About this file
This document is a set of additional questions raised by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) and Roxbury Community College regarding the energy and infrastructure upgrade project, referred to as Project #RCC 1301E ES1. The project aims to implement various energy conservation measures (ECMs), including lighting upgrades, fuel replacement/switching, solar water heating, geothermal heat pumps, HVAC equipment replacements, and an educational kiosk. The document seeks clarification and additional details from the proposers on the estimated costs, potential savings, and opportunities for cost reduction for these ECMs. Additionally, the document inquires about the proposers' project management capabilities, including their ability to staff the project and manage the proposed schedules.
The state and local contract opportunity is an energy design-build RFP for Roxbury Community College in Roxbury, Massachusetts, located in Suffolk County. The project scope includes the finalization of design, procurement, installation, and commissioning of the various ECMs, such as a geothermal heat pump system, a canopied solar photovoltaic system, roof-mounted solar thermal, lighting upgrades, a new energy management system, and HVAC upgrades.

Project #RCC 1301E ES1
Additional Questions 16 February 2016
Thank you for your interest in working with DCAMM and Roxbury Community College to implement the proposed energy and water conservation measures, infrastructure upgrades, and coordinated campus improvements. After further review of the feasibility study and the rejection of certain portions of the base scope of the proposals, additional questions were raised with respect to the information gleaned from each Proposer.
1. ECM 1.0 Lighting (ECMs 1.01, 1.03, 1.07)
This measure is an important part of the energy savings strategy for the college. The estimated costs and associated savings are anticipated to yield a payback of less than 20 years. Please provide the best cost available to meet the BOD in the new Forms B, C, and D. These ECMs are now Alternatives. To better understand the proposed costs and potential savings, please provide:
a. Schedule of materials for each lighting ECM including the replacement fixture OR its retro-fit cost,
b. Estimate of labor (unit cost)
c. If applicable, DesignLights Consortium™ (DLC) listings including their respective utility rebates.
d. Indication if the supplier for the lighting fixture offers a photometric survey as part of their services, and if not, where this cost is located in your response. If so, how might this affect your project?
2. ECM 5.04 Fuel Replacement/Switching
As indicated by the design documents in the RFP posted on 10/1/15 (and subsequent addenda), the intention is to replace hot water heaters directly with heat pump/electric hybrid units in all cases except for the DHW heater in Building 2 which is to be replaced in kind with an electric hot water heater. The new units can be connected to existing electrical and water connections.
a. Please provide more detail, such as, but not limited to, assumptions or costs in addition to equipment, installation, and labor costs of this ECM. Please provide recommended changes that could reduce the cost of this ECM.
3. ECM 21.02 Solar Water Heating (now an Alternative)
The estimated costs and associated savings are anticipated to yield a payback of less than 20 years. To better understand the proposed costs and potential savings:
a. Please detail your approach to implementing this ECM and verify all costs. .
b. Is there an opportunity to perform value engineering measures to yield greater savings and/or reductions in the installation costs? If so, please identify these measures in Form B and in your Proposal.
c. What is the impact of removing this ECM from the scope of work?
4. ECM 21.04 Geothermal Heat Pumps
The Basis of Design envisioned a hybrid system that would work and function based upon the expected heating and cooling loads and the modeled heat dissipation rates shown in the projects feasibility study.
a. Please submit costs for this ECM as a hybrid system. b. Please discuss ways in which the cost of this measure could be reduced. Please consider submitting Recommended Changes in Form B that still meet the RFP.
b. Please discuss which system is recommended, hybrid or stand alone, to achieve optimal operation, energy savings, and budgetary parameters. If the Proposer believes the stand alone is the better option, they may provide (in addition to the Base Hybrid) an Optional Proposer Alternative, and provide the necessary information in Forms B, C, D and Form E.
5. ECM 22.0 Miscellaneous HVAC Equipment
The proposed HVAC equipment would replace equipment identified as at the end of its useful service life, damaged and beyond practical repair, or not compatible with the proposed upgrades, etc.
Please qualify, and verify costs for this ECM. Please provide any Recommended Changes in Form B that could reduce the cost of this measure but still meet the RFP.
6. ECM 23.01 Education Kiosk
a. What is the breakdown of costs between the educational component of the ECM, which can be delivered through a web based process, and the costs of the physical Kiosk?
7. Are teams adequately staffed to manage proposed schedules including extended work hours, and multiple shifts on this project, as well as, job hours required on other or simultaneous DCAMM projects awarded to their firm?
Please list any/all current/upcoming DCAMM or other projects to which the proposed RCC Project team members are also assigned and their percentage of time dedicated to each project.
Please confirm the team that will be available for the RCC project.
