About this file

This document appears to be a Request for Proposals (RFP) issued by the Commonwealth of Massachusetts for an Energy Design-Build project at Roxbury Community College. The RFP seeks proposals to finalize design, procure, install, and commission various Energy Conservation Measures (ECMs) across five existing buildings on the Roxbury Community College campus. The ECMs include a geothermal heat pump system, a canopied solar photovoltaic system, roof-mounted solar thermal, lighting upgrades, a new Energy Management System (EMS), and HVAC upgrades. The RFP provides detailed information on the scope of work for each ECM, as well as requirements for commissioning, maintenance, training, warranties, and contractor stock. Proposers are required to submit their response by a certain date, and the contract will be awarded to the successful proposer after that date.

The RFP also includes pricing details, outlining the preferred pricing structure and any set-aside requirements. Additionally, the RFP provides information on the current environment, funding requirements and sources, and any other relevant details to assist proposers in submitting a comprehensive and responsive proposal.

Potential utility rebates $44,010 which would reduce payback to 16.4 years. Additional designs were considered which incorporate more low voltage wiring (19.9 years SPB w/o incentive and 7 years with incentive with a much higher material cost, as this incorporates daylight harvesting w/ dimming control). The design is ongoing to fine tune per space and wiring considerations. These numbers are for enclosed offices only, and do not incorporate common and open office areas. Costs could increase to include all areas in a total building light management system.

McCormack BASE Scope1.01Lamps, Ballasts and Fixture Replacement1, 2, 3, 4, and 5Replace existing lighting fixtures throughout all five (5) buildings with fixtures identified in the lighting fixture schedule and as indicated on the plans. Remove existing fixtures and legally dispose of components. Assume all existing linear fluorescent fixtures have mercury containing lamps and PCB containing ballasts. Install new fixtures and connect to existing circuiting. Support all lighting fixtures directly from structural slab, deck or framing member. Provide a minimum of two supports from opposing points on the fixture.
1.03Fluorescent Fixture Retrofit1, 2, 3, 4, and 5Replace existing lighting fixtures throughout all five (5) buildings with fixtures identified in the lighting fixture schedule and as indicated on the plans.
4.00Energy Management System and Controls1, 2, 3, and 4Provide a complete direct digital (DDC) control system for Buildings 1, 2, 3, and 4. All equipment shall be BACnet native. The system shall include all controllers, devices, panels, wiring, computers, programming, graphics, and alarms required for a complete building management system.

5.04Domestic Hot Water Heater Replacement1, 2, 3, and 4Demolish and remove existing electric domestic hot water heaters as indicated on the plans. Replace with new hybrid heat pump electric hot water heaters. Connect to existing electrical connection and water piping. New units shall be BACnet compatible for connection to the BMS. Provide new recirculation pump and controls.
6.01Sewer Conservation1.00Apply for sewer abatement based on metering evaporative losses from cooling tower.
9.00Variable Frequency Drives1, 2, 3, and 4Part of ECM 22.0
11.01Vendingmisers3 and 4Install vending misers with occupancy sensors on the existing vending machines.
14.01Replace Boiler3.00Replace boiler as part of ECM 21.04
15.06Cooling Tower Replacement and Upgrades1.00Demolish and remove cooling tower CT-2 and replace with similar unit on existing steel dunnage. The unit shall provide 180 tons of cooling capacity and shall connect to existing condenser water piping, makeup and drain water piping, and electrical feeders. New isolation valves and temperature sensors shall be provided. The cooling tower fan shall be provided with a VFD located inside the penthouse. The cooling tower and VFD shall be provided with full controls and shall connect to the new building management system.
19.00Real-Time Metering1, 2, 3, 4, and 5Each of the (5) buildings shall be provided with a fully electronic metering system connected to the main electrical switchboard for the respective building. The system shall have a 4-line by 20-charactor backlit LCD display showing kWh, kW demand (with peak date and time), power factor per phase, real-time load in kW, amps per phase and volts per phase.
21.02Solar Thermal Domestic Hot Water.3.00Installation of 16 evacuated tube solar thermal collectors on the roof of Building 3. The system should include solar thermal storage tank and connection to existing domestic hot water tanks in Building 3. System is expected to meet MassCEC grant eligibility requirements under the Commonwealth Solar Hot Water program and should be capable of registering useful heat energy for Alternative Energy Credits as a Class I renewable energy system. Preliminary analysis has found that the Academic Building Lower Roof (Level 5) has an additional uniform load capacity of approximately 8 pounds per square foot (psf), and approximately 15 psf for the concrete roof deck at the previous greenhouse location. The existing W18x40 beams along Grids 3.1 and 9.9 between Grids F and G appear to control the uniform load capacity as they are subjected to drifting and sliding snow loads from the adjacent roofs. The existing roof framing may require reinforcing and/or supplemental framing based on the actual solar hot water framing configuration. The SER for the roof mounted solar hot water system shall apply the new solar hot water loads based on the actual framing configuration and verify the capacity of the existing roof framing. A summary of the proposed layout and the structural analysis shall be submitted to the owner for review. Installation of solar thermal collectors shall also be coordinated with other contractors for the removal of existing greenhouse and replacement of existing roof.
21.04Geothermal System.2, 3, 4, and Lot 1Provide a complete Geothermal Glycol/Water System consisting of 120, 500 feet deep, closed loop, 3-ton nominal geothermal wells (360 tons nominal) piped in four (4) quadrants with dedicated quadrant valve/manifold vaults, located in Parking Lot 1to provide the primary source of heat input and rejection for the condenser water loops of Buildings 2 (Administration Building), 3 (Academic Building), and 4 (Student Center). Each quadrant valve vault shall have a dedicated header Provide new mechanical room on first floor of the Academic Building in the existing back storage room to house system equipment. Provide modification and additions to the existing Condenser Water (CW) loop to allow for proper tie-in for new Geothermal system as described and depicted. Provide all site work, trenching and piping required to connect the Geothermal wells to the new mechanical room in Building 3 (Academic Building).
22.00Misc. Specialty Equipment1, 2, 3, and 4All new equipment shall be provided as indicated on the plans. Equipment shall be provided with BACnet native direct digital controls and shall be capable of integrating with the building management system.
