91 General statement WRT Government Past Performance Evaluation of JV and JV Team members.
Under RFP section L.B.2, for Volume 2, the Prime, JV, and each JV Team Member shall each provide up to five (5) relevant contracts, if available, and each principal subcontractor shall provide up to three (3) relevant contracts, if available. The lack of available relevant contracts will not exclude an offeror from the competition. With the exception of the Offeror/Prime, principal entities, such as members of a joint venture, will not be assigned a separate
Performance Confidence Assessment rating. Rather, one single overall Performance Confidence Assessment Rating
(Substantial Confidence, Satisfactory Confidence, etc.) will be assigned to the Offeror/Prime based on an aggregated assessment of specific performance areas of Quality and Management. Per the Government’s response to Q&A number 62, the Government views, among others, 13 C.F.R. §§ 124.513(f) and 125.8(e) as applicable to the competition.
