Question Response Did this change the solicitation?
Exhibit B-1: Are responses limited to the space available in the PDF document’s column labeled “Written Response”?
Yes responses must be entered in the “Written Response” areas. The documents are now uploaded in Word format.
NO
Exhibit B-1: Page 5, Req ID #2: The initial paragraph states “around all steps of the PCF framework including Step 7.” However, notes in the Written Response column only reference “skills associated with Step 7.” Can you clarify?
That is correct. For that question, we are asking bidders to only provide relevant information regarding step 7 of the Positive Culture Framework.
NO
Exhibit B-2: Page 3, Question
2. The first, second, and third paragraphs refer to “applying the principles of the Positive Culture Framework.” Can you clarify what is meant by these principles? Are these principles the tasks and activities associated with the 7 steps?
WTSC has adopted the Positive Culture Framework as presented and taught by the Montana State University Center for Health and Safety Culture. Please refer to their website for more details on this approach to traffic safety. https://chsculture.org/positive-culture-framework/. It may be helpful to specifically see this training guide:

Exhibit B-3: Page 9, Data security requirements. As this contract does not involve the bidder to perform financial services on behalf of the WTSC nor does this contract involve providing computer/network/cloud services, can the requirements for annual security certifications (specifically, (a) AICPA Statement of Standards for Attestation Engagement (SSAE) No. 18 SOC 1 Type II fiscal year cycle audit report; (b) SOC 2 Type I report in accordance with AICPA AT 101; and (c) attestation that Bidder’s Services are in compliance with WaTech Security Policy
141.10 – Securing Information Technology Assets) be waived? If so, how is Exhibit B-3 to be signed? If this is to be handled in the contract negotiation process, how is Exhibit B-3 to be signed?
If there is an issue with this clause, complete and submit Exhibit E_Contract Issues List.
Exhibit B-3 is to be signed as directed in the solicitation instructions.
NO
Exhibit C: Pages 3 and 4, Regarding the training events for WTSC Program Managers and Target Zero Managers:
are all costs for the venues (including audio/visual equipment), food, lodging, and travel for the participants covered by the WTSC (i.e., the bidder has no responsibility for these costs)?
WTSC assumes responsibility for locating and reserving the venue and paying any fees for its use including audio visual expenses.
The costs of travel, food and lodging for all staff/TZMs attending as students is also paid for by the WTSC.
NO

Exhibit D (Contract):
Page 3, Project Goal #1 states the assessment of WTSC staff and Target Zero Managers is to be submitted by Dec 31, 2024.
- Project Goal #1 states the assessment includes WTSC staff.
Does this include all WTSC staff or only Program Managers?
- Is the summary of knowledge, skills and application to be provided at the individual or group level? If group level, by what groups?
- If the anticipated award date is not until Dec 9 (and possibly could be delayed due to negotiations on insurances or other matters) and WTSC staff and/or TZMs may be out due to holiday breaks, can the deadline be extended to January 31, 2025?
Regarding the question about Goal #1 – The assessment is only meant to include WTSC Program Managers (not all WTSC staff) and Target Zero Managers.
The summary of knowledge, skills and application is intended to guide phase 2 of the project so the assessment needs to provide sufficient detail to guide the specific training needs of WTSC Program Managers and Target Zero Managers. WTSC would defer to the expertise of the successful bidder on how they would provide their assessment to WTSC.
Regarding the possibility of extending the deadline of phase 1 due to timing of the full execution of an agreement, this is not an unreasonable request and the WTSC would entertain extending the deadline. If this change was agreed on by both parties, an amendment would be created and signed to document this contractual change, consistent with WTSC requirements.
Exhibit D (Contract): Page 25, last row of the table states that the contractor will meet weekly with the program director.
However, page 2 of Exhibit C (Cost proposal bid price), the first row of table in Phase 2 states these meetings will be “up to two times per month.”
Can you clarify the expectation for the frequency of these meetings?
This was an oversight in the contract – Exhibit D. The language in Exhibit D, on page 25, should match what is written in Exhibit C so that they match. The intended frequency of meetings with the Program Director is up to two times per month.
YES
Rev 4/13/2016 Page 5 of 5
Exhibit D (Contract): Page 25, first row of the table states “2) provide analysis of results as requested.” As the SWS has an enormous volume of data and covers a wide range of behaviors, beliefs, and other indicators, can you clarify any limitations on “analysis of results as requested”? This could entail extensive time and is very difficult to budget.
For an example of the type of data analysis this section is referring to, please see Target Zero Managers - Washington Traffic Safety Commission. This website provides a link to all Target Zero Manger Regions. Each region has a Region Data Summary which is what has been produced in the past. Target Zero Managers and Program Managers used this analysis.
