Step 1: Plan and Advocate.

Goal 1-1. Establish and maintain coalition(s) of traffic safety stakeholders.

• Objective 1. Identify existing coalitions that are willing to address traffic safety.

• Objective Details: Identify coalitions throughout the region. Determine if any specifically address traffic safety, and if not, would be willing to address traffic safety as a subgroup.

• Objective 2. Prioritize and select a coalition to engage in the 7-step process.

• Objective Details: Prioritize a coalition based on their willingness and capacity to address traffic safety. This coalition will serve as the primary coalition engaged in the 7-step process.

• Objective 3. Determine coalition purpose.

• Objective Details: Establish a purpose statement aimed at improving traffic safety. If a purpose statement related to traffic safety has already been established, review the statement to determine if it aligns with the group.

• Objective 4. Establish regular meeting schedule.

• Objective Details: Determine a regular meeting schedule, no less frequently than bi-monthly (every other month) meetings.

• Objective 5. Identify the value members bring and receive from the coalition.

• Objective 6. Build the capacity of the coalition members to address traffic safety.

• Objective Details: Ensure coalition members have the knowledge and skills necessary to improve traffic safety. Capacity building opportunities might include traffic safety concerns (including WTSC dashboards), safe system approach, disparities in traffic safety, traffic safety culture, social ecology, 7-step process, role of coalitions.

• Objective 7. Maintain engagement among coalition members and other stakeholders.

Goal 1-2. Identify, recruit, and engage new stakeholders across the region in traffic safety efforts.

• Objective 1. Brainstorm potential stakeholders by sector, demographics, and level of the social ecology.

• Objective Details: First, determine which sectors, demographics, and level of the social ecology should be prioritized in your recruitment process. Next, identify stakeholders, by name, that fit within those categories.

• Objective 2. Prioritize stakeholders to recruit and those to keep informed.

• Objective Details: Stakeholders will engage at varying levels and your investment in keeping them engaged will also vary. Determine which stakeholders you will fully engage and those that you will keep informed based on their level of interest and assets.

• Objective 3. Recruit new stakeholders.

• Objective Details: Recruit the stakeholders identified. Be clear about what you are asking of or offering each individual. Describe the coalition’s purpose and inquire about their interest and needs.

Step 2: Assess Culture.

Goal 2-1. Complete a traffic safety assessment.

• Objective 1. Complete the data review portion of the traffic safety assessment tool.

• Objective details: Using WTSC dashboards and other resources, capture local traffic safety data including those related to cultural factors (shared values and beliefs), behaviors, prevalence, and consequences in the traffic safety assessment tool.

• Objective 2. Identify specific communities and populations overrepresented in the data.

Add this to the traffic safety assessment tool.

• Objective 3. Identify the current portfolio of strategies/countermeasures taking place to improve traffic safety.

• Objective Details: With the coalition, identify current strategies/countermeasures taking place to improve traffic safety within the area of focus. Once completed, map these strategies.

• Objective 4. Submit the traffic safety assessment tool.

• Objective Details: Submit the completed traffic safety assessment tool highlighting local traffic safety data as well as current strategies/countermeasures taking place within the area of focus.

• Objective Details: Identify and review possible resources (e.g., Countermeasures that Work, WTSC’s Strategic Highway Safety Plan, resources from partners, research) and identify potential strategies/countermeasures to change priority traffic safety behaviors.

This may include working with the appropriate WTSC Program Manager(s).

• Objective 4. Review potential strategies/countermeasures with coalition and stakeholders to assess feasibility and viability.

• Objective Details: For each strategy/countermeasure identified, discuss with coalition members and stakeholders its feasibility (can the strategy/countermeasure be implemented successfully) and viability (will it last). Understanding feasibility and viability can inform which strategy/countermeasure to implement.

• Objective 5. Select one or more strategies/countermeasures.

• Objective Details: Based on feasibility, viability, and other relevant considerations, select one or more strategies/countermeasures to implement.

• Objective 6. Develop logic models for each strategy/countermeasure selected.
