About this file

This document is an exhibit for a competitive solicitation issued by the Washington Traffic Safety Commission (WTSC) to award an agency contract for training and technical support on the Positive Culture Framework (PCF). The exhibit outlines the performance requirements and factors that will be used to assess bidders' qualifications.

The WTSC is seeking a highly qualified bidder that can provide training and technical support as the agency continues to operationalize the PCF, which the agency adopted in 2019. The work involves helping WTSC staff, agency leadership, Target Zero Managers, and eventually partners to deepen their understanding, confidence, and competence in using the PCF tools, processes, and skills. The contract will be divided into two phases - an initial assessment phase followed by customized training and technical assistance. The contract term is three years with a total budget of $460,000.

EXHIBIT B – PERFORMANCE REQUIREMENTS

EXHIBIT B-1 – MANDATORY PERFORMANCE REQUIREMENTS

Competitive Solicitation: No. 2024-05_Positive Community Framework

Bidder:

Type/print full legal name of bidder company

Objectives and Scope of Work:

The WTSC adopted the Positive Culture Framework (PCF) as its behavior change model in 2019. Since that time, the agency has invested heavily in growing the skills of its Program Management Staff to approach traffic safety from this new framework. At the same time, the WTSC has adapted almost all of its planning processes to be consistent with this approach to traffic safety. The magnitude of this change to the technical work of the agency and its culture cannot be overstated. This change is ongoing. The Program Managers that are responsible for the bulk of the work in advancing traffic safety through our federal grant programs have had to learn a new suite of skills and processes. Since 2019, the WTSC has adopted new tools like:

• The use of Program Plans as the planning tool for each of its 12 priority programs. See Exhibit G1, the blank program plan template and Exhibit G2, the Impaired Driving Program Plan example.

• Theories of change for countermeasure strategies or countermeasures. See Exhibit G3 – the theory of change template. Actual example theories of change can be found at the end of Exhibit G2- the impaired driving program plan.

• Logic models for designing individual project scopes of work. See Exhibit G4 – Logic Model Example.

• A new planning timeline that is reflective of the seven steps of the PCF framework. See Exhibit G5 - Annual Planning Timeline - 2024 Example.

• A new scope of work for the network of 17 regional Target Zero Managers. See Exhibit G6 - TZM Map and Roster_FFY2024 and Exhibit G7 - TZM Program

Scope of Work.

The PCF seven step planning process requires the execution of several distinct actions. Each action requires the use of several unique skills. See Exhibit G8 - PCF Steps Actions and Skills.

WTSC is looking for highly qualified bidder that can provide training and technical support as the agency continues to operationalize the positive culture framework. Although many of the technical aspects of the PCF framework are in place the work of shifting the culture of the agency continues. This entails helping program management staff, and agency leadership, and Target Zero Managers, and (eventually) partners to deepen their comprehension, confidence and competence in using the new tools, processes, and skills. WTSC is particularly interested in helping its staff and Target Zero Managers move beyond https://chsculture.org/positive-culture-framework/ https://chsculture.org/positive-culture-framework/ compliance with these steps and processes to use them to improve effectiveness. Note that the WTSC’s work is strongly driven by the federal fiscal year that begins October 1 and ends September 30. Much of WTSC work is cyclical in nature within this 12-month timeframe.

Project Phases:

• Phase 1: Assessment of Current Knowledge and Practices - In the initial phase, the bidder will conduct a comprehensive assessment to understand the current level of knowledge, skills, and application of the Positive Culture Framework among WTSC staff and Target Zero Managers. This could involve conducting interviews, reviewing existing work products, and analyzing current processes. The goal of this phase is to establish a clear understanding of the baseline competencies and identify any gaps that may exist.

• Phase 2: Planning and Execution of Training and Technical Assistance – Using the information gathered in Phase 1, the Bidder will customize a schedule of trainings and technical assistance (see Exhibit C) to support WTSC staff and Target Zero Managers over the course of the year. The work in phase 2 should be designed to address the specific needs identified in the assessment phase, incorporating best practices in adult learning and capacity building.

Budget:

• Year 1: $150,000

• Year 2: $155,000

• Year 3: $155,000
