Statement of Work Replace North Plant HTHW Air Separator Valves

Replace NP HTHW Air Separator Valves 1 January 24, 2014
This Scope of Work details the replacement of three (3) North Plant HTHW Air Separator System Valves and renewal of associated insulation. The Contractor is to provide all services for review of existing conditions; preparation of construction documents/submittals; and construction in accordance with contract requirements.
I. GENERAL:
The Contractor shall provide all services necessary to complete the project as stated in this SOW. The Contractor is responsible for providing demolition/construction, temporary contractor access, and must maintain the functionality of the existing systems.
II. CONSTRUCTION:
A. The Contractor shall comply with the quality control requirements for construction in accordance with the Contractor Quality Control Program and the contract.
B. The Contractor shall provide an overall project schedule showing the submittal and construction phases. The schedule shall be updated and submitted with each pay request. Final construction must be completed 90 calendar days from task order Notice to Proceed. The work shall be scheduled for completion during the off-peak heating season (May 1st – September 15th).
C. The Contractor must give a minimum of 15 day written notice before the start of work and before any system outages.
D. The Contractor must construct the project in accordance with the 2008 NIH Design Requirements Manual for Biomedical Laboratories and Animal Research Facilities as modified by the FMB-NC Engineering Guidelines and Material Requirements Manual (Revision C).
E. The Contractor shall provide all personnel necessary per their approved quality control and safety plans to properly oversee the construction of this project. Quality control, project management, superintendent and site safety officer roles may be performed by the same individual as deemed appropriate by the Contractor for this contract provided that the designated personnel is qualified and meets the requirements set forth in the Contractor’s approved Site Specific Safety Plan and Site Specific Quality Control Plan. The Contractor shall provide for review and acceptance, the resume and qualifications of any key personnel performing the tasks identified above that have not been previously approved by the Government.

III. SCOPE OF WORK
A. Select, submit for Government approval, and provide replacement valves and insulation that meet the following requirements:
1. Valves - Provide 14” Triple offset butterfly valves for HTHW applications. Valves shall be suitable for use with 400°F, 400 PSI water, shall be Class 300 carbon steel, with steel disc, positively retained stainless steel and graphite seat, and flange pattern and width meeting the existing. Suggested manufacturers: Adams (Model WAK-A9), Zwick (Tri-Con Seris), Jamesbury, Dezurik, and Tyco Flow Control.
See Attachment 2 for additional information.
2. Valve Operators - Provide gear operators for the new valves. Handwheels shall be steel and sized to accommodate field operation by one Operator without the use of additional equipment.
NOTE: Insulation system, jackets and adhesives shall be U.L. rated and FM approved.
3. Pipe Insulation System - Mineral fiber pre-molded pipe insulation meeting the requirements of the NIH Design Standards and suitable for continuous temperatures through 1200º F. Maximum K-factor 0.4 BTU/in·hr·sf·F @ 400 deg. F. Finished insulation system shall both a fire retardant jacket, 30 pound Rosin Paper and 8oz canvas jacket. Final insulation thickness to be a minimum of 4” thick.
4. Removable Lagging Blankets for Valves and Expansion Joints - Silicone Impregnated Fiberglass 17 oz. / Square yard Jackets with Flexible Elastomeric or Fiberglass insulation as applicable for system. Blankets shall be secured using Ballistic Nylon strap 1-1/2” with buckles, Velcro, or quick release clasps.
5. SUBMITTAL: Contractor to submit Manufacturer cutsheets, descriptions and applicable manufacturer drawings for the valves and insulation system provided in this section. Submittals shall be reviewed and approved by the Project Officer prior to ordering material and the start of installation activities.
B. Accomplish the following:
1. Isolate the North Plant HTHW Air Separator System.
Note: System valves shall be operated and locked out of service by the Central Utility Plant O&M Personnel. Contractor shall add their lockout devices in addition to the O&M.

