About this file
This document is a Questions & Answer #1 regarding Competitive Solicitation No. 2024-05: Training Positive Community Framework issued by the Washington Traffic Safety Commission (WTSC). The solicitation seeks to award an Agency Contract for WTSC to provide positive traffic safety culture training and technical support. The solicitation includes specific details on the in-person and virtual training sessions, such as the number of participants and session formats. WTSC also provides guidance on reporting requirements, project amendment processes, and contract termination provisions.
Regarding pricing and budget, the solicitation references Exhibit C - Cost Proposal Bid Price, which outlines the specific tasks and not-to-exceed costs for the planning and execution of the training and technical assistance. Question Response Did this change the solicitation?
Could you clarify the balance between virtual and in-person training sessions? Is there a required or preferred ratio for technical assistance calls versus in-person sessions?
Please refer to Exhibit C – Cost Proposal Bid Price - Phase 2: Planning and Execution of Training and Technical Assistance for specific details related to virtual and in-person training sessions.
No
For the in-person training sessions, are there any restrictions or requirements around the number of participants or session formats, particularly for the sessions scheduled in
Olympia?
• One in-person training will be intended for WTSC program managers and leaders between January and March 2025. This should be designed for 10 to 18 people.
• One in-person training will be intended for Target Zero Managers between February and June. There are 17 Target Zero Managers and 3 TZM Program Managers Leads.
• One in-person training will be intended for WTSC program managers and leaders between July and September 2025. This should be designed to accommodate between 10 and 20 staff.
Please refer to Exhibit C – Cost Proposal Bid Price for additional details.
No
Is there any flexibility in the budget for reallocating costs if we propose a stronger virtual training approach to reduce travel and accommodation expenses for in-person sessions?
Please refer to Exhibit C - Cost Proposal Bid Price.
In-person trainings are specifically identified Tasks. Bidders must include Description/Assumptions/Details and “Not to Exceed Cost” to the identified task.
No
Would additional technology tools for virtual delivery be acceptable as part of the budget if they enhance training engagement and effectiveness?
It is possible that additional technology training tools could be an acceptable expenditure but would depend on mutual agreement between the WTSC and successful bidder.
Rev 4/13/2016 Page 3 of 3
Could you provide more details on the reporting formats or platforms that should be used for technical assistance calls and performance progress? Are there specific templates or systems that
WTSC requires?
WTSC regularly uses Microsoft Teams.
Zoom or Webex would be acceptable alternatives for technical assistance calls.
WTSC uses an online grants management system through which all reporting would occur. The system contains a template for progress reports.
No
For the Executive Reporting:
Does WTSC have any preferences for how outcomes and progress should be presented in mid-project reviews?
All project reports would be submitted through WTSC’s online grants management system WEMS. Five project reports are required each year – one per quarter that summarizes the progress made in that quarter, and a final, year-end report that summarizes accomplishments for the whole project year. The WEMS system contains a template for all progress reports.
No
In the event that there are changes to the in-person training schedule (e.g., due to unforeseen circumstances), how does WTSC typically handle adjustments in project scope and timelines?
Changes to the project scope and timeline would go through an amendment process. If the changes are significant, it could be cause for termination of the contract.
