The purposes of this amendment are to:

1) Provide Attachment L5 – TOR 13-00 – Task Order Pricing Template – Revision 2

2) Provide Attachment L6 – TOR 214-20 – Statement of Work – Revision 2

3) Provide Attachment L7 – TOR 214-20 – Task Order Pricing Template – Revision 1

4) Provide Attachment L8 – TOR 214-26 – Statement of Work – Revision 2

5) Provide Attachment L9 – TOR 214-26 – Task Order Pricing Template – Revision 1

NOTE: The Task Order Pricing Templates for TOR 13-00, TOR 214-20, and TOR 214-26 that were provided in Amendment 0001 all had 2 tabs (“Instructions” and “Profit Calc”) which were not required. The only revisions to the three Task Order Pricing Templates (Attachments L5, L7, and L9) are that those two tabs have been deleted to eliminate any confusion as to whether they needed to be completed by an offeror and the remaining tab(s) within the individual Task Order Pricing Template for each TOR have been renamed to establish more consistency between the Task Order Pricing Templates.

6) Provide a revised response to one of the answers in Amendment 0001

“Q.17: TOR 214-26 – Should separate Task Order Pricing Templates be provided for the Base Work and one for each Option?

A.17: Provide separate pricing templates for Base and each option.”

The answer should have read: “Provide separate pricing for the Base and each option within the individual tabs identified as such in the Task Order Pricing Template for TOR 214-26.”

7) Provide answers to the following questions:

Q.1: It looks like only certified 8(a) businesses are eligible to submit proposals under this solicitation is this correct?

A.1: Yes. Offers are solicited only from small business concerns expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Proposals received from others will be considered non-responsive. This procurement is being solicited to 8(a) firms that have a Certificate of Existence or Certificate of Authority on file with the North Carolina – Secretary of State. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a Bonafide Office in the State of North Carolina are eligible to respond to this solicitation. An 8(a) firm that proposes as a Bonafide Office must maintain their Bonafide Office eligibility for the life of the contract.

Q.2: Section J - List of Attachments for Amendment 1 lists several attachments that could not be found with the Amendment. The Items are:

- Attachment 2 FMB-NC Engineering Guidelines and Material Requirements

- Attachment 8 Certificate of Current Pricing Cost or Pricing Data

- Attachment 9 Wage Determination NC130028-Building

- Attachment 10 Wage Determination NC130019 - Heavy Dredging

- Attachment 11 Wage Determination NC130080 - Heavy

- Attachment 12 Wage Determination NC130093 - Highway

- Attachment 13 Disclosure of Lobbying Activities, OMB Form SF-LLL

- Attachment 14 Safety and Health, HHSAR Clause 352.223-70 Also there are several attachments to Amendment 1 that are not included in the List of Attachments.

A.2: All Section J and Section L attachments were not included with Amendment 0001. The only attachments that were included with Amendment 0001 were the attachments that were revised. All other attachments remained unchanged and should be utilized from the original solicitation. All of the attachments that are listed in the question were not revised. The other attachments included in Amendment 0001 were the Section L attachments that were revised. If any attachments are revised in the future the revised attachment will be included in the Amendment, but all attachments will not be reposted with that Amendment.

Q.3: Will it be acceptable to include CCASS's in addition to/or in lieu of the Past Performance Questionnaires?

A.3: It is not acceptable to provide a CCASS in lieu of the Past Performance Questionnaire and it is not necessary to provide a CCASS in addition to the Past Performance Questionnaire. We have access to CPARS/CCASS, so if one or more of the contract citations you are providing has a CCASS entry already the Government will review that as well during the evaluation. Regardless of whether it has a CCASS entry or not Offerors will need a Past Performance Questionnaire filled out for each contract citation.

Q.4: For the past performance part of the solicitation, can we use prior past performance questionnaires that have been filled out for a previous project bid?

A.4: No. The Past Performance Questionnaire that was included in the solicitation was created specifically for the evaluation of this solicitation.

Q.5: There is not any mention of lead based materials or asbestos containing materials being found in any of the materials to be demolished, salvaged or to remain in the areas of work pertaining to the 3 TO’s included in this solicitation. Are we to assume that there are not any present and if any are found during construction they will be treated as a changed condition?