2. Remove all insulation and lagging blankets from the system piping as indicated between points “A” and “B” in Attachment 1.
3. Remove to scrap the existing V-1, V-2 and V-3 valves.
4. Clean the existing pipe/valve flanges to accept the new valves.
5. CONDITION REPORT: Submit a condition report listing any pipe flange issues found prior to resurfacing the flanges.
6. Following review and acceptance of the submitted condition report, Resurface the face of each valve flange to accept the new valve installation.
NOTE: No work, either resurfacing or replacement, will begin until the contractor receives a response to the Condition Report by the Contracting Officer. The contractor shall include one (1) day in the proposed schedule for the Government to review each Condition Report individually. If a replacement is required, the Government will exercise the associated option. If no replacement is required, the Contracting Officer will provide the contractor written notification that they shall proceed with resurfacing.
7. Install contractor provided valves using new gaskets and hardware rated for the systems service. Valves shall be positioned per manufacturer’s recommendations and to facilitate actuation by one Operator. Modifications required to accommodate operation and valve installation shall be identified by the Contractor and listed/included in their proposal.
8. CHECKPOINT: Accomplish an inspection of the newly installed valves with the Project Officer. Deficiencies shall be addressed prior to the start of insulation work.
a. CONDITION REPORT: Submit a condition report detailing the results of the inspection accomplished in paragraph 8.
9. Once approval to proceed is received from the Project Officer, Reinsulate the Air Separator system. Insulation work shall be accomplished by an approved insulation company. Installation shall follow National Commercial & Industrial Insulation Standards (published by MICA) or Project Officer Approved equivalent.
NOTE: Insulation contractor shall be a member of a Government approved insulation association.

10. Install new removable insulation blankets on the new valves and existing expansion joints.
11. Label the pipe and new valves per the FMB-NC Engineering Guidelines and
Material Requirements Manual (Revision C).
12. CHECKPOINT: Accomplish an inspection of the completed system with the Project Officer. Deficiencies shall be addressed prior to final contract closeout.
C. OPTIONAL PRICING
NOTE: This section is written to provide optional pricing for flange replacement if found necessary based on review and Government concurrence with the Condition Report provided in section B paragraph 5.
1. The submitted pricing shall cover all necessary equipment and material to accomplish the replacement and include any estimated schedule impacts. The contractor shall submit a separate Task Order Pricing Template for each option. If any or all of the options are exercised by the Government, the firm-fixed price included for the option on the Task Order Pricing Template will be the amount at which the option is exercised.
2. If it is determined following the Contractors inspection that flanges require replacement (see Paragraph B-5), this pricing shall be used as the bases of a Contract Modification.
3. OPTION 1: Contractor to submit with their proposal, pricing for the replacement of pipe flanges for Valve V-1. Replacement shall be with like make and type as existing. Weld testing shall follow the mandatory minimum nondestructive examinations required for pressure welds as per ASME B31.1.
4. OPTION 2: Contractor to submit with their proposal, pricing for the replacement of pipe flanges for Valve V-2. Replacement shall be with like make and type as existing. Weld testing shall follow the mandatory minimum

D. All equipment shall have a warranty period of at least 1 calendar year from the beneficial occupancy date.
E. Prior to the start of construction, the Contractor shall submit the material indicated on the attached submittal register (Attachment 3) in accordance with Specification 01 33
00: SUBMITTAL PROCEDURES.
I. CLOSE-OUT REQUIREMENTS
In addition to standard requirements provided in the contract base specifications the following additional services are required for close-out and completion of this task order.
A. New Equipment Data Worksheets: The Contractor shall complete a New
Equipment Data Worksheet whenever new equipment is installed. This data will be used to replace or add new equipment to real property equipment lists and schedule preventative maintenance tasks. In addition, the contractor shall return to the COR any existing equipment identification tags found on existing equipment so the equipment can be revised on real property equipment lists. New equipment identification tags will be issued to the Contractor for placement on the new equipment. Equipment tag checks will be part of the Pre-Final Inspection.
B. Tags for Warranted Equipment: The tag for equipment shall be similar to the following. Exact format and size will be as approved by the COR.

Die TRI-Con Absperrklappen beinhalten einen 25° Dichtkonus, um ein reibungfreies Öffnen und Schließen zu gewährleisten.

