About this file
This document contains a utility management file and related federal contract opportunity notice. The utility management file includes definitions, references, samples of historical work orders, guidance on asset tagging, specification attributes, and degradation index criteria for a utilities and energy management contract. The federal contract opportunity notice is a pre-solicitation for base operations support services at Marine Corps Base Quantico, Virginia. Key details include that the utility management file provides requirements and background for a utilities contract to perform services such as repairs, maintenance and project work on utilities infrastructure at the base. The federal contract opportunity involves solicitation N6247017R4003 for base operations support services at Marine Corps Base Quantico, set to begin in June 2018, to be awarded by the Department of the Navy Naval Facilities Engineering Command. The services will include utilities operations and maintenance. Response and award dates are not specified but the pre-solicitation notice is to notify potential offerors of the forthcoming solicitation.

DEFINITIONS AND ACRONYMS
DEFINITION DESCRIPTION
Assessment A general term referring to either a survey or inspection of a facility to determine condition.
Asset A general term used to refer to an item, such as a component, system, building or facility, that is managed by an automated data management program, e.g., FCAP.
Business Management System (BMS)
A web-based tool that provides a systematic method for the management of business processes, common practices, and process quality improvements that produce and support the most efficient and effective delivery of NAVFAC’s products and services.
In-house Performed by Government employees.
Inspection A rigorous, detailed assessment of the condition of a facility performed to generate a fundable scope and cost estimate for prioritization and funding of maintenance and repair.
Job or Work Order An authorization for work that requires planning and estimating and has an individual line of accounting for financial and performance evaluation.
Project Work Order Any work required to return a facility, utility system, utility equipment or component to normal working condition. Project work is intended to allow for the execution of work not defined elsewhere in the contract and is generally issued for work that is not complex in nature and a detailed cost estimate or job plan is not necessary.
Project Work Order, Level 1
Project work is defined as any work that does not qualify as a service order, but is needed to maintain the agreed upon facility condition. Maintain means to repair to such a condition that it may be used for its intended purpose and to normal working condition.
Includes utility improvements and changes up to $15,000.
Project Work Order, Level 2
Project work is defined as any work that does not qualify as a service order and exceeds the limits for project work order level 1, but is needed to maintain the agreed upon facility condition. Maintain means to repair to such a condition that it may be used for its intended purpose and to normal working condition. Includes utility improvements and changes up to $25,000.
Project Work Order, Level 3
Project work is defined as any work that does not qualify as a service order and exceeds the limits for project work order level 2, but is needed to maintain the agreed upon facility condition. Maintain means to repair to such a condition that it may be used for its intended purpose and to normal working condition. Includes utility improvements and changes up to $50,000.
Service Order Any work required to return a utility, system, equipment or component to normal working condition. Service orders are minor utility problem requests or requests for other non-recurring work that is too small to be planned and estimated.
The purpose of a service order is to provide the Government with a means of issuing work up to a defined liability limit for requirements occurring outside of the specified recurring work. The Government may utilize service orders to accomplish any work up to the respective liability limit based on the service order classification.
Service Order, Emergency
Emergency is defined as any facility deficiency that immediately compromises the mission or life, health and safety. Always includes, but is not limited to, failure of any utility, fire protection, environmental control, or security alarm systems.
Service Order, Urgent Urgent is defined as any deficiency that does not immediately endanger personnel or property, but extended delays of repairs could result in damage to Government property, or soon affect the security, health, or well-being of personnel or the continued operation of a service or system.
Service Order, Routine Routine is defined as any work requirement within the defined LOL that does not qualify as emergency or urgent.
Unplanned Utility Outage
An Unplanned Utility Outage is an unscheduled utility service interruption at or before the utility service point affecting at least one occupied facility, pier, or berth, and lasting longer than 5 minutes in duration. Service/Trouble Desk personnel enter information from the field about the incident, response, and the repair in a MAXIMO Work Order Outage Log.
DEFINITION DESCRIPTION
Utility Investment Strategy
The Contractor shall engage in the Navy’s utility investment strategy to provide efficient and effective utilities that directly support warfighter readiness at the lowest possible life cycle cost, while maintaining fully functional capabilities.
Utilities Maintenance Management
The planning, prioritizing, organizing, controlling, reporting, evaluating, and adjusting of utility maintenance operations to support the CNO/NAVFAC utilities policy and objectives and satisfy customers’ facility needs. Defined by the International Facility Management Association as “the practice of coordinating the physical workplace with the people and work of the organization.”
