About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Commonwealth of Massachusetts for energy design-build work at the Roxbury Community College. The Commonwealth is seeking turnkey proposals for coordinated design, equipment purchase, installation, commissioning, measurement & verification (M&V), warranty services, and maintenance. The required scope of work includes lighting upgrades, HVAC system improvements, geothermal heat pumps, a canopied solar photovoltaic system, roof-mounted solar thermal, a new energy management system, and various other energy and water conservation measures. Proposers must submit bids for the required base scope as well as any optional add alternates, replacement alternatives, and proposer alternatives. The Commonwealth will evaluate the proposals and select the most favorable option(s) to include in the final contract.
Pricing details are not provided in the addendum. The Commonwealth may elect to substitute any alternatives or combination of alternatives for the base ECMs in the final contract. A comprehensive 5-year maintenance and training program is required for certain ECMs. Proposers are encouraged to review the Massachusetts Clean Energy Center's list of commercially ready technologies for potential innovative solutions to include in their bids.

ATTACHMENT A
A. Proposal Scope of Work:
The Commonwealth is interested in turnkey Proposals for coordinated design, equipment purchase, installation, commissioning, Measurement & Verification (M&V), warranty services, and maintenance. Interested Companies should submit proposals that reflect the requirements in the scope of services included in Attachment B and reflecting the assessments in the reports included in Attachment C as outlined below.
The Interested Companies must satisfy all Base Proposal requirements and Required Add
Alternatives in their proposal. Interested Companies are encouraged, but not required, to submit proposals for all Optional Proposer Alternative. The winning Proposer will provide the
Commonwealth with coordinated design, equipment purchase, coordinated installation, commissioning, M&V, maintenance, training, and warranty services based on the preliminary design and/or specifications provided by DCAMM and its consultants.

For more detail, refer to the Scope of Work included in Attachment B-1. The Base
Proposal must include the scope of work referenced in Attachment B.
Proposals must include a comprehensive maintenance/training program for a term of five (5) years following Substantial Completion Notification Approval for the ECMs noted in the following Table. This maintenance and training program is distinct from and in addition to the
New Equipment/System Warranties requirement for all ECMs as outlined in Section 31 of the
ESA (Attachment E- I). For this term the proposers will include all manufacturers required and recommended inspections and preventative maintenance services and monthly training updates, for the following ECMs:

Note to Proposers: The Base Proposal must include these services however the Commonwealth may determine whether to proceed with Post-Construction Services on an ECM by ECM basis.
1. Recommended Changes:
Any changes to the Base Proposal such as changes in proposed equipment (not an ‘as equal’), level of design, or level of savings must be properly detailed in applicable responses in
Attachment A and Forms B/C/D and Form E. These changes may provide more savings, a more cost effective approach, or a higher quality approach. These proposed changes may not decrease savings, maintainability, standards of comfort or code compliance. These may not be significant changes to the base ECMs. Significantly different approaches should be addressed as a Proposer
Alternative as detailed below.
The Commonwealth, at its sole discretion, will determine whether the recommended changes to the Base Proposal will result in a more favorable evaluation (i.e. better payback, deeper savings, or technically superior design) and whether it will include these changes in the final ESA.
2. Alternatives:
There are 4 types of Alternatives, as described below.
Add Alternatives – These are Required or Optional as stated. These would add an ECM or other services to the base scope.
Maintenance Alternatives – These are Required or Optional as stated. The
Commonwealth would like maintenance services bid separate from the base. Only for post-construction services.
Addenda No. 2 Page 4 of 5
Replacement Alternative – These are Required or Optional as stated. The
Commonwealth is requesting a significantly different approach to a base ECM. The
Commonwealth will proceed with the Base OR the Replacement ECM, not both.
Proposer Alternative –These are Optional only. Interested Companies may provide optional ECM(s) in addition to the base scope or as an optional replacement to a base scope ECM, that they determine are feasible and add value to the project. Proposers must fill out a Form B and Form C for any Proposer Alternative provided.
a. To assist Proposers in identifying potential Innovative Technologies for use in
Energy Project proposals, proposers may download the Massachusetts as a First
Customer Pilot Program Commercially Ready Technology (CRT) List at:

b. For more information on the Massachusetts as a First Customer program go to:

c. This list has been developed by MassCEC to provide public entities with a better understanding of which company’s product or service has been verified by an external third-party technical expert as ready to enter the commercial markets with limited functional risk. This list does not constitute an endorsement, warranty, or guaranty, by MassCEC or DCAMM. MassCEC and DCAMM assume no liability for the purchase, use, operation, performance or acquisition of any products or services referenced above.
Interested Companies shall include in their Proposal all information requested in this RFP for each of the Required Alternatives and may include Proposer Optional Alternatives. Alternatives must be a separate cost (as shown in Form B in Attachment A, Part IV). The Commonwealth, at its sole discretion, will determine whether any Alternative(s) will result in a more favorable evaluation (i.e. better payback, deeper savings, or technically superior design) and whether it will include them in its final contract and in no particular order. The Commonwealth, in its sole discretion, may elect to substitute any Alternatives or any combination of Alternative(s) for
ECMs in the Base Proposal.
The Alternatives typically add cost to the Base Proposal Requirements. Proposers who do not price Required Alternatives will not be automatically disqualified; however, the Commonwealth reserves the right to subtract points from the evaluation. Proposers who provide the Optional
Alternatives may be awarded higher points.
