Drawing H-001 note 8
According to drawing H-001 note 8, there are 5ea ballasts containing PCB's and 200ea fluorescent light tubes contain mercury vapor, however in CLIN 0012AA - Option nº 11 the number of mercury containing lamps units are only 20, they do not match.
Please clarify.

3 Drawing C-003
According to the project, Drawing C- 003, the work is divided into three zones PIER 1 (building demolitions), FDRMC (new building execution) and PORT (new building execution). Are there any restrictions regarding planning and / or transfer of personnel? That is, the PIER 1 demolition zones, can they be domolished at any time? Should one building be built before the other?
Please clarify.
See Amendment detail below.
Factor 3, Corporate
Experience:
In the RFP it is explicitly stated as follows.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442) (“Affiliates”), the proposal must, in a separate narrative or letter of commitment, clearly demonstrate the manner in which the Affiliate will have meaningful involvement in the performance of the contract for the experience information of the Affiliate to be considered..."
Please confirm that two sister companies, both belonging to the same holding of companies, are considered affiliated between them.
Whether a company is considered an “Affiliate” depends upon that company’s relationship to the Offeror entity identified on the SF1442. Companies that have a shared corporate structure with the Offeror, such as a shared parent company, would be considered affiliates of the Offeror.
We would like to be able to properly study the project and the contract, and in order to be able to send a correctly studied offer, we would like to know if we could have the plans in editable form and the measurements of the work to be studied.
I would appreciate it if you could send us at least the measurements.
Editable files will not be provided. Refer to RFP requirements.
RESPONSE

Is it necessary to provide the DUNS and NCAGE Code number of the design firms?
Refer to RFP requirements. Factor 1 Solicitation Submittal Requirements states in part, “…Offerors shall clearly state the Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and CAGE code. …”
Can you confirm the number of paper and CD copies to be delivered?
on page 1, they indicate 1 original and 4 copies, however, on page 11 (A) NON-PRICE FACTORS, they indicate one original and three copies with two CDs.
On page 17, 1 original and 1 copy with one CD are indicated.
I apologize in advance but I would like to present the documentation correctly and as far as I understand, a single PDF document must be presented with the information in (A)NON-PRICE FACTORS and the PRICE information.
If I have misunderstood, I would appreciate it if you could tell me exactly how to submit the information Thank you very much in advance.
Refer to RFP requirements. Page 11 applies to the non-price proposal, while page 17 applies to the price proposal. These are the more specific provisions that should be followed, as the box on page 1 (SF1442) does not permit the Agency to clarify the distinction between non-price proposals and price proposals.
TIME EXTENSION.- Due to the unexpected difficulties caused by current Covid situation and snowfall in Spain we would like to ask for a time extension. Proposed new limit date is 15 Feb 2021.
See item above extending the Proposal Due date.

9 Drawing ES101A
According to note 16 of drawing ES101A and note 3 of drawing ES104A, the works under those notes will be reflected in the CLIN0005.
CLIN # 0005 refers to the Furnish and install 20-ton bridge crane. The notes and CLIN have no relationship. Please clarify.
In Note 16 of drawing ES101A and Note 3 of drawing ES104A change words "CLIN #0005" to "CLIN 0008".

11 1 SF 1442 13.A
We request the Government consider a 30-day extension to the current bid due date. There are a number of issues we would like the Government to consider in extending this proposal. First, for those firms that have been tracking (or “following”) this opportunity since it was issued as a presolicitation, recognize that the presolicitation notice was archived when the solicitation was posted. This broke any links or tracking mechanisms we had in place in beta.sam.gov to alert us when the solicitation was posted.
Second, this solicitation was issued on 23 Dec 2020, days before two major holidays. The Christmas and New Years holidays aside, a 30-day turnaround for a proposal of this size and detail would be very difficult.
Please also consider that after New Year Day, Spain celebrates Three Kings Day on 6 Jan 2021. Many company personnel go on holiday either the last week of the year or the first week of the year; therefore, companies generally are not fully staffed until the second full week of January, which this year would start on 11 Jan 2021. This leaves really only two full weeks to put together a major proposal. The remaining timeframe, as is stands, is a deterrent to companies
See item above extending the Proposal Due date.

wishing to submit a proposal. This, in turn, severely limits competition for the Government. We request your timely response to this inquiry as soon as possible, so bidders have time to re-evaluate our ability to prepare and submit a proposal within the prescribed timeframe.

