About this file

This document is an Exhibit F - Diverse Business Inclusion Plan - Subcontractors related to a competitive solicitation issued by the Washington Traffic Safety Commission (WTSC) for a contract for Positive Traffic Safety Culture Training and Technical Support. The solicitation requires bidders who plan to utilize subcontractors to complete this Exhibit to outline their anticipated goals for small/veteran/diverse business subcontractor participation. Bidders must provide the anticipated percentage of contract spend and names of subcontractors in categories such as minority-owned, woman-owned, certified combination owned, certified minority woman owned, socially and economically disadvantaged, veteran-owned, and Washington small businesses. The plan is voluntary, and no preference will be given based on the inclusion plan. Awarded bidders will meet annually with WTSC to discuss their subcontractor inclusion goals.

The document also provides detailed definitions for each of the small/veteran/diverse business categories to qualify for participation. It includes information on the requirements for certification and registration in the state's electronic business system. No minimum level of diverse business participation is required, but WTSC encourages bidders to be proactive in engaging small/veteran/diverse subcontractors.
