About this file
This document is a pre-proposal conference presentation for the Roxbury Community College Energy & Water Upgrades contract opportunity procured through the Commonwealth of Massachusetts' Accelerated Energy Program. The project involves finalizing the design, procurement, installation, and commissioning of various energy conservation measures (ECMs) for the Roxbury Community College, including a geothermal heat pump system, a canopied solar photovoltaic system, roof-mounted solar thermal, lighting upgrades, a new energy management system, and HVAC upgrades. The RFP was issued on October 2, 2015, and proposals are due on December 4, 2015 at 2:00 PM. Mandatory site visits are scheduled for October 20, October 21, and October 27, 2015. The target award date is March 10, 2016.
The RFP is open to contractors certified in general building construction, HVAC, mechanical systems, energy management systems, and electrical work. Proposers must meet minimum threshold requirements related to their Certificate of Eligibility and total contract value. The contract will include guaranteed equipment performance, with a commissioning plan to be developed by the selected proposer. Minority and women-owned business enterprise (M/WBE) participation goals are included in the RFP, and a list of certified firms is provided.

• Any changes to the Base Proposal such as changes in proposed equipment (not an ‘as equal’), level of design, or level of savings must be properly detailed in applicable responses in Attachment A and Forms B/C and can only be presented as an option in addition to the Base Proposal.
• The Commonwealth, at its sole discretion, will determine whether a proposed option to the Base Proposal will result in a more favorable evaluation (i.e. better payback, deeper savings, or technically superior design) and whether it will include these changes in its final contract.