A.5: That is correct. The contractor can assume that if it is not specifically called out in the SOW or other documentation that a reasonable effort has been made by the Government in the development of the project to verify that no hazardous materials are present. If it is found during the course of the pre-proposal walkthrough, the SOW will be amended to reflect these conditions. If it is identified during the course of construction, it will be considered a change of conditions. For the sake of simplicity on the sample lab job task order (13-00), the contractor should assume no hazardous materials.

Q.6: TOR #214-20 Replace Incinerator Water Softener does not provide any drawings. Will dimensional drawings be provided so exact locations of equipment and quantities of piping, etc. can be determined and or verified so an accurate cost proposal can be provided? Only two pictures are currently provided which are inadequate to determine all info necessary for pricing.

A.6: The SOW is updated to include dimensional drawings of the existing system (see Attachments 8 & 9) for information only. Offerors are required to verify all dimensions for accuracy prior to the performance of work. For proposal purposes offerors will be offered an opportunity to verify dimensions during the pre-proposal site visit scheduled for February 5, 2014.

Q.7: TOR #214-26 Replace Air Separator Valves does only provides a non-dimensional sketch of the piping involved. Will dimensional drawings be provided so exact locations of valves and quantities of demolition, new piping, insulation, etc. can be determined and or verified so an accurate cost proposal can be provided? The sketch provided is inadequate to determine all info necessary for pricing.

A.7: The SOW is updated to include as-built drawings of the existing system (see Attachment 3) for information only. Offerors are required to verify all dimensions for accuracy prior to the performance of work. For proposal purposes offerors will be offered an opportunity to verify dimensions during the pre-proposal site visit scheduled for February 5, 2014.

Q.8: Is all casework steel or is some of the casework PLAM?

A.8: All casework for TOR 13-00 is steel. Please also note that the casework elevations list Fisher Hamilton model numbers for all pieces including the fume hood and that the casework and fume hood are listed as Government furnished, Contractor installed (GFCI).

Q.9: Will the pre-proposal conference serve as a site visit and opportunity to view the seed project places of performance?

A.9: Yes. The plan for the Pre-Proposal Conference is that first we will have a short briefing, next we will have the site visit for each task order included in the solicitation, and finally we will provide a tour for any offerors that are not familiar with the facility. Attendees are not required to attend the site visits or the campus tour, but offerors are highly encouraged to attend the briefing and site visits at a minimum because the Pre-Proposal Conference will be the only opportunity to do a site visit. Regardless of whether an offeror attends the site visits or not, they will be evaluated as if they did. While we cannot make attendance at the Pre-Proposal Conference mandatory for offerors that wish to propose, considering the Pre-Proposal Conference will be the only opportunity for an offeror to attend a site visit for the three task orders included in the solicitation, offerors are highly encouraged to attend the Pre-Proposal Conference as well as encourage any potential subcontractors they wish to work with on three task orders included in the solicitation to attend the Pre-Proposal Conference.

Q.10: Can we view the current ANCO Softener and receive some additional specifications?

A.10: Yes, you may view the current softener during the site visit. There are no additional specifications available beyond what is included as an attachment in the SOW.

Q.11: Are unions or flanges insulated on the softener system piping?

A.11: Yes, all unions and flanges shall be insulated during the insulation of new piping.

Q.12: If we are not given an opportunity to view the site, we will need NIH to provide certain measurements.

A.12: At the Pre-Proposal Conference offerors will be given the opportunity to view the site for all three task orders included in the solicitation.

NOTE: IF YOU HAVE NOT PRE-REGISTERED FOR THE PRE-PROPOSAL CONFERENCE AND YOU PLAN ON ATTENDING, PLEASE DO SO BY CLOSE OF BUSINESS TODAY (2/3/14). ALL OFFERORS, REGARDLESS OF WHETHER THEY HAVE A CURRENT NIH BADGE OR NOT, ARE REQUIRED TO PRE-REGISTER FOR THE PRE-PROPOSAL CONFERENCE SO THAT THE GOVERNMENT WILL KNOW HOW MANY PEOPLE WILL BE ATTENDING FOR PLANNING PURPOSES.
