This document is a Questions and Answers (Q&A) addendum for Solicitation No. N62742-26-R-1802 for Cultural Resource Technical Services at various locations in Hawaii, Western Pacific, and Asia, issued by the Naval Facilities Engineering Systems Command Pacific. The Q&A addresses multiple clarification requests from potential offerors, covering topics such as Unique Entity Identifier (UEI) usage on forms, pre-award Equal Employment Opportunity (EEO) clearance requirements, project experience submissions, and archaeological monitoring specifications. Key details include guidance that contractors must ensure they are listed in the OFCCP Pre-award Registry, project experience submissions can demonstrate competencies individually or collectively, and archaeological monitoring for Sample Project 1 is expected to require approximately 18 months of field time with three monitors, totaling 54 person-months of work.

SOLICITATION NO. N62742-26-R-1802, CULTURAL RESOURCE TECHNICAL SERVICES AT VARIOUS LOCATIONS IN HAWAII, WESTERN PACIFIC AND ASIA FOR THE NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC

QUESTIONS AND ANSWERS

Question # Reference/Section (Page, #, etc.) Question Government Response

42 On the J-9 form, should the UEI in box 4 be the Offeror’s UEI or, if the work was done as a subcontractor, should it be the Prime’s UEI?

The UEI in Box 4 of Attachment J-9 shall be of the company the offeror is utilizing or relying on the experience of for the project submitted.

43 OFCCP/L.4.2 and Q&A #13 OFCCP/L.4.2 and Q&A #13 FAR 22.805 Procedures.

It is our understanding that the Pre-Awards Registry is a tool for Federal Contracting Officers. Prior to awarding a contract of $10 million or more, Contracting Officers are required to get pre-award (EEO) clearance from OFCCP. The Contracting Officer is to check with OFCCP if the prospective contractor has EEO clearance. If the prospective contractor is not listed on OFCCP’s registry, then the Contracting Officer must make a request for pre-award clearance directly to the appropriate OFCCP regional office.

Please advise (1) if the contractor must still request and obtain pre-award (EEO) clearance from OFCCP on their own, and (2) if so, whether clearance is required (a) prior to submitting the proposal, (b) after an intent to award is received by the contractor, or (c) some other due date. (3) If clearance is still pending at the time of the proposal due date, will written proof of the request suffice?

Per L.4.2., Proposed contractors shall ensure that they are listed in OFCCP's National Pre-award Registry. Per FAR 22.805(a)(i), clearance is required before "Award of any contract, including any indefinite delivery contract...." The Contracting Officer shall process a pre-award clearance request.

SOLICITATION NO. N62742-26-R-1802, CULTURAL RESOURCE TECHNICAL SERVICES AT VARIOUS LOCATIONS IN HAWAII, 44 Factor 1, Experience (pp. 82-

83) Please advise if the five projects (presented using J-9) must demonstrate singly or collectively all of the minimum required competencies listed in M.5.3.A(3)b.

As stated in Section M.5.3.A(2)a.

"submit no more than five (5) recent relevant cultural resource technical services that individually or collectively are similar in scope and complexity to the specific tasks (Minimum Required Competencies) as described below..."

45 Factor 5 (pp. 88-89) If a COR for a Navy contract or task order (project for Factor 1, Experience) has not or cannot provide a CPARS due to time constraints can a contractor request that they complete a PPQ?

Confirmed. As stated in Section M.5.3.E(2)a. ""IF A COMPLETED

CPARS EVALUATION IS

AVAILABLE, IT SHALL BE

SUBMITTED WITH THE

TECHNICAL PROPOSAL. IF A

COMPLETED CPARS

EVALUATION IS NOT

AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment J-

12) shall be submitted.

46 Notes Applicable to Factor 1 Experience 1(c) (p. 83)

“Recent” is defined as five (5) years from the issuance date of this solicitation. Are projects that started more than five (5) years prior to the issuance date considered “recent,” as long as the project is still ongoing or was completed less than five (5) years from the issuance date?

Projects completed within the 5 years of the solicitation issuance date will be accepted.

47 J-10 Form instructions "J-10 Form instructions. Instructions on the form states: “Provide information on a maximum of four

(4) recent, relevant projects that were completed by the key personnel…” While relevant projects should be at least 80% complete per p. 84, Notes 1(b), for purposes of the J-10 do the four recent relevant

Notes (1)b. applies to all of Factor 1, including Key Personnel: "A relevant project shall also be for an amount of at least $50,000 in dollar value and shall be at least 80% completed from the issuance date of this solicitation."

SOLICITATION NO. N62742-26-R-1802, CULTURAL RESOURCE TECHNICAL SERVICES AT VARIOUS LOCATIONS IN HAWAII, projects need to be at least 80% completed or 100% completed?

48 Attachment J-5, 2.5 Work Element 5 – Archaeological Monitoring, page 6

Sample Project 1, Work Element 5-Archaeological Monitoring: Can the government provide the total number of person hours required for archaeological monitoring? As written, it is unclear how many work days and work day hours are encompassed by "18 months of monitoring." It is also unclear if "18 months of monitoring" is the cumulative amount for the three monitors or if contractors should budget for three monitors to each work for 18 months (that is 54 person-months).

Sample Project 1 PWS states that archaeological monitoring is expected to require approximately the equivalent of eighteen (18) months of field time, which will require three archaeological monitors in the field:

one monitor per excavation equipment. The field time may not necessarily occur consecutively. For all CR MAC orders, if special circumstances are not explicitly stated

- as in this case - the offerors are expected to default to a 40-hour work week and assume concurrent monitoring (3 monitors for 18 months, or 54 person-months).