Paragraph 1.3.3 specifies that “projects for the MACC have an estimated construction costs between $8,000,000 and $64,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer.”
In this direction, paragraph 4 Evaluation Factors for Award, (2) (A) Factor 3 (a) (1) Construction Experience states that offerors shall submit experience on relevant construction projects “similar in size, scope, and complexity to the projects proposed for this MACC.”
However, that same paragraph 4 (2)
(A) Factor 3 (1) in subparagraph (b) Size, defines a volume parameter in square feet for building size, between 20K and +50K sq. ft.
We would appreciate a clarification on the volume determination of size vs.
value relevancy.
Refer to RFP requirements. The criteria established in Evaluation Factor 3 will be used for determining the relevance of projects under that factor.

Experience
In paragraph 4 Evaluation Factors for Award, Factor 3 (1) Construction Experience, (a) Recency it is stated that “ongoing projects will not be considered.”
As you are aware, COVID19 conditions have delayed all projects beyond their scheduled completion.
Because of this fact most relevant projects are not yet completed, although they stand at 90% to project completion.
This fact may be taken into consideration to maybe increase
The RFP requirements will remain unchanged in this regard.

Para.1.3
GENERAL
OVERVIEW
OF
CONTRACT,
and Para.4
EVALUATION

Factor 3 - Corporate
Experience
Description of projects proposed for this MACC is found in paragraph
1.3.2 which states that “construction projects to be performed under this MACC will primarily consist of general building type projects (new construction, renovations, alterations, demolition, repair work, and any necessary design) including, but not limited to: airfield, industrial, infrastructure, administrative, training, retail, food service, ammunition storage, community support facilities and both vertical and horizontal construction in the Rota, Spain region or other areas managed by NAVFAC-
EURAFCENT.”
In this direction, paragraph #4 Evaluation Factors for Award, (2) (A) Factor 3 (a) (1) Construction Experience states that offerors shall submit experience on relevant construction projects “similar in size, scope, and complexity to the projects proposed for this MACC.”
However, that same paragraph #4 (2)
(A) Factor 3 (a) (1) under subparagraph (c) Scope / Complexity, requires that projects submitted for experience meet “new building construction and/or interior/exterior alteration or renovation of existing facilities that include repairs to multiple building systems and infrastructures. Projects submitted that only include horizontal or civil site work will not be considered relevant.”
Almost all MILCON projects for general horizontal construction in Rota
Refer to RFP requirements. The criteria established in Evaluation Factor 3 will be used for determining the relevance of projects under that factor.
RESPONSE
Page Section Para.
Spain region include minor vertical construction. However, paragraph 4.
Factor 3 (a) (1) (c) removes all relevancy from general horizontal construction projects. Therefore, we believe that relevancy of horizontal construction projects as described in paragraph 1.3.2 may supersede requirement stated in paragraph 4.
Factor 3 (a) (1) (c). We think this may be noted to avoid confusion or misunderstanding in the experience projects submitted.
We are contacting FEDEX, DHL and UPS in Spain (we are a Spanish construction company), and they do not know if they have the relevant authorizations or permits (CAC or Rapidgate logo).
Since this is the first tender we are applying for and we have to send the documentation to the USA, we do not want to make any mistakes and be proactive about the deadline.
Therefore, I would like to ask you which company recommends us to hire for the shipment that you know has the pertinent accesses to deliver the documentation that we have to present.
In case you do not have it, I understand that we must send the SECNAV 5512/1 1 form to NAVFAC LANT Security a minimum of 17 days before (we are still on time) the proposed date of the visit so that the security personnel have enough time to process and send applications. If we are given this situation, my doubt is whether we should contact the delegation of the transport company in the USA to fill out the form or with the Spanish company, since here in Spain they are telling us that they do not know if their delegation in the USA has the permits.
The Government cannot recommend couriers. Refer to RFP requirements.
3. Solicitation Revisions:
CURRENT:
