259 PWS 1700000 Spec item 3.1.3

Related information states recurring workload shall include 600 hours of driver services.

QUESTION: Will the Government please provide the number of buses by size and type being provided for this effort?

The buses to be driven are not part of the of the BOS contract. They are owned and normally operated and maintained by the Naval Academy. The purpose of this specification item for bus driver services is the requirement to augment USNA drivers at certain times. The vehicles to be driven range in size from 7-person vans to 45-person buses.

119- 120 1502000 3.6.1 Paragraph 3 states The Contractor shall empty plaster traps weekly and dispose of plaster in normal refuse stream.

The informational note contradicts this:

Informational notes:

Historical cleaning frequencies for plaster traps have been 3 traps emptied quarterly. One trap has the capacity of 1 gallon and two traps have the capacity of up to 120 pounds per trap.

Please clarify.

The requirement for dental plaster trap cleaning is accurately described in the historical informational notes: Historical cleaning frequencies for plaster traps have been 3 traps emptied quarterly. One trap has the capacity of 1 gallon and two traps have the capacity of up to 120 pounds per trap

259 PWS 1700000 Spec item 3.1.3

Related information states recurring workload shall include 600 hours of driver services.

QUESTION: Will the Government please provide historical taskers for this requirement so Offerors may understand the frequency of historical overlapping requirements?

The historical requirement for shuttle and bus service has not been an everyday requirement but typically occurs several times a week. The typical requirement for drivers on a single day is 2 to 3 but has been as high as 6 or 7 on rare occasions with some overlap.

J-1503020-11

J-1503020-07 identifies bed bugs as pest group number 011, which must be controlled. J-1503020-11 indicates 305, 287, and 133 total Service Orders annually over the past three years. QUESTION:

Given the extensive cost associated with treating bed bugs as compared to other vectors to be controlled, would the government please provide the actual quantities, or percentage of annual totals, that historical Pest Control Service Orders were for bed bugs?

The approximate percentage of pest control service orders that require bed bug control has been 20-25%.

J-1604000-03 The referenced attachment presents several "Noted Deficiencies": The technology of the plant will be unable to meet its total nitrogen limits in its current NPDES permit as of Jan 15, 2015.

All tanks have visible cracks with evidence of moisture leaching through the cracks. Most of the components were built in 1946 or in the mid 1970s. Most of the metal based equipment is rusting with several instances of rust induced failure. Top scraper arm of the primary clarifier has fallen off. The HDPE fill inside the tertiary tanks needs to be replaced.

QUESTIONS: What is the current status of the plant's ability to meet permit requirements? What is the

As indicated, the WWTP is currently unable to meet the nitrogen limits set forth in the permit. No liability is placed on the BOSC with respect to correcting the existing deficiencies at the WWTP which inhibit our ability to meet the current NPDES permit.

Item Numbers #704 Asbestos material Removal.

Will the USG provide all past or current Environmental Studies and hazardous material reports and surveys that identify the type and volume of any/all HAZMAT, Asbestos Containing Material (ACM), PCBs, contaminated soil, lead, mercury, etc. on the contract site?

There are no known environmental issues related to NSA Annapolis or USNA that would impact the execution of the BOS contract.

PWD Annapolis Environmental Division maintains survey material related to Asbestos Containing Materials that will be made readily available to the BOS Contractor as necessary depending on job requirements. There are no existing conditions where ACM, PCBs, mercury, or lead (other than small arms ranges) or other hazardous materials requiring management/mitigation represent a signficant concern or impediment to execution.

1601000 Spec Item 3.5

Please confirm the total number of control rooms that the contractor must man 24/7 and advise how many of each are ICS control rooms and utilities control rooms.

Are there separate control rooms for the chiller plants?

The number of control rooms that are to be manned 24/7 is one. That is the CHWP 579U control room which houses EMCS servers and is equipped with back-up generation if power is lost. The EMCS oversees various HVACR applications throughout USNA and NSA Annapolis. There is a second control room that features similar capabilities that could be used to control key systems but it is not staffed 24/7 under normal circumstances and is not required to be. The chiller plants can be controlled onsite or remotely from

CHWP 579U.

1601000 Spec Item 3.5

Is there a control room at BUMED or does control information flow into another control room? If so, which one?

Naval Health Clinic Annapolis does have a station from which they can monitor their systems but their EMCS / HVAC processes are controlled and monitored from the Central Heating Plant (579U).

N/A The PWS references attachment J- 1502000-35, which provides a list of buildings where inventory is located. However, to accurately, fairly, and reasonably estimate this requirement, we need the actual types and quantities of equipment to be maintained per building (i.e., air handlers, filter banks (type/quantity), amount of lead waste generated per year, etc.). QUESTION: Will the Government please provide this information?

Equipment inventories were provided in separate attachments to the RFP (i.e., HVAC).

With regard to lead waste generation: the only measurable lead waste routinely generated at USNA or NSA Annapolis is related to the small arms ranges referred to in Section 1502000, Spec Item 3.3.25, and further discussed in Attachments J-1502000-35-01 and J-1502000-35-02.
