1 RFP, Section L.B.2.
L.B.2. Volume 2 – Past
Performance, 2nd paragraph, page
Reference: In Annex A (Contractually executed final versions of previous SOW/PWS/Other Supporting Documentation for Past Performance and Corporate Experience with relevant portions highlighted, the Offeror shall provide electronic copies of the complete contractually executed final versions of the SOW/PWS or other supporting solicitation/contract documentation from each contract or delivery/task order reference identified in Table ES-2 (Relevant Contract Summary). Question: If a contractually executed contract document is not available, will the Government clarify whether it will accept a letter signed by the Contracting Officer that clearly proves the Offeror’s contract reference meets the specified requirements?
The Government would accept a signed letter from the Government Contracting Officer provided the letter includes the relevant paragraphs and language from the referenced contracts SOW/PWS, or other supporting documentation such as Technical Direction Letter, CDRLs, etc that demonstrate that the Offeror was contracted to do the work on that contract reference to include the Offerors defined roles and responsibilities on the referenced contract.
2 RFP, COMNAVAIRFORINST
4790.2
3.3.1.1, M.III.B and 4790.2 3.1.1.3
The RFP states that "the Contractor shall perform DLM functions, alongside Government civilian and military personnel, that consist of the rework of existing aviation end items, systems, and components, which include maintenance and modification functions; manufacture of items and component parts otherwise not available; in-service repair, disassembly and all other categories of aircraft DLM." COMNAVAIRFORINST 4790.2D states in para 3.1.1.3 D-Level Maintenance and Rework: D-level maintenance and rework is performed by designated depot activities on aircraft, equipment and material requiring overhaul, upgrading, or rebuilding of parts, assemblies, subassemblies, and end items, including manufacture, modification, testing, and reclamation of parts.
Q: Can the goverment please clarify the definition of aviation end item and how that definition relates to Section M relevancy criteria as it applies to depot level maintenance on aircraft and other aviation end items such as the rework and repair of engines, SE and components?
The Government defines an END ITEM as a final combination of end articles, component parts and materials ready for its intended use, for example, aircraft, NC-2A, or avionics test bench. This definition does apply to the rework of engines, SE and other components.
3 DLM Attachment L-4 - Vol 4
CS-1
Tabl entitled "Instructions", Row 3, Item 2
Tab entitled "Cost Summary Spreadsheet", Rows 9 -13 Solicitation, Section 4.3
Price/Cost Information, Page 99 of 114
The Instructions Tab, Row 3, Item 2 states "Enter all prime employee names in Column A (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas.
Likewise, the Cost Summary Spreadsheet, Rows 9-13 instructs the offeror to insert "Prime Contractor Direct Labor, Employee Name 1, Employee Name 1 (OT), etc."
Due to the anticipated 400+ personnel rows and associated names to be inserted, we request the Goverment remove the requirement to "[e]nter all prime employee names" as unduly restrictive of competition.
The Government intends to amend the L-4 attachment. However, names of key personel must be entered in the attachment. Please monitor SAM.gov for revisions to the RFP and its attachments.
