Proposed Annual Fully-Burdened
Regular Labor and Overtime (OT)
Labor, per Labor Catergory, per
Labor Individual Designator
The instructions indicate the provided rate include fee. Annual Fully-Burdened Regular Labor and OT Labor shall include fringe, overhead, G&A, and fee on total cost, but should not include Fully-Burdened Other Direct Costs
(ODCs) such as Materials, Travel, and Cost of Money costs. On the tab labeled "Prime Burdened Labor Rates" row 2, Column E-J suggest the rate provided will be exclusive of fee. Q: Will the government clartify the labor rates provided are with or without fee? Q: Will the government also clarify is the labor catagories are to be identified by work location as well as "Offeror name" in column B?
A1: without fee. Per L-5 "Proposed Composite Fully-Burdened
Labor Exclusive of Fee".
A2: Please monitor SAM.gov for updates/changes to the RFP.

The table in 4.5.2 shows total hours of 6,778,608. The opening paragraph of 4.5.2 states that the Government estimate for the entire work effort is 5,908,848 hours. Additionally, the total hours by location in Attachment 5
Level of Effort is 5,908,848 hours. It appears that 1st and 2nd shift aren’t being calculated correctly in the table in
Section 4.5.2.
Question: Will the Government please advise as to which LOE document has the correct hours and is to be utilized for pricing?
As stated in the RFP section 4.5.2 and Attachment 5, the correct LOE to be used for pricing is 5,908,848 hours.
Please monitor SAM.gov for updates/changes to the RFP.
95 RFP
Table G-2 Offeror Electronic File
Naming Convention and Table G-3
Proposal Structure
Table G-2 does not contain the Price file called Annual Fully Burdened Labor Spreadsheet with electronic file titled Vol 4 AFBL, which is included in Table G-3.
Question: Will the Government please confirm that the Annual Fully Burdened Labor Spreadsheet should be included in Table G-2 with the electronic files named AFBL.xlsx and Vol 4 AFBL.pdf?
Please monitor SAM.gov for updates/changes to the RFP.
96 RFP
Table G-2 Offeror Electronic File
Naming Convention
Within Table G-2 there are two instances of "Release of Adverse Past Performance Letters." One is beneath
Volume 2 Past Performance, with file names Rel Ad PP Ltr.pdf and .docx. The other instance is within the
Annexes as Annex B Past Performance Authorization Letters, with file names AnnB PP AuthLtr.pdf and .docx.
Question: Will the Government please confirm that offerors should use the Annex B row of the table, to label their files, and not the row beneath Volume 2 Past Performance?
Please monitor SAM.gov for updates/changes to the RFP.
97 RFP
Table G-2 Offeror Electronic File
Naming Convention
Annex C and D electronic file naming conventions are not labeled as such.
Question: Will the Government please confirm that Annex C Key Personnel Resumes electronic file naming convention should be AnnC KPR.pdf and AnnC KPR.docx and NOT Vol 3 KPR.pdf and Vol 3 KPR.docx?
Question: Will the Government please confirm that Annex D Transition Plan electronic file naming convention shoud be AnnD TP.pdf and AnnD TP.docx, and NOT Vol 3 TP.pdf and Vol 3 TP.docx?
Please monitor SAM.gov for updates/changes to the RFP.

