MULTIPLE AWARD TASK
ORDER CONTRACT

8(a) Information Specific to MATOC This procurement is being solicited to 8(a) firms that have a Certificate of Existence or Certificate of Authority on file with the North Carolina - Secretary of State. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a Bonafide Office in the State of North Carolina are eligible to respond to this solicitation. An 8(a) firm that proposes as a Bonafide Office must maintain their Bonafide Office eligibility for the life of the contract.

Scope of the MATOC Repair, construct, and/or maintain real property facilities and structures (Maintenance/Repair/Minor Construction) Mechanical, plumbing, structural, electrical, HVAC, architectural, civil, instrumentation, security, safety, etc.
Base year with four (4) one-year option periods (total of 5 years maximum)
MATOC Award Amount The combined total of all task order awards, for all contractors, made under the MATOC will not be more than $25,000,000.
Each contractor awarded an IDIQ contract under the MATOC will be awarded an IDIQ with a NTE of $25,000,000.
Each contractor awarded an IDIQ contract under the MATOC will be awarded at least one (1) task order for at least $25,000.
MATOC Award Amount (cont) Each contractor will not be awarded $25,000,000, the reason the NTE amount is $25,000,000 on each contract is in case one contractor receives all awards other than the task orders awarded to the other contractors to meet their minimum amount.

3 contractors awarded IDIQ contracts under MATOC Contractor A – $7,000,000 of task order awards Contractor B – $8,000,000 of task order awards Contractor C – $10,000,000 of task order awards Total amount = $25,000,000 4 contractors awarded IDIQ contracts under MATOC Contractor A – $25,000 Contractor B – $50,000 Contractor C – $25,000 Contractor D – $24,900,000 Total amount = $25,000,000
Task Order Procedures Only a Contracting Officer can issue a Request for Proposal, authorize work to commence, or modify a task order Contracting Officer will issue all contractors awarded an IDIQ contract under the MATOC a RFP for all task orders (except follow-on work and emergency task orders) RFP will include SOW, reporting requirements (if applicable), site visit date, proposal due date, period of performance, evaluation factors (if other than price and past performance on previous task orders with price being more important the past performance)
Task Order Procedures (cont) Price provided will include all costs associated with the task order with no optional pricing/alternatives/etc. unless requested by the Government Contractor will utilize the Task Order Pricing Template provided with the RFP If the contractor identifies other categories of work that were not identified on the Task Order Pricing Template provided with the RFP, the contractor will include those If any work is to be subcontracted, the contractor will provide backup documentation (multiple quotations or an explanation as to why there were not multiple quotations received)
Task Order Pricing Templates (TOPT) Each Task Order will have its own TOPT Revised TOPTs for each Task Order in the solicitation will be included in Amendment 0003 A set of Instructions on the TOPT was added to provide clarity in filling out the TOPT Offerors should read all of the instructions prior to filling out the TOPT so that it is not filled out incorrectly For each Task Order remember to provide the backup documentation with your TOPT for any subcontract work – if you have work included in the subcontractor column without the backup documentation we won’t be able to determine if your price is fair and reasonable
Government will evaluate the Task Order proposals against the evaluation criteria in the RFP.
Unless otherwise noted, the evaluation criteria will be price and past performance on previous task orders with price being more important the past performance.
Upon award of the task order, all contractors will receive notification (either the award or notification of who was awarded the task order and the award amount)
FAR 16.505(b)(1)(i) – Fair Opportunity Each awardee will be given a fair opportunity to be considered for each order over $3,000 unless the following exception(s) apply:
The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays Only one awardee is capable of providing the supplies or services required at the level of the quality required because the supplies or services ordered are unique or highly specialized The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order It is necessary to place an order to satisfy a minimum guarantee
Post Award Evaluation of Contractor Performance Contractor Performance Evaluations – interim and final evaluations will be prepared in accordance with FAR 42.15 and entered into CPARS Task Order Past Performance Evaluations Contractors will receive a past performance evaluation on each task order the contractor is awarded Government will utilize SF 1420, Performance Evaluation – Construction Contracts Past performance evaluations for task orders will be utilized in determining best value for future task order awards.
Past performance evaluations for individual task orders will not be entered into CPARS, but they will be used when developing the overall past performance evaluations in CPARS

Section L&M (cont) Example of how they match up (Management Plan – paragraph 2) Section L: The Offeror shall describe the proposed approach to managing project submittals. This approach shall address how they plan on providing timely submittals and the quality control measures they utilize to ensure the submittals are complete and done properly. The Offeror shall describe how their submittal package will be organized. The Offeror shall provide a sample transmission document indicating what submittals will be provided on each individual task order.
Section M: An acceptable response shall demonstrate a sound approach to managing project submittals. An acceptable response shall demonstrate a sound approach to submittal package organization.
