Statement of Work NIEHS Triple Module Lab Renovation
National Institute of Environmental Health Sciences Task Order Request 13-00
This Scope of Work details requirements for a project to provide construction services to remodel a typical triple module lab in the NIEHS Rall Building per the attached construction documents. The Contractor is to provide all services for review of existing conditions and construction in accordance with contract requirements.
I. GENERAL:
A. The Contractor will submit a preliminary construction schedule before completion of task order negotiations for acceptance by NIH. The construction schedule shall be based on a total contract duration of 150 calendar days.
B. The Contractor shall provide a submittal registry with the preliminary schedule detailing all items to be submitted for government review and acceptance. The submittal registry shall include submission dates coordinated with the preliminary construction schedule. The schedule should provide 10 business days for government review of each submittal package.
C. The Contractor shall construct the project per the attached drawings. If the
Contractor deviates from the attached construction drawings the change must be denoted and NIH/ORF must be informed prior to the change.
D. The Contractor shall comply with the quality control requirements for construction in accordance with the Contractor Quality Control Program and their contract.
E. The Contractor shall provide an overall project schedule detailing all major and minor features of work including all closeout documentation detailed in section III of this SOW. The schedule shall be updated and submitted with each pay request.
F. The Contractor shall provide all personnel necessary per their approved quality control and safety plans to properly oversee the construction of this project. Quality control, project management, superintendent and site safety officer roles may be performed by the same individual as deemed appropriate by the Contractor for this contract provided that the designated personnel is qualified and meets the requirements set forth in the Contractor’s approved Site Specific Safety Plan and Site Specific Quality Control Plan. The Contractor shall provide for review and acceptance, the resume and qualifications of any key personnel performing the tasks identified above that have not been previously approved by the Government.
II. SCOPE OF WORK
A. The Contractor shall provide all services necessary to perform the work detailed in the attached drawings.
B. Prior to the start of construction, the Contractor shall submit the material indicated on the attached submittal register (Attachment 2) in accordance with Specification 01 33
00: SUBMITTAL PROCEDURES.
III. CLOSE-OUT REQUIREMENTS
A. In addition to standard requirements provided in the contract base specifications additional services are required for close-out and completion of this task order.
B. Fume Hood Set-up and Certification: Where chemical safety fume hoods are installed, the fume hood shall be tested and calibrated per the modified ASHRAE 110 test (1995) which includes NIH specification 230594. This testing will include flow visualization, face velocity measurement, and tracer gas contaminants. If the hood fails the initial ASHRAE 110 test, airflow will be adjusted by the contractor, and the contractor will retest until the hood is in compliance. The Contractor shall provide 5 working days notice for testing and set-up so the Project Officer can coordinate with the NIEHS Health and Safety Branch to witness the ASHRAE 110 certification. The acceptable face velocity range will be provided by the NIEHS Health and Safety Branch through the NIH/ORF Project Officer in advance of testing. Contractor shall provide a report detailing the results of the test per the ASHRAE 110 standard.
C. Metasys: The Contractor shall update the Metasys graphics/user views. The Contractor shall provide .pdf files of as-builts, along with hard copies to be inserted in hard bound as-built sets. The Contractor shall update the NIEHS master as-built set on the NIEHS ADX server.
D. New Equipment Data Worksheets: The Contractor shall complete the attached
New Equipment Data Worksheet whenever new equipment is installed. This data will be used to replace or add new equipment to real property equipment lists and schedule preventative maintenance tasks. In addition, the contractor shall return to the Project Officer any existing equipment identification tags found on existing equipment so the equipment can be revised on real property equipment lists. New equipment identification tags will be issued to the Contractor for placement on the new equipment. Equipment tag checks will become part of the Pre-Final Inspection.
E. Panelboard Circuit Directory: Modify panelboard circuit directory in accordance with NFPA 70, Article 408. Every circuit and circuit modification shall be legibly identified as to its clear, evident, and specific purpose or use. The identification shall include sufficient detail to allow each circuit to be distinguished from all others.
Spare positions that contain unused overcurrent devices or switches shall be described accordingly. The identification shall be included in a circuit directory that is located on the face or inside of the panel door in the case of a panelboard, and located at each switch or circuit breaker in a switchboard. No circuit shall be described in a manner that depends on transient conditions of occupancy.
a. On task orders where less than 10% of the total circuit space is affected, the existing panel schedule shall be updated for each affected circuit in accordance with referenced NFPA 70 requirements. The Contractor shall update the NIH electronic circuit directory template and re-type/print the existing circuit directory with an asterisk next to the description for all newly modified spaces/circuits. The hard copy format shall be in accordance with the FMB-NC standard (printed from the NIH electronic circuit directory template). A copy of the new circuit directory file and hard copy shall be submitted to the Contracting Officer’s Representative at or before the pre-final inspection.
F. Tags for Warranted Equipment: The tag for equipment shall be similar to the following. Exact format and size will be as approved by the Project Officer. The date the Contractor’s warranty expires (warranty expiration date) and the final manufacturer's warranty expiration dates will be determined as specified.

SEQUENCE OF OPERATION
Exhaust Air Flow Control:
An air flow measuring station (Tek-Air) in the lab exhaust duct is used to control exhaust flow to exhaust CFM setpoint. A Pneumavalve through operator (VMA-EB-C and EP-1), will modulate to maintain the exhaust CFM setpoint. Upon the loss of the associated exhaust fan, the Pneumavalve will be overridden closed for a general exhaust and overridden open if serving a hood.
Supply Air Flow and Temperature Control:
A temperature sensor (TE-1) is located in the room. A dual duct mixing box supplies conditioned air to the room.
Air flow measuring stations are located on the mixing box to measure Cold deck and Total flow. The hot deck and cold deck dampers will modulate through operator (VMA-MB-C) and DPR-1, to maintain the total supply CFM setpoint. The sequence will on a fall in room temperature below setpoint, modulate open the hot deck damper from minimum CFM to maximum CFM to maintain room temperature setpoint. On a rise in space temperature above setpoint, the hot deck damper will close to minimum CFM and on a continued rise, open the cold deck damper from minimum CFM setpoint to maximum CFM setpoint to maintain room temperature setpoint. Upon the loss of the associated Supply fan, the mixing box will be overriden to a shutdown condition, which will close the Hot and Cold deck dampers.
The temperature sensor has an adjustable slide bar to offset the base setpoint +/- 2 degrees.
