The CBAs each contain numerous premiums that will be incurred costs above the standard direct labor hourly rate such as Overtime, Shift differentials, Lead differentials, and Premiums, etc.
Q1: Will the Government please confirm that Offerors should not price any of the special premiums or costs in the CBA other than the standard hourly wage per the CBA, and that these costs will be allowable and reimbursable upon contract award? This will ensure that all Offerors propose a common staffing plan/approach for ease of cost evaluations.
If Offerors are required to propose any costs other than standard hourly wages, will the Government please provide the historical hours worked for each Labor Category and FTE subject to the Hours of Work/Overtime, Shift schedules, Lead Pay, and Premiums for each Collective Bargaining Agreement? This will ensure non-incumbent Offerors have sufficient workload data to propose accurately for cost evaluation.

Solicitation for N68520-21-R-0007
& DLM Attachment 6 Key
Personnel & FRCSW DLM FY22
Industry QA responses (13 Jan 22)
Solicitation Paragraph 4.5.2 and table legend, DLM Attachment 6 - Key
Personnel table, Industry day Question 13
& 68 & DLM Attachment 5 - Level Of
Effort
Within the table in Solicitation paragraph 4.5.2 there are three positions identified with a single asterisk as Key Personnel. Those positions are the Supervisor, Program
Manager, and the Quality Assurance Program Monitor/Quality Control Inspector. Within DLM Attachment 6 -Key Personnel these same three positions are listed as Key personnel. Within Attachment 5 - Level Of Effort, no positions are noted as Key Personnel.
Q: Will the Government please clarify that there are only three Key Personnel and only three resumes are required?
The Government confirms that there are three Key Personnel "labor categories" and resumes are required to be submitted with your proposals for each key personnel proposed IAW revised Attachment 5.
31 RFP L.B.2; L.B.2.2: M.2.A
L.B.2 states: For this volume, the Prime, JV, and each JV Team Member may each provide up to five (5) relevant contracts and each principal subcontractor may provide up to three (3) relevant contracts…
L.B.2.2 states: If the Offeror is proposing as a JV, the Offeror should provide the relevant contracts for the JV as a whole, and for each team member of the JV.
M.2.A states: When proposals are received from entities specifically formed to propose on a particular acquisition, the past performance evaluation will consider each individual
JV team member.
Issue:The section L requirements do not appear to be in full alignment with the Section M Specific Information. For Joint Venture entities, the instructions and evaluation criteria appear to require relevant contract references from each and every member of the JV, separately.
Q: Will the Government please confirm that each individual JV team member is not required to submit relevant contracts if the JV is pre-existing, and not specifically formed to propose on a particular solicitation?
Q: Will the Government please confirm that past performance from only one JV team member is acceptable for establishing an overall performance confidence rating for the JV
Offeror?
Q: When the Government assesses one of the JV team members as having neutral confidence, how will the neutral confidence rating affect the overall Offeror scoring?
The Government does not confirm that each individual JV team member is not required to submit relevant contracts if the JV is pre-existing, and not specifically formed to propose on a particular solicitation. The
Government requires that the JV, and each JV Team Member shall each provide up to five (5) relevant contracts, if available. Please monitor SAM.gov for updates/changes to the RFP.
The Government does not confirm that the past performance for one JV team member is acceptable for establishing an overall performance confidence rating for the JV offeror. Per Section M, the Past Performane assessment will "address the Government’s level of confidence in the Offeror’s ability to successfully perform the required effort based on the Offeror’s (including principal entities’) relevant past performance and systemic improvement."
Each Principal entity will not receive a separate confidence assessment rating. The confidence rating will be assigned for the entire offeror team. For the Past Performance assessment, the Government will consider relevant information from each of the principal entities that make up the offerors team. If any of the principal entities do not have any relevant contracts, the confidence assessment rating will take that into consideration when making the overall confidence assessement. In this case, the neutral rating will not be applicable because relevant Past Performance information was available from other principal entities within the JV team.
32 RFP N/A
The RFP has no demographic data of incumbent employees. In order to make projections on workforce risk not only for transition but in the 5 years of the contract, we request the government provide current workforce demographic data to include how long employees have been on the workforce by location (for calculating seniority for vacation, etc) as well as recent historical data on turnover by location and reason for turnover.
The government does not have the demographic data. Pricing shall be at a minimum IAW the applicable WDs and CBAs (section A2) and section L volume 4. The LOE is provided via Attachment 5, the Offerors' shall propose IAW with this attachment. Please monitor SAM.gov for changes/revisions to the RFP.
33 RFP N/A What are the current vacancies in the workforce? The contractor is responsible for meeting workforce requirements.
34 RFP N/A What positions have there been historical shortages? The contractor is responsible for meeting workforce requirements.
35 RFP 5252.209-9513 Can Organizational Conflict of Interest statement be included within Volume 5: Contract Administration?
Yes, the Organizational Conflict of Interest Statement can be included in Volume 5. Please monitor SAM.gov for changes/revisions to the RFP.
36 RFP Section B, B-1 Estimated Rates Note(1) references an H-2 fixed fee special provision not contained in the RFP. Is this an error? Yes this is an error since there is no H-2 clause. Please monitor SAM.gov for RFP revisions.
37 Attachments 10, 11, 12, 13, 14, 15 CBA Agreements
REQUEST FOR INFORMATION: Please provide the average seniority in years at each location.
REASON FOR NEED: Based on the CBA agreements, seniority will have a significant impact on the cost of fringe benefits. Offerors require the average seniority in years at each location so that they can propose realistic fringe rates that match the percent capture of incumbents proposed in the Volume 3 Transition Plan.
The Government does not have this data to provide.
38 Attachments 10, 11, 12, 13, 14, 15 CBA Agreements RECOMMENDATION: Require Volume 4 Cost to identify the percent capture of incumbent workers proposed in Volume 3 Technical and Annex C Transition Plan.
RATIONALE: Government evaluators need this information to verify that proposed fringe rates properly account for the seniority levels proposed in Volume 3.
The Government will take the recommendation into consideration. Please monitor SAM.gov for updates/changes to the RFP.
Attachments 10, 11, 12, 13, 14, 15 and Section L, Volume 4 Cost CBA Agreements and Volume 4 Cost
QUESTION: Should the offerors use the final CBA values for wages, benefits, and escalation for the period of performance after the CBA agreements end?
BACKGROUND: The question is related to the Government's allocation of contract funding and budgeting activities. The CBAs impose baselines for wages, benefits, and escalation that are significantly higher than the comparable SCA WD rates. The CBA end dates precede the end of the contract. If the successful offerors reverts to SCA WD rates for wages, benefits, and escalation after the CBAs end, then it is possible that insufficient funding will be budgeted for the later contract years.
IAW 4.3(c) the Offerors shall identiy whether the labor rates proposed are FPRA, CBA, AWDs…etc.
For all Labor CLINs, the Government expects to see an approved CBA escallation rate for each ordering year, OR, the Government will apply a 3.5% escalation rate for each ordeing year NOT covered by a CBA

