1. Responses to Pre-Proposal Inquiries (PPI’s)
16 I am contacting you to inform you that in order to guarantee that our documentation arrives on time to the USA on January 26th, we need to send it from Spain on January 18th, due to possible delays in customs.
Therefore, I would need to confirm the resolution of the doubts raised above and that you can inform me if a visit to the facilities is going to be made, since you have not yet been informed about it.
It is very important for us to send the documentation sufficiently in advance so that you can receive it before the 26th, so if a visit is going to be scheduled, to postpone the delivery of the documentation or to attach more information before the 18th (8 days before the deadline), we need to know in advance these changes to take them into consideration.

"2.1.1.2 Sealants Provide either ethylene propylene diene monomer (EPDM) elastomeric extrusions or thermoplastic elastomer glazing gaskets. Structural silicone sealant is required".
The Paragraph 2.1.1.2 mentions that structural sealant is required , but does not clarify which standard or Specification shall be required to the for the Structural Silicone Sealants, and also does not clarify in which glass pane shall be applied.
Please confirm if Standard ASTM F2248 − 12, applies. This ASTM F2248-12 mentions, Historical records show that fragments from glazing that has failed as the result of intentional or accidental explosions present a serious threat of personal injury. Glazing failure also allows blast pressure to enter the interior of buildings thus resulting in additional threat of personal injury and facility damage. This standard practice provides a means for designers to determine equivalent 3-second duration design loadings with which they can size blast resistant glazing comprised of laminated glass or insulating glass fabricated with laminated glass, or both. Blast resistant glazing systems of this genere can reduce the number and size of glass fragments in an explosion as well as reducing greatly or eliminating blast pressure that enters buildings when an explosion occurs. The standard assumes that the structural silicone bead or glazing tape is applied.
Please confirm and include in paragraph 2.1.1.2 all applicable codes and standard that apply to the structural silicone selant,
ie. ASTM C1184 "Standard Specification for Structural Silicone Sealants" and requirements to be applied in storefronts to resist the required blast pressure. This information is mandatory for the QC program to provide a correct quality assurance of the design, certification, assembly and installation and also is useful for the offerors in order to provide a correct price for storefront systems.

1 Will the Government consider a modest 2-week extension to the due date to allow sufficient time for takeoffs and pricing for the seed project? This extension will allow time to secure more competitive pricing for the seed project, a clear benefit to the Navy.

Factor 4, Technical Solution identifies the requirements for the project schedule in Gantt / Bar Chart form. This section goes on to state that the Gantt chart is to be 1-page and not counted against the page limitations of the narrative. With the Seed Project having a POP of 903 cds (shorter POP also desired by Government) and ROM in excess of $18M, is it acceptable for bidding contractors to provide a Gantt chart that is longer in page-count than 1 page in order to capture the Seed project elements as completely as possible?

11 RFP 4.2 Solicitation Submittal Requirements specify use of a 12-pt font. Between the tight page restritions for Factor 1 (2 pages), Factor 2 (3 pages), etc., and the 12-point TNR font requirement, there is little room to provide the level of detail required. In lieu of a page increase for these factors, would the Government consider reducing the 12-point TNR font requirement to 11-point TNR font?

The title of the SECTION 08 56 53 BLAST RESISTANT TEMPERED GLASS WINDOWS and the references to various standards, seem to indicate that the glass in the building must meet some type of "Blast resistant" classification, for example ER 1 or similar, however there is no reference to this issue in the section and the classification required for the glass is only the following Glass, Grade B (tempered), Style I (uncoated), Type 2, Class 1 (transparent). Can you confirm if it is necessary to meet any Blast resistant condition and, if any, indicate the blast loads and/or blast-resistance classification?
Refer to Drawing S-003

Factor 1, Technical Approach:
(a) Solicitation Submittal Requirements:
The composition and management of the firms proposed as the design-build (DB) team for this contract will be evaluated in this factor. Both design-build and design-bid-build projects are contemplated under this MACC.
Therefore, the offeror is required to address the design firm to be proposed on the MACC and anticipated future projects.
The offeror shall submit the following information:
(1) Provide a narrative describing the proposed primary construction firm(s) and primary design firm(s) for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. Offerors shall clearly state the Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and CAGE code. The designated firm will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order. The Offeror must provide a supporting signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment with the Architect-Engineer firm that is proposed to be utilized as the DOR.
If the experience of a design subcontractor is being claimed in Factor 2, the firm must be named in the above narrative and organizational chart. The organizational chart can be on one single sided 11 x 17 size paper and will count as one (1) page.
The technical approach narrative, separate from the organizational chart, shall be limited to one (1) double-sided page 8 ½ x 11 (or two (2) single-sided pages, A4 is also acceptable). The information requested in item #2 below is not included in this page limitation.
(2) In addition to the narrative and organizational chart, the offeror shall submit a copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for each member of the offeror’s team identified in the narrative or on the organizational chart (e.g., joint venture partner, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.)
(b) Basis of Evaluation:
The assessment of the offeror’s technical approach will be used as a means to evaluate the capability of the offeror to successfully meet the requirements of the RFP. This factor will be rated on an Acceptable or Unacceptable basis. A failure of the offeror to provide either (a) a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement, providing the role, responsibilities, and contractual relationships between the various firms, (b) an organizational chart, or (c) a joint venture agreement (if applicable) will be rated Unacceptable. Offerors that are rated Unacceptable will be found ineligible for award.
