(SOW, RFP, Attachment) Reference Paragraph Industry Question Government Reponse

109 RFP Amendment 0005 Section L, B, 4.5.2 Labor Hours In accordance with the instructions, we intend to bid 5,908,848 total hours. Please verify that this is the correct bid approach.

Per Section 4.5.2 "The Government estimate is 5,908,848 hours for the entire work effort".

Attachment L-5 Instructions Tab for

"Proposed Annual Fully-Burdened Regular

Labor, Second Shift, and Overtime (OT)

Labor, per Labor Catergory, per Labor

Individual Designator," cell C6

Issue: In the last sentence in cell C6 the instructions indicate that the Annual Fully-Burdened Labor shall be the Fully-

Burdened Labor Rate times the amount of hours proposed for the applicable performance period.

Question: Will the Government please confirm that the "Fully Burdened Labor Rates" tab in Attachment L-5 should only be populated with Annual Fully-Burdened Labor Rates and not the Annual Fully Burdened Labor Rates times hours proposed?

L-5 should only be populated with the Annual Fully-Burdened Labor Rates.

L-5 instructions will be revised. Please monitor SAM.gov for updates/changes to the RFP

Table G-2 Offeror Electronic File Naming

Conventions

Issue: There is only file name noted for Annex A Supporting Documentation for Past Performance and Corporate

Experience called AnnA Rel SOW PWSs.pdf. One file for all supporting documentation presented creates a massive file that is difficult to navigate.

Question: Will the Government please allow separate files for each supporting document, presented by ES-2 Table

Contract Reference (e.g., P1, T1, etc.)? For Example: AnnA P1.0 PWS, AnnA P1.1 Signed Contract, AnnA P1.2

Vendors/Contractors, AnnA P1.3 Manning?

Due to the potential for very large files, the government will allow separate files for the Past Performance and Corporate experience Supporting

Documentation.

Section L, B, 4.5.2 Labor Hours. Questions

94, 98, and 99.

Issue: The answer to Question 94 instructs Offerors to reference Section 4.5.2 and that total hours to be used for pricing is 5,908,848 hours. Question 98 advises contractors to “Use hours provided in the chart” in regards to the 2nd

Shift Hours included in section 4.5.2. In Question 99, the Government advises Contractors that “the correct LOE to be used for pricing is 5,908,848 hours, as opposed to the 6,778,608 total hours in the 4.5.2 table. This implies that the hours as stated in the Section 4.5.2 table are not up to date. For example, in RFP Section 4.5.2 Aircraft Mechanic II**

(2nd shift) Camp Pendleton has total 2nd Shift Hours of 5,760, however in Attachment 5 LOE, it has total 2nd Shift

Hours of 6,336.

Question 1: Can the Government please clarify if the 2nd Shift Hours in the Table in RFP section 4.5.2 are accurate as stated in the Amendment 5 Update, or will they be updated in accordance with the hours as stated in Attachment 5

LOE document?

Question 2: When the “1st shift” hours in Table 4.5.2 are treated as TOTAL Straight Time hours to include 1st and

2nd shift, the total hours designated as 1st shift plus the OT hours equal 5,908,848. Is the reason that the hours are overstated in Table 4.5.2 because the 1st shift hours are actually TOTAL Straight Time hours (1st and 2nd shift), and

2nd shift hours are being double counted in Table 4.5.2?

Q1 - Section L 4.5.2 hours will be updated.

Q2 - For clarification purposes, Section L 4.5.2 will be amended to separate the 1st and 2nd shift hours so when all hours on the chart are added together, the calculation will yield a total of 5,908,848 hours.

Please monitor SAM.gov for updates/changes to the RFP.
