Statement of Work

Building 106 Replace Incinerator Water Softener

National Institute of Environmental Health Sciences

Task Order Request #214-20

Revised February 3, 2014

COR: Mary Waligora

This Scope of Work details the requirements for a construction only project to replace the water softener system that supplies softened water (SW) for cooling loop purposes related to the incinerator in Building 106. The Contractor is to provide all services for review of existing conditions; preparation of construction documents/submittals; and construction in accordance with contract requirements.

I. GENERAL:

A. The Contractor shall provide all services necessary to complete the project as stated in this SOW. The Contractor is responsible for providing for demolition/construction, temporary contractor access, and must maintain the functionality of the existing facility.

B. The Contractor shall provide all personnel necessary per their approved quality control and safety plans to properly oversee the construction of this project. Quality control, project management, superintendent and site safety officer roles may be performed by the same individual as deemed appropriate by the Contractor for this contract provided that the designated personnel is qualified and meets the requirements set forth in the Contractor’s approved Site Specific Safety Plan and Site

Specific Quality Control Plan. The Contractor shall provide for review and acceptance, the resume and qualifications of any key personnel performing the tasks identified above that have not been previously approved by the Government.

II. CONSTRUCTION:

A. The Contractor shall comply with the quality control requirements for construction in accordance with the Contractor Quality Control Program and the contract.

B. The Contractor shall provide an overall project schedule showing the submittal and construction phases. The schedule shall be updated and submitted with each pay request. Final construction must be completed 75 calendar days from task order

Notice to Proceed. The incinerator operations will be maintained during the work period. Incinerator burn dates are typically Monday, Wednesday, and Thursday.

C. The Contractor must give 15 days’ written notice before any requested outages.

D. The Contractor must construct the project in accordance with the 2008 NIH Design

Requirements Manual for Biomedical Laboratories and Animal Research Facilities as modified by the FMB-NC Engineering Guidelines and Material Requirements

Manual (Revision C).

III. SCOPE OF WORK

NOTE: The incinerator operations will be maintained during the work period.

Incinerator burn dates are typically Monday, Wednesday, and Thursday.

A. The Contractor shall:

1. Demolish the existing ANCO water softener system, flow meters, controls, piping, hangers, flexible connections, and instrumentation back to the main domestic water/softened water main (indicated in Attachment 1) and including the eye wash and drain line. Only demolish drain line between softeners and 90 degree elbow down into incinerator pit. See Attachment 4 for ANCOSOFT 2ATM 302-2 water softener installation and operating manual. Removal and disposal of the existing softener tanks, brine tank, and contents shall be at the contractor’s own expense. Use of government dumpsters is not allowed for the existing softener tanks, brine tank, and contents.

2. Provide and install a new water softener system. New softener tanks shall be located in the same location as present equipment. This includes associated electrical connections, flow meters, controls, piping, hangers, water sampling port, flexible connections, and instrumentation back to the main domestic water/softened water main (indicated in Attachment 1) and including the eye wash and drain line. Replace drain line between softeners and 90 degree elbow down into incinerator pit. SW piping shall be elevated approximately 8 feet between softener tanks and main in the same location as existing piping.

This work also includes:

a. Installation of new softener tanks

b. Installation of a new inline backflow preventer after the eye wash leg tee on the SW supply line. (Contractor must obtain a backflow preventer permit through the City of Durham’s Cross-Connection

Control office.)

c. Installation of new isolation valves.

New replacement isolation valves shall be provided and installed on:

i. the inlet and outlet of water line into each tank (1-1/2” valve)

ii. the SW supply line (1-1/2” valve)

iii. the bypass line (1-1/2” valve)

New isolation valves shall be provided and installed on:

iv. the SW return line (1-1/2” valve)

v. the eyewash leg near the submain (1” valve)

d. Insulation and labeling of new piping and new valves. PVC elbows on top of the new piping insulation shall be added in addition to 1” mineral fiber, ASTM C547, Type 1, Class 1, ASJ, with vapor barrier.

Do not insulate drain line within 3 feet of incinerator. Labeling shall be painted and stenciled per FMB-NC Engineering Guidelines and

Material Requirements Manual (Revision C).