TRI-Con valves incorporate a unique third offset with a 25-de-gree incline, eliminating the friction between the laminated seal ring and the body seat. The resulting camming action allows the stainless and graphite laminated seal ring, with a corresponding 25-degree inclined surface, to seat into an incli-ned 25-degree body seat. The result: true cone-in-cone seating and reliable zero-leakage performance.

TRI-Con valves offer the widest laminated seal ring in the mar-ket today, made possible by true cone-in-cone seating design.
This wide lamination of stainless steel and graphite provides a forgiving sealing surface when it is seated against line scale or particulates. Multiple laminations naturally translate into mul-tiple sealing surfaces to achieve zero leakage.
Self-centering Disc Design – No pinning of shaft to Disc
Zwick’s TRI-Con valve employs a self-centering disc that is keyed to the shaft, not pinned. other triple-offset valve manu-facturers permanently pin or affix their discs to the shaft. To accommodate for differential thermal expansion of the shaft and the disc, other manufacturers must rely on a seal ring that compresses radially. This makes their designs subject to jam-ming due to thermal expansion.

Die Rückschlagklappen der Serie TRI-CHECk beruhen auf der gleichen 3-fach exzentrischen Geometrie wie die Absperr-klappen der Serie TRI-Con. Durch ein nahezu reibungsfreies
Öffnen und Schließen der klappe wird der natürliche Ver-schleiß minimiert. Das technische Prinzip der Abdichtung durch eine Lammellendichtung auf einer schwimmenden, selbstzentrierenden Scheibe ermöglicht auch hier die Anfor-derungen an eine 100 prozentige Dichtheit zu garantieren.
Die Rückschlagklappe ist mit einem Fallgewicht und einem hydraulischen Dämpfer ausgestattet, welche sich individuell auf die notwendigen Prozesseigenschaften und Einbaulagen anpassen und justieren lassen. Der Einsatz eines hydrauli-schen Dämpfungssystems minimiert das Risiko von Druck-stößen, verursacht durch ein zu schnelles Schließen der
Rückschlagklappe in der Leitung. Darüber hinaus dient der
Dämpfer dem Schutz der klappe und der Erhöhung der Stand-zeit, in dem die Fallgeschwindigkeit der Scheibe beim Schlie-ßen kurz vor einer Berührung mit dem Sitz reduziert wird und die Dichtelemente schonend zusammengeführt werden.
Im Besonderen als Pumpenschutz hat sich die TRI-CHECk
Rückschlagklappe in den letzten zwei Jahrzehnten bewährt.
Die vielfältigen Varianten, in denen die Rückschlagklappe kundenbezogen ausgeführt werden kann, lässt die TRI-
CHECk zu einem echten Allrounder werden. ob als kombi-nierte Absperr-/ Rückschlagklappe oder als Rückschlagklappe mit automatisierter Öffnungs- und Schließhilfe, die konstruk-tion der Rückschlagklappe lässt sich den individuellen kun-denbedürfnissen problemlos anpassen.
Durch ein nicht parallel zur Flanschfläche laufendes Sitz De-sign wird der strömungstechnische Widerstand reduziert und eine bessere Durchflusseigenschaft erreicht. Dieses geomet-rische Design führt zusätzlich zu einem reduzierten Schwenk-bereich der Armatur, so dass die ideale Position für den
Schließvorgang schneller erreicht wird. Durch den Einsatz der neusten EFD Simulationstechnik wird das Design der Serie
TRI-CHECk permanent verbessert und den kundenbezogenen
Anforderungen angepasst, damit der kunde ein individuell ab-gestimmtes Produkt erhält.
The check valve TRI-CHECk combines all the benefits of the
Series TRI-Con in a non-return valve. Triple-offset design with a wide seat angle and a true cone in cone, no rubbing while moving and absolute zero leakage performance. Also the statically held gasket and the no pinned disc design are used in the Series TRI-CHECk. The TRI-CHECk is equipped with a hydraulic damper and a counter weight. The damper can be adjusted to the actual installation conditions in which the valve will be used.
The damping system not only reduces the risk of pressure surges due to waterhammer because of its closing characte-ristic, it also prevents the disc to slam in the seat. Instead the disc closes in a smooth movement which can be adjusted, so that the valve closes slowly in the last degrees of movement to protect the sealing parts. The Check Valve Series TRI-CHECk has proved to be the ideal non-return valve for single or multiple pump protection application for the last two decades. Another benefit of the valve is the variety of features. Beside the non-return function the valve can be used as a combined check and isolating valve or as a check valve with power assisted closing and opening.
The Series TRI-CHECk uses a seat design in which the seat is not parallel to the flange facing in the body. Instead there is a certain angle between centerline and seat in the body as can be seen in the left drawing. As a consequence the general free area will be increased, so that the fluidic resistance of the val-ve will be decreased. Another advantage is that the valve travel will be reduced, so that the valve reaches its ideal position in the flow much faster.
Zwick also uses the latest EFD Simulation technology to opti-mize the design of the series TRI-CHECk and to achieve the best possible hydrodynamical characteristics.

