About this file
This document is an Exhibit B-2 - Non-Cost Response for a Competitive Solicitation issued by the Washington Traffic Safety Commission (WTSC) for a Training Positive Community Framework contract. The solicitation seeks a highly qualified bidder to provide training and technical support to WTSC program managers and Target Zero Managers as the agency continues operationalizing the Positive Culture Framework. The solicitation details requirements for the bidder's project team experience, approach to evaluating staff proficiency in applying the Positive Culture Framework principles, and ability to establish sustained onboarding and training support. The contract will be awarded to support WTSC's work, which is strongly driven by the federal fiscal year calendar.
The solicitation provides details on the state and local jurisdictions within Washington that are involved, including counties, cities, and census-designated places. Pricing details and funding sources are not provided in this document, but the solicitation indicates the contract may include performance commitments that could impact the contractor's future work with the state if not met.

EXHIBIT B-2 – NON-COST RESPONSE
BIDDER:
Instructions
1. For each question below, bidder must provide a written response that addresses how bidder will meet the requirement. Limited responses may receive lower scores than those that demonstrate and detail knowledge of the subject matter. The total word count for each question must not exceed either 500 words or 2 pages (defined as 8.5 x 11”, with 0.5” margins, double-spaced, font size 12). Bidders may delete the instructions for each question if desired.
Any text or images more than the stated word count or page limit will be deleted prior to forwarding the submittals to the evaluation team. Images containing text will have their words manually counted and applied to a bidder’s total.
Bidders can determine their word count in Microsoft Word by highlighting their response to a question, and pressing Control+Shift+G.
2. Please note the bidder’s responses to some of the performance requirements below may be added to the resulting contract, so bidder is cautioned to indicate commitments that they can meet throughout the term of the contract. If a contractor is not able to honor these commitments throughout the contract term, they may be subject to early contract termination that could impact their ability to work with the State in the future. Please see Exhibit D – Contract.
3. Written responses must not reference any material present outside of this document, including links or embedded documents. The written response should be considered complete and stand on its own merit.
4. This Exhibit B-3 – Non-Cost Response is worth a total of 60 points. Qualification Requirements will be assessed as follows:

6. Submit the exhibit as a single Microsoft Word or PDF document to Abby Williams, Procurement Coordinator, at:

Please note: Not following any of the specified instructions above may be grounds for the bid to be considered non-responsive.
Question 1 – Project Team Relevant Experience (40 Points)
WTSC is looking for highly qualified bidder to provide training and technical support as the agency continues operationalizing the Positive Culture Framework (https://chsculture.org/positive-culture-framework/). Although many of the technical aspects of the Positive Culture Framework are in place the work of shifting the culture of the agency continues. This entails helping program management staff, agency leadership, Target Zero Managers, and (eventually) partners to deepen their comprehension, confidence and competence in using the new tools, processes, and skills.
WTSC is particularly interested in helping its staff and Target Zero Managers move beyond compliance with these steps and processes to use them to improve effectiveness. Note that the WTSC’s work is strongly driven by the federal fiscal year that begins October 1 and ends September 30. Much of WTSC work is cyclical in nature within this 12-month timeframe.
Describe how the bidder’s team has the capabilities to provide training and technical assistance to WTSC Program Managers (PMs) and Target Zero Managers. Describe each team member’s relevant experience demonstrating their qualifications to provide training and technical assistance to WTSC staff and Target Zero Managers on the Positive Culture Framework.
High-scoring responses will demonstrate added value by detailing for each member of the team listed:
• A brief description of their educational and experiential background highlighting how it is relevant to this work
• Years of experience applying the Positive Culture Framework
• Years of experience providing training and/or technical assistance in the use of the Positive Culture Framework and
• Any other experience you feel is relevant.

Question 2 – Providing Training and Technical Assistance (10 Points)
There are nine program managers (PMs) in the Programs and Services Division (PASD). Each PM manages one or more of WTSC’s priority traffic safety programs. WTSC has adapted its planning process for these programs using the PCF as a guide, but each program manager is at a different place in their learning and adoption of these processes. WTSC needs to provide training and technical assistance to each PM, which is appropriate to their level of knowledge and skill in applying the tenets of PCF to increase the effectiveness of their programs. WTSC has not established criteria to evaluate each PM’s level of understanding or proficiency in applying the principles of the Positive Culture Framework to the planning process (i.e., proficiency in creating a program plan – see Exhibit G1).
Given this, describe how you have the capability to evaluate the level of proficiency of Program Managers in applying the principles of the Positive Culture Framework in their everyday work.
High-scoring responses will demonstrate added value by detailing:
• Bidder’s approach, methods, and tools to evaluating the level of proficiency of each PM in applying the principles of the Positive Culture Framework using examples from past work with other clients.
• Bidder should provide examples of approach, methods, and tools they might use for addressing gaps in proficiency found in the evaluation.

Question 3 – Establishing Sustained Onboarding and Training Support (10 Points)
WTSC’s goal is to maintain a highly skilled workforce that is proficient in applying the principles of the Positive Culture Framework. Much of the work that has taken place to build the skills of Program Managers and Target Zero Managers has been through in-person training sessions. These training sessions were highly customized for WTSC and delivered one time. However, the WTSC will need to have the ability to help staff and TZMs sustain knowledge and provide onboarding and training to new employees as there is turnover.
In addition to maintaining current staff knowledge and skills, the bidder is expected to have the capability to help WTSC address this gap so there is a path to onboard new Program Managers and Target Zero Managers who lack understanding of and proficiency in applying the principles of the Positive Culture framework. Please detail how you meet this requirement, including how your firm will deliver the requested features and deliverables.
High-scoring responses will demonstrate added value by detailing:
• Examples from past work in which the bidder provided resources to help clients sustain knowledge and skill development for new staff hired after the project with that client was complete.
• If the bidder cannot provide examples, then describe the methods and approach they might take to support WTSC. Please explain any assumptions made in this case.
