About this file

This document is Attachment J-3, a section detailing General Deliverable Specifications for a federal contract, focusing on technical requirements for report and document production. The specifications cover three primary areas: Report Production, Electronic Global Information System (GIS) Deliverables, and Hard Copies. Key technical requirements include using Microsoft Office platforms, producing documents compatible with Navy's current operating systems, delivering electronic and physical reports in specific formats, and following strict guidelines for graphics, file organization, and security. Specific technical mandates include using Microsoft Access 2016, creating GIS data compatible with ESRI ArcGIS/ArcSDE, submitting geospatial data in enterprise geodatabase formats, and ensuring all deliverables comply with Controlled Unclassified Information (CUI) markings. The document also provides detailed instructions on page formatting, graphic design, and security protocols for document preparation and photography on federal properties.

3) Include all databases, metadata and other documentation, such as user’s and technical manuals, data dictionaries, etc., as needed to fully understand the content of the GIS. Acceptable database formats include an SDSFIE compliant Enterprise Geodatabase. Metadata shall be delivered in a format and comprehensiveness compliant with the Federal Geographic Data Committee (FGDC) standards.

4) Spatial data (GIS Map Themes) shall be in a digital format. Acceptable formats include ESRI product file formats compatible with ESRI ArcGIS, or as an Enterprise Geodatabase. Spatial data shall be delivered in a “GIS-ready” state, such that polygons are closed, and all undershoots/overshoots are corrected, and include a list indicating the information that has been updated, including new site information and site survey area, including the reference number or unique identifier associated with the updated file.

5) Spatial data must be geo-referenced and projected such that the data complies with the customer’s geospatial data standards that shall be specified per CTO.

6) All graphics for non-map related charts, illustrations, and diagrams shall be in GIF or JPEG formats and have adequate pixel resolution to clearly convey the subject’s content. Photographs, charts, presentation briefs and other graphics shall be delivered and organized in a directory tree structure. The general structure is as follows: \[Region or sub-region]\[Activity UIC], [Functional Category]\[filename.jpg]. For example, file names for Building 100 with 4 photos would be CNRH\FISCN00604\Warehouse\100_1.jpg, 100_2.jpg, and 100-3.jpg.