Serie tri-BlOck – DOuBle BlOck aND BleeD
Die Serie TRI-BLoCk ermöglicht eine redundante Absperrung in einem Armaturengehäuse. Zwei Absperrklappen der Serie
TRI-Con, mit dem bewährten 3-fach exzentrischen, metal-lisch dichtendem Prinzip und einer integrierten Zwischenent-spannung (bleed port), ermöglichen es diese in einer Armatur zu realisieren. Diese Armatur erlaubt es die in der Praxis häu-fig angewendete Lösung mit dem Einsatz von zwei Absperrar-maturen und einem Verbindungsstück durch nur eine zu ersetzen. Diese Tatsache ist nicht nur hinsichtlich der Instal-lation in der Rohrleitung von Bedeutung, da nur eine Armatur montiert werden muss. Auch die Tatsache, dass nur ein An-trieb benötigt wird, ist von großer Bedeutung.
Das einzigartige Design der Zwick Serie TRI-BLoCk, das sich speziell durch eine mechanische Verbindung zwischen den
Wellen der beiden Absperrklappen darstellt, ermöglicht es die Betätigung mit nur einer Antriebs- / Getriebeeinheit zu realisieren und trotzdem eine 100 prozentige Dichtheit bei beiden Absperrklappen zu erzielen. Das Design der mechani-schen Verbindung ist ebenfalls, wie auch das Design der
Absperrklappen, für extreme Temperaturschwankungen aus-gelegt, so dass auch in kritischen Prozessen ein einwandfreier
Betrieb gewährleistet ist.
Diese redundante Absperrung ist ideal für kritische Einsatz-gebiete, in der 100 prozentige Dichtheit maßgeblich und unab-dingbar ist, sowie Rohrleitungsinspektionen mittels Zwi-schenentspannung gefordert sind.
In kritischen Applikationen wie Tanklagerabsperrungen und
Messstationen, die sich durch besonders hohe Anforderungen an die Dichtheit auszeichnen, ist die Double Block and Bleed
Variante der Serie TRI-BLoCk bereits Vielfach im Einsatz und bewährt.
The Double Block and Bleed design features every technical advantage which the series TRI-Con has plus there is a true double block and bleed feature which delivers zero leakage.
By using this design, the former two valve system with a spool piece becomes obsolete. This fact is not only important for in-stallation since you have to install only one valve body in the pipeline, but also only one actuator or gearbox is required.
With Zwick’s unique design of the linkage between the two shafts, the user is able to actuate both shafts with only one actuator and reach zero leakage with the two available sealing surfaces. The design of the linkage forgives any dimensional changes due to thermal differences in the valve.
The redundant zero leakage performance of this valve is the ideal valve solutions for several critical processes where ab-solute zero leakage and pipe inspection via the bleed port are required.
Applications like multi-product manifolds, meter stations, tank storage isolation or hydrant isolation are very sensitive to leakage and the Double Block and Bleed design would be an ideal fit.