B. New water softener system shall be of a duplex alternating flow configuration with high capacity cation resin bed, corrosion resistant fiberglass vessels, flow meters, and advanced controller to maximize duration between regeneration and minimize water usage. New water softeners shall capable of meeting all existing system requirements.

The softeners shall be Vantage PTC Series, 21” diameter, Duplex Deluxe Softener

System, or approved equal (see Attachment 5-7).

C. The Contractor shall use seamless copper tube, ASTM B88, Type K Hard for the SW and DW piping. Joint type shall be ASTM B32 lead-free solder with ASTM B813 water soluble flux. Piping for the SW lines shall be 1-1/2” NPS and 1” NPS for the drain and eye wash lines.

D. The Contractor is responsible for proper disposal of the existing softeners and resin in accordance with all Federal, State, and local regulations.

E. The Government has the option to keep any equipment demolished as part of this project.

F. The Contractor shall provide a placard to be attached to the system that clearly describes the system via a one line diagram and includes a valve alignment table. The planned material/content of this placard shall be submitted for approval at time of proposal.

G. Prior to the start of construction, the Contractor shall submit the material indicated on the attached submittal register (Attachment 10) in accordance with Specification 01

33 00: SUBMITTAL PROCEDURES.

H. All equipment shall have a warranty period of at least 1 calendar year from the beneficial occupancy date.

IV. CLOSE-OUT REQUIREMENTS

A. In addition to standard requirements provided in the contract base specifications additional services are required for close-out and completion of this task order.

B. New Equipment Data Worksheets: The Contractor shall complete the attached

New Equipment Data Worksheet whenever new equipment is installed. This data will be used to replace or add new equipment to real property equipment lists and schedule preventative maintenance tasks. In addition, the contractor shall return to the COR any existing equipment identification tags found on existing equipment so the equipment can be revised on real property equipment lists. New equipment identification tags will be issued to the Contractor for placement on the new equipment. Equipment tag checks will be part of the Pre-Final Inspection.

C. Operation and Maintenance Manuals. The Contractor shall provide 5 copies in hard copy format of Operation and Maintenance manuals for all the new equipment.

The hard copies shall be bound in a three-ring binder. The Contractor shall also provide the Operation and Maintenance manuals in electronic format.

D. Tags for Warranted Equipment: The tag for equipment shall be similar to the following. Exact format and size will be as approved by the COR.

Eye Contact – Acute Effects: May cause severe eye irritation. May cause moderate corneal injury. Effects are likely to heal.

Ingestion – Acute Effects: Single dose oral toxicity is considered to be low. No hazards anticipated from swallowing small amounts incidental to normal handling operation.

SECTION 4 – FIRST AID MEASURES

Inhalation First Aid: Remove affected person from area to fresh air and provide oxygen if breathing is difficult. Give artificial respiration ONLY if breathing has stopped and give CPR ONLY if there is no breathing and no pulse. Obtain medical attention. No adverse effects anticipated by this route of exposure.

Skin Contact First Aid: Immediately remove clothing from affected area and wash skin vigorously with flowing water. Clothing should be washed before reuse. DO NOT instruct person to neutralize affected skin area.

Eye Contact First Aid: Immediately irrigate eyes with flowing water continuously for 15 minutes while holding eyes open. Contacts should be removed before or during flushing. Obtain medical attention. DO NOT instruct person to neutralize.

Ingestion First Aid: No adverse effects anticipated by this route of exposure incidental to proper industrial handling. If ingestion does occur, if victim is alert and not convulsing rinse mouth with water and give plenty of water to drink. If spontaneous vomiting occurs, have affected person lean forward with head down to avoid breathing in of vomitus.

Rinse mouth again and give more water to drink. Obtain medical attention.

Medical Conditions Aggravated: There are no known conditions aggravated by exposure.

Note to Physician: No specific antidote. Supportive care. Treatment based on judgement of the physician in response to reactions of the patient.

If protective equipment is not available or not used, fight fire from a protected location or a safe distance.

Cleanup: Clean up floor area. Sweep up.

