodated.

The architectural scope had been modified to exclude any new construction and focus on renovation of existing spaces to accommodate changing programmatic needs on campus.

Previously, the renovation scope focused on Buildings 3 & 4. This modified scope includes renovations to all four buildings on campus, with a focus on deferred maintenance, including new toilet room fixtures and finishes in all existing toilet rooms; new unisex toilet rooms; exterior envelope improvements (including replacement of all the punch windows); and engineering systems updates. In addition to these overall upgrades throughout campus, additional improvements to individual buildings include the following:

Building 1, Media Building:

• A new elevator to provide access from the theater to the stage, and from the stage to the dressing rooms and green room on the lower level.

• New toilet rooms on the ground floor adjacent to the lobby

• A new ticket window

Building 2: Administration Building

• Minor reconfigurations of existing office space

Building 3, Academic Building

• First Floor: Student Commons, including new, expanded kitchen, dining commons, multi-purpose space, updated and expanded lecture hall, book store

• Second Floor: Updated and consolidated Library with reduced stacks and increased seating, Testing Center, Academic Support Center

• Upper Floors: Updating and Reconfiguration to STEM Labs, and new STEM study lounges on each floor

Building 4, Student Center

• First Floor: Reconfigure program areas to include Timothy Smith Room, Student Lounge and Corporate College

• Second Floor: New, expanded program spaces for Nursing and Allied Health, plus two additional classrooms

• Third Floor: One new large classroom, plus minor back fill renovation

Site

• Improvements to existing site elements to provide universal access

The Schematic Design submission reflects an effort to establish a balanced approach between deferred maintenance needs and programmatic goals.

PROJECT COST

The Estimated Project Cost (ECC) is $32,531,000 and the Total Project Cost (TPC) is $43,377,000. In addition, $1,856,000 in funding from a STEM grant received by RCC will be used for the construction project. In order to meet the established ECC, additional refinement to the scope as represented in the Schematic Documents will be required. A list of proposed cost reductions is appended to the cost estimate to represent the scope required to meet the assigned project budget.
