QUESTIONS AND ANSWERS
Question # Reference/Section (Page, #, etc.) Question Government Response
1 Kindly confirm that FedEx and/or UPS are acceptable couriers for the hardcopy submissions.
Confirmed, as stated in RFP Section L.1.e.
2 Excel Versions of J-7 and J-8 Is it possible to receive the Excel versions of Attachments J-7 and J-8 (Sample Project Price Sheets)?
Excel versions of J-7 and J-8 will be provided in Amendment 1.
3 Labor Categories – Sample Project Pricing
Attachments J-7 and J-8 request that the Contractor identify “Major Wage Classification,” but do not list specific labor categories. Section 9.0 of the RFP lists minimum qualifications for technical disciplines. For the Sample Project pricing, may the Contractor group technical disciplines into our own labor categories (e.g., Archaeologist – Junior/Staff/Senior, Biologist/Botanist – Junior/Staff/Senior, Planner – Junior/Staff/Senior)?
Or is the intent that a labor rate be provided for each technical discipline exactly as listed in Section 9.0?
For consistency, adopt the labor categories in the RFP, Section C, 9.0 Personnel Staff.

For the buildings referenced in Sample Projects 1 and 2 requiring HSR and HABS/HAER documentation, is information available such as the building construction date or square footage? Additionally, can the Government confirm whether these buildings have already been documented for NRHP eligibility?

For Sample Project 2: Facility 583 is a National Register of Historic Places (NRHP)-eligible, Cold War-era missile launch facility. Building 573 is another NRHP-eligible, Cold War-era building, a missile assembly and blockhouse facility. If yes, should offerors also include additional resumes to accompany Attachment J-10 in Factor 2?
In accordance with M.5.3.A(2)b., at minimum, one key personnel for each role shall be submitted. Yes, additional Key Personnel may be submitted for Factor 2 Sample Projects using Attachment J-11.