Page 107 4.5.2 Labor Hours
2nd shift hours shown in the 4.5.2 table do not represent 20% of the total hours. Therefore; the 2nd shift hours do not match the hours provided in Attachment 5. For example, the table in 4.5.2 shows 5,760 for A/C Mech II 2nd shift on the 2nd row and shows 31,680 hours for A/C Mech II 1st shift (5,760/31,680 = 18.18%).
Question: Will the Government please ensure that table 4.5.2 and Attachment 5 hours are the same. If the discrepancy was intentional between the two tables, will the Government please direct offerors which hours are to be used for pricing?
Per 4.5.2 "For evaluation purposes, the Offeror shall propose the labor categories/hours as outlined below:" Offerors should not be calculating or attempting to derive 2nd shift or OT hours. Use hours provided in the chart.
Please monitor SAM.gov for updates/changes to the RFP.
99 RFP Section L, B, 4.5.2 Labor Hours The hours in the table in RFP Section L, B, 4.5.2 do not sum up to 5,908,848. Recommend an update to the table in Section L to match the narrative and DLM Attachment 5 Level of Effort Update Amend 4.
As stated in the RFP section 4.5.2 and Attachment 5, the correct LOE to be used for pricing is 5,908,848 hours.
Please monitor SAM.gov for updates/changes to the RFP.
100 RFP
RFP Section B Composite Fully
Burdened Rates, Exclusive of Fee
Please confirm that the composite fully burdened rates, exclusive of fee, required in Section B are hourly rates. If they are not, please identify the unit of measure.
Yes. The composite fully burdended rates, exclusive of fee, are hourly rates.
101 Attachment L-5 Instruction for column D Individual
Designator
Requirement: The instruction for Column D reads, "For each individual Contractor employee proposed, the contractor shall enter the corresponding Position Number as found on Attachment 5 designated as the CBA or
SCA number."
Issue: It is not possible to propose individual contractor employees (except for the key personnel) because the labor hours requested by shift when divided by the specified annual productive hours of 1920 do not add up to whole people.
Recommendation: Revise instruction as follows: "For each individual LABOR CATEGORY by location proposed, the contractor shall enter the corresponding Position Number as found on Attachment 5 designated as the CBA or SCA number."
The Government will take the recommendation into consideration.
Please monitor SAM.gov for updates/changes to the RFP.
102 RFP and Attachment L-5
RFP Section L, B, 4.3(a), Attachment L-5 Instruction for columns E-I
Requirement: The instruction in Section L and in the Attachment L-5 instruction tab reads: "...Annual Fully-
Burdened Regular Labor and OT Labor shall include fringe, overhead, G&A, and fee on total cost..."
Issue: This conflicts with the Q&A #93 answer that instructs offerors to provide this data without fee.
Recommendation: Revise instruction to match the intent.
Attachment L-5 will be revised to remove "and fee" from instructions. Please monitor SAM.gov for updates/changes to the
RFP.
103 Attachment L-5 Attachment L-5 Instruction for columns E-I
Requirement: The instruction in Attachment L-5 instruction tab reads: "Annual Fully Burdened Labor shall be the
Fully-Burdened Labor Rate times the amount of hours proposed for the applicable performance period."
Issue: The hours solicited by labor category by location by shift/overtime vary significantly and are not solicited in increments of whole FTEs. This instruction will lead to annual rates that are not normalized. For example, the annual fully burdened labor rate for the first shift Electronics Technician Maintenance I personnel at North Island will be in units of 33.60 FTE. The 2nd shift rate will be in units of 8.40 FTE.
Recommendation: Revise instruction to request a fully burdened HOURLY rate for each labor category by location and consistently specify whether that rate should be with or without fee. Alternatively, request an annualized rate based on the hourly rate multiplied by 1920 for 1st shift and 2nd shift rates. (Note: It seems that providing annual or annualized overtime rates should be omitted from the tripwire analysis. Provision of fully burdened HOURLY labor rates in the Section B and AFBL tables seems most practical. The price analyst could then perform the tripwire analysis by multiplying the relevant hourly rates by 1920.)
The Government will take the recommendation into consideration.
Please monitor SAM.gov for updates/changes to the RFP.
Government Q&A dated
18 February
Issue: There are instances where the contracts presented for Past Performance/Corporate Experience for this solicitation did not/do not have specific deliverables/reports for manning and vendors/contractors as a requirement of the contract. Thus there is no official Government documentation to provide as Supporting Documentation. In these cases the Government is not entitled to internal data in accordance with the applicable Contracts.
Question: In instances where there are not Government-required reports for staffing and vendors/contractors, will the Government accept internal reports?
In instances where there is not Government-required reporting for staffing and vendors/subcontractors, the Government will accept internal reports from the Offeror for evaluation purposes, however a current customer Point of Contact shall be provided in order to verify the work performed.

Mechanic II Cannon cells C7:C9 3.)
Columns G, J, M, P, S, V, X (Hours).
Issue: Attachment L-5 requests Fully Burdened Labor Rates for Cannon Aircraft Mech IIs. However, no Cannon
Aircraft Mech II hours are directed in Attachment 5, LOE. The only Aircraft Mechanic II hours requested in
Attachment 5 are for "Team Lead." Attachment L-5 already requests Aircraft Mechanic II "Team Lead" hours specifically, so the "Team Lead" hours cannot be used for Aircraft Mechanic II hours. Hours for each
Position/Location are required in order for Offerors to complete Attachment L-4.
Question: Can the Government please provide hours to be priced for Aircraft Mechanic II? In addition, can the
Government please combine Attachment 5 and Attachment L-5? Attachment 5 and L-5 have a different order of
Labor Categories and have inconsistencies as shown in the instance above. Offerors are required to reconcile these two documents in order to populate Attachment L-4.
Attachment L-5 will be revised. Please monitor SAM.gov for updates/changes to the RFP.

RFP Section B;
Attachment 5
LOE/Attachment L-4 CS-
1.
Section B pg. 8, Attachment 5 all pages, Attachment L-4 "Cost
Summary Spreadsheet" and
"Summary" tabs
Issue: The description for CLIN 0009 is “Overtime (OT) Premium Labor Ceiling.” The “Summary” tab of
Attachment L requests a separated Cost plus Fixed Fee for this CLIN. The "Cost Summary Spreadsheet" tab however, combines Straight Time and Overtime Labor Categories together for a total cost, with burdens being applied to that total, rather than having a separate calculation for Straight Time versus Overtime.
Question: Does the Government intend for Offerors to adjust the spreadsheet or add a tab to allow for separation of costs/fee between Straight Time and Overtime to separate the prices for inclusion in Section B?
Per L-4 instruction: "Only one worksheet shall be prepared for the entire period of performance (for each Prime and Subcontractor)"
The offeror shall not add additional tabs to the spreadsheet.

Cells C88 and C89
Issue: The referenced cells both show, "AC Worker: Sand Blaster, Sheet metal, general (2nd shift) Cannon."
Question: Should cell C89 request an OT rate instead of there being two lines of 2nd shift rates? All other categories request a 1st shift rate, 2nd shift rate, and OT rate.
Attachment L-5 will be revised to remove "duplicate 2nd shift rate and replace with 1st shift OT for Cannon. Please monitor SAM.gov for updates/changes to the RFP. - BF
