About this file
This document contains clarifications to the "Questions_ScopeModification.pdf" for the energy design-build RFP issued by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) for Roxbury Community College. The RFP is seeking a contractor to finalize the design, procure, install, and commission various energy conservation measures (ECMs) including a geothermal heat pump system, solar photovoltaic and thermal systems, lighting upgrades, a new energy management system, and HVAC upgrades.
The clarifications address questions regarding the photometric survey requirements, the definition of a "hybrid" ground source heat pump system, and the flexibility in modifying the scope of work for certain ECMs as long as the overall RFP requirements are still met. The RFP is for a project located in Suffolk County, Massachusetts, and the awarded contractor will be responsible for the full scope of work over the contract term.

Clarifications to “Questions_ScopeModification.pdf”
Please see DCAMM’s responses below to the clarifications requested by the Proposers, in response to the Re-Bid documents.
1.d. Does photometric survey refer to the photometric data (LM-80 & TM-21) commonly included in fixture specification sheets, or to something else?
Answer: Yes, and the photometric survey is to measure, document and verify existing lighting levels with current conditions and a comparison to lighting standards for the specific room use.
Any new fixtures or retrofits are expected to meet current lighting standards.
Is photometric data required for all fixture types, including “ON AIR” LED signs?
Answer: Yes, except for “ON AIR” LED signs; "ON AIR" lighting should include security lighting or single fixtures that remain on 24 hours a day for security in addition to directional signs or EXIT signs.
4. Please confirm that “hybrid” refers to a ground source heat pump (GSHP) system that operates in conjunction with auxiliary heat addition or rejection equipment (e.g. boilers, closed circuit fluid coolers, etc.) to satisfy space conditioning loads.
Answer: Yes
Please define and elaborate on the requirement that proposed cost savings alterations to the BOD for ECM 21.04 “still meet the RFP”. For example, would a reduced capacity system (say, 50%) meet the RFP’s BOD for a hybrid GSHP system?
Answer: Yes, system becomes less of a heating system, and more of a cooling system. The system should have the capability to have heating and cooling or exclusively heating or cooling and that can be accomplished by controls and sensors. If the fluid in the ground is less than 68 degree then there is no fluid transfer for heating. Be mindful of the construction costs and any reduction in savings that might affect the overall payback and cost to savings ration.
5. Please define and elaborate on the requirement to “still meet the RFP” with any recommended changes to the scope of work for ECM 22.00. For example, would a rehabilitation and repair scope of work for any of the ACUs or AHUs that provides an estimated additional 15 years of service life meet the intent of the RFP?
Answer: No, all equipment intended to be new.
