Offerors are advised to check both of the aforementioned websites on a regular basis, as technological difficulties sometimes prevent the Government from simultaneously uploading to both sites.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the NECO website.

L.4 GENERAL PROPOSAL REQUIREMENTS

The price proposal and non-price proposals shall be submitted in separate-ring binders and tabbed appropriately.

Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal.” Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

The signature of the Offeror provided in Box 17 of the SF33 confirms that, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, the Offeror agrees to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Non-Price Factors Factor 1 Corporate Experience Factor 2 Technical Approach/Management Approach Factor 3 Safety Factor 4 Small Business Utilization Factor 5 Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is as follows: Factors 1, 2, 3 and 4 are of equal importance to each other. All non-price evaluation factors when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 5. When the proposal is evaluated as a whole, Factors 1, 2, 3 and 4 and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the offerors non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

*NOTES:

i. Pricing data (Attachment J-3 Section B CLINS and Attachment J-020000-16 Exhibit Line Item Numbers (ELINS) spreadsheet ) shall be submitted in hard copy and in Excel format (Microsoft Office Version 2010 compatible) on a CD-ROM. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.

ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an Offeror does not round ELIN unit prices to two

(2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. [Note: Currency format in all Excel document cells is required].

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an Offeror proposes a unit price less than $0.01, but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the Offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph.

v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-0200000-16) and the Section B CLIN pricing (Attachment J-3), the hard copy Section J ELIN pricing will be held to be the intended offer.

vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.

vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.

Volume II: Non-Price Factors

The proposal shall state specific commitments of resources (e.g personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies will commit to the performance of this contract and shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract.

For each project the Offeror shall complete the Corporate Experience Project Data Sheet included as Attachment J-6) and all information shall be provided as requested on the form. Attachment J-6 may be expanded and is not limited to the two (2) pages provided with the solicitation. The non-price proposal shall not exceed (60) single-sided or (30) double-sided pages.

The Offeror must submit a minimum of one (1) relevant projects performed by the Offeror itself (or either member of a JV Offeror) in the role of a Prime Contractor.

IMPORTANT: It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how its work experience in each submitted project is relevant to the contract requirements in this solicitation. If the Offeror does not clearly explain how its experience is relevant to the contract requirements in this specification, the Government may determine that the submitted contract experience is not relevant.
