About this file

This document is a Small Business Participation Commitment Document (SBPCD) for a Naval Facilities Engineering Systems Command Pacific contract for Cultural Resource Technical Services in Hawaii, Western Pacific, and Asia (RFP N62742-26-R-1802). The solicitation requires all offerors, both large and small businesses, to complete this form to demonstrate small business participation, with a minimum small business subcontracting requirement of 18% of the total contract value.

The form captures detailed information about the offeror's business size, socioeconomic categories (such as Small Disadvantaged Business, Woman-Owned Small Business, HUBZone, Veteran-Owned Small Business), and subcontracting breakdown. Offerors must specify the total contract value, self-performed work value, and subcontracted work value, and provide a comprehensive breakdown of small business participation across various socioeconomic categories. If an offeror cannot meet the 18% small business participation requirement, they must provide a detailed explanation justifying their proposed participation level.