DLM Attachment 2 Trade
Specialties
DLM Attachment 5 Level of Effort
CBA Agreements and Attachment 2 Trade
Specialties, WORK LEAD (pp. 25-26)
RECOMMENDATION: In Attachment 2 Trade Specialties Update the Occupational code for WORK LEAD from BLS 11-1021 to SCA 23022, which is dictated by the CBA agreements. In Attachment 5 Level of Effort, move the Team Leads back into the Direct group with WG-10 as the GS/WG Equivalent. (The Labor Categories table in Section L, B, 4.5.2 correctly lists the Team Leads as SCA Code 23022.)
RATIONALE: The WORK LEADS (also called Team Leads in Attachment 5 Level of Effort) perform touch labor. They "shall maintain technical competence in their specialty by performing technical tasks in assigned shops." All personnel who perform touch labor are covered by the CBAs, which dictate the assigned occupational code, wages, benefits, escalation, and pay premiums for serving as Leads. The DOL and CBAs designate the Work Leads as non-exempt personnel who are paid hourly wages with overtime pay.
The Government will take the recommendation into consideration. Please monitor SAM.gov for updates/changes to the RFP.
41 RFP Section L.B.4 Cost Volume We plan to organize Volume 4 as follows. Provide the required narrative explanations in a MS Word file and provide the required cost and pricing data in an Appendix, which is a separate Excel file. This will facilitate the Government's review of cost and pricing data. Please confirm this approach is acceptable.
As long as submitted proposal is submitted IAW Volume 4 instructions that is acceptable.

114)
The Definition of Very Relevant states: ". . . when the past contract involved: Primarily Depot (D) Level Military Aircraft Maintenance combined with either Organizational (O) or Intermediate

The industry standard is for O or I to be conducted, and on occassion D to be combined. Therefore, limiting the experience to only examples of D and O or D and I is unduly restrictive to competition.
The Government will take the recommendation into consideration. Please monitor SAM.gov for updates/changes to the RFP.

47 Solicitation General Request Confirmed Copy of Solicitation and all Attachments Please monitor SAM.gov for updates/changes to the RFP.
48 Solicitation 4.3(h)
The solicitaion states "Escalation will be applied on direct labor only for all years regardless of labor category turnover. Offerors, including subcontractors, shall include escalation for all labor categories as stated in section M." "If the Offeror proposes escalation of less than “3.5%” or the CBA specified rate by year as applicable for all Labor CLINs on an annual basis for all ordering years, the proposal will be adjusted to the escalation rate of “3.5%” or to the applicable CBA specified rate by year as applicable as per the instructions in Section L." As the majority of CBA have or will expire prior to the start of the period of performance, are the offerors to escalate the years not addressed in the current CBA's? If so, what percentage must be proposed?
Does this apply to labor catagories covered by SCA wage determinations?
For all Labor CLINs, the Government expects to see an approved CBA escalation rate for each ordering year, OR, the Government will apply a 3.5% escalation rate for each ordeing year NOT covered by a CBA.
49 Solicitation 4.3(h) Does the Government intend for offeror to escalate Exempt rates only by 3.5%, use the most current rate in the expired CBA's and current WD with no escalation in the out years, and utilize

Collective Bargaining Agreements and Q&A
#19
In response to Question 19 on Attachment 13, Cannon AFB CBA, the Government instructed, "Offeror should use last wage rates stated on the CBA and add 3.5% yearly escalation for each ordering period of the contract." Please confirm that this instruction applies to all of the CBAs that have similar language about continuation of the CBA in full force after the stated end date.
For all Labor CLINs, the Government expects to see an approved CBA escalation rate for each ordering year, OR, the Government will apply a 3.5% escalation rate for each ordeing year NOT covered by a CBA.
54 Attachment L-3, PP-1 Table 13.a Q: Will the Government please clarify/explain the reason for including the number of vendors/subcontractors managed as part of the Past Perfomance requirerment? It is unclear why this is necessary for a Staff Augmentation program.