Regulatory Requirements: Follow all applicable Federal, State, Local, or Provincial regulations. Disposal: DO NOT DUMP INTO ANY SEWERS, ON THE GROUND, OR INTO ANY BODY OF WATER. All disposal methods must be in compliance with all Federal, State, Local and Provincial laws and regulations. Regulations may vary in different locations. SECTION 7 – HANDLING AND STORAGE

Handling: Practice reasonable care and caution. Metal equipment should be compatible with feed, regenerant, resin form and effluent of that process.

Storage: Keep containers tightly closed when not in use. Store between 2°- 38°C (35° - 100°F).

General Comments: Containers of this material may be hazardous when empty since they retain product residues (dust, solids); observe all warnings and precautions listed for the product.

SECTION 8 –PERSONAL PROTECTION/ EXPOSURE CONTROL

Respiratory Protection: No respiratory protection should be needed.

Skin Protection: Wear gloves impervious to this material to prevent skin contact.

Eye Protection: Wear protective eyeglasses or chemical safety goggles. Contact lenses are not eye protective devices. Appropriate eye protection must be worn instead of, or in conjunction with contact lenses.

Ventilation Protection: Good general ventilation should be sufficient.

Other Protection: Never eat, drink, or smoke in work areas. Practice good personal hygiene after using this material, especially before eating, drinking, smoking, using the toilet, or applying cosmetics.

Safety showers, with quick opening valves which stay open, and eye wash fountains, or other means of washing the eyes with a gentle flow of cool to tepid tap water, should be readily available in all areas where this material is handled or stored. Water should be supplied through insulated and heat-traced lines to prevent freeze-ups in cold weather.

SECTION 10 – STABILITY AND REACTIVITY

Stability: Stable under normal handling and storage conditions.

Incompatibilities: Oxidizing agents such as nitric acid attack organic ion exchange resins under certain conditions and could result is slightly degraded resin up to an explosive reaction. Before using strong oxidizing agents, consult sources knowledgeable in handling such materials.

Polymerization: Hazardous polymerization cannot occur.

Decomposition: Hazardous decomposition products depend upon temperature, air supply, and the presence of other materials. Hazardous decomposition products may include and are not limited to: aromatic compounds, hydrocarbons, organic sulfonates, sulfur oxides.

Conditions to Avoid: Resin can decompose at temperatures greater than 90°C (194°F).

Do not pack column with dry ion exchange resins. Dry beads expand when wet. This expansion can cause a glass column to shatter.

SECTION 15 – REGULATORY INFORMATION

US Regulations:

SARA HAZARD CATEGORY: This product has been reviewed according to the EPA "Hazard Categories" promulgated under Sections 311 and 312 of the Superfund Amendment and Reauthorization Act of 1986 (SRA Title III) and is considered, under applicable definitions, to meet the following categories:

An immediate health hazard

TSCA Considerations: Every different salt or ionic form of an ion exchange resin is a separate chemical. If you use an ion exchange resin for ion exchange purposes and then remove the by-product resin from its vessel or container prior to recovery of the original or another form of the resin or of another chemical, the by-product resin must be listed on the TSCA Inventory (Unless an exemption is applicable). It is the responsibility of the customer to ensure that such isolated, recycled by-product resins are in compliance with TSCA. Failure to comply could result in substantial civil or criminal penalties being assessed by the EPA.

State Regulations: Consult individual state agency for further information.

Canadian Regulations:

WHMIS INFORMATION: The Canadian Workplace Hazardous Materials Information System (WHMIS) Classification for this product is:

Vantage™ PTC Softeners

Vantage™ PTC softeners for commercial applications offer a flexible, reliable and feature-rich way to reduce the amount of hardness in feed water by filtering the water through a cation resin bed.

Softeners are necessary to remove hardness or calcium that can clog or minimize the effectiveness of other sensitive down stream devices, such as RO membranes.

Softener vessel diameters range from 9” (23cm) to 48” (122cm). Each softener contains high capacity cation resin for this ion exchange process.

Vantage™ PTC softeners are available in three models: Economy, Plus, and Deluxe.

� Economy – Controlled by a digital controller and composite valve � Plus – Controlled by mechanical time clock and a lead free brass valve � Deluxe – Controlled by a feature-rich digital controller and a lead free brass valve

The Deluxe models are available in four vessel configurations: Simplex, Duplex, Triplex and Quadplex.
