About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation No. N62742-26-R-1802, covering Cultural Resource Technical Services for the Naval Facilities Engineering Systems Command Pacific in Hawaii, Western Pacific, and Asia. The Q&A addresses three key contractor inquiries: (1) clarification that large businesses can submit proposals as prime contractors and serve as subcontractors on other submissions, (2) confirmation that the cultural resources contractor is expected to provide a MEC subcontractor for archaeological support and monitoring services, and (3) details about large-format photography requirements for historical documentation.
The document also includes a request from potential offerors for editable Microsoft Word versions of Attachment J-14 and J-15, which were originally provided as secured PDFs, and seeks clarification about adding headers and footers to official attachment forms while maintaining the form's integrity. The solicitation amendment (No. 0004) indicates the government is responsive to contractor questions and is providing guidance to ensure clear proposal preparation requirements.

The instructions on Attachment J-14 state, "Information provided in a different format and/or on a form created by the offeror will not be evaluated...

SOLICITATION NO. N62742-26-R-1802, CULTURAL RESOURCE TECHNICAL SERVICES AT VARIOUS LOCATIONS IN HAWAII, 41 RFP N6274226R1802, Page 73, Section L.1, M.5.3, J-7, J-8, J-9, J-14

Headers and footers are permitted as long as the format requirements, as specified, are met.
