4 B B.7 Unit price adjustments for option periods. This requirement states for SCA Wage Determination and Davis Bacon Act Wage Decisions, the wages are incorporated for the Base Period of performance only. Does this apply to the Union Collective Bargaining Agreement with United Association Plumbers and Steamfitters? What is the Base Period for this contract? The CBA has wage increases on December 1, 2019 which could affect the pricing for the base period.
1. CBAs are incorporated when option modifications are issued.
2. Reference Section F, F.3 for anticipated services start date.

Article XI.e Under the referenced paragraph of the CBA, employees are entitled to a special event differential. Are employees entitled to this differential only when supporting ELIN A012 or does it also apply to ELIN A019?
Per the CBA, employees are entitled to a special event differential when a special event occurs. Review additional information on special events provided in Section C, Annex 1503070 – Special Events and Attachment J-1503070 Special Events.

1503010 Custodial Services - The spec section 1503010 is not contained in the soliciation. Custodial Services are listed in the Attachment J-F Full Time Equivalent (FTE) (recurring work);
however, the specification for custodial is missing from the solicitation. Without a specification to clearly indicate the areas covered and level of service required for custodial services, contractors can not provide a price, nor estimate FTEs to perform this work.
Please provide Section "1503010 - Custodial Services" to the specifications, or Delete the requirement for FTEs for this section in Attachment J-5 for both PWD and for NSA.
Custodial Services are not a requirement of this contract. Please review the specifications and attachments in their entirety.

N/A Attachment J-5, FTE Spreadsheet
Question: Attachment J-5, FTE Spreadsheet is formatted to a legal-page size? May we re-format and submit this form as an 11 by 17 page in order to meet font requirements?
No. See last sentence of Section L, L.6, Volume II: Non-Price Factors, Note paragraph.
349 L.6, Volume II:
Non-Price
Factors; Tab 2 par a.i. COMMENT: The requirement reads, in part: "Provide, in narrative form, the rationale for the Basis of Estimate (BOE) (annual productive hours used to develop an FTE) for each technical specification to include individual labor classifications and the number of FTEs per year (base year and option years) for each full time and part time employee."
QUESTIONS:
(A) The labor classification and number of FTEs per year for the base year and each option year are to be provided on J- 5, correct?
(B) Is the narrative rationale for the BOE for each technical specification part of the J-5 response? If so, should we add a column for the rationale next to each labor classifcation?
(C) If the narrative rationale for the BOE for each technical specification part not part of J-5, is it likewise exempt from page count?
(D) To clarify, since labor classifications and the number of FTEs per year (base year and option years) for each full time and part time employee are contained in J-5, does the narrative rationale for the BOE roll up to the overall technical specificaiton level, or do you want a rationale for each labor classification?
(A) Yes. See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph a(i) and the revised Attachment J-5_Amend 07.
(B) No, it is a seperate narrative not provided on the J-5 attachment.
(C) No. Only the J-5 attachment is excluded from page count; the narritive is included in the page count. See Section L, L.6, Volume II: Non-Price Factors, Note paragraph.
(D) See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph a(i) and the revised Attachment J-5_Amend 07.
RFP
L.6 Tab C, Tab
Attachment J-5 Full Time Equivalent
(FTE),
worksheet a.i In Section L, Staffing Plan, the first requirement under (i) requests that the contractor complete Attachment J-5 along with labor hours for each Technical Specification aligned to the ELIN spreadsheet. However, the J-5 worksheet does not have a column for labor hours and does not have rows that align to the ELIN worksheet. To provide a table with this information in the Technical Proposal narrative section would consume a very large quanity of pages as there are over 200 specific ELIN lines in the ELIN worksheet.
See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph a(i) and the revised Attachment J-5_Amend 07. ELIN alignment is not to be added to the J- 5.
Would the USG please update the J-5 worksheet to contain all required information requested in paragraph (i)?
or Will the USG allow the contractor to add a labor hour column and additional rows for ELIN alignment to the J-5 worksheet to accomodate this requirement?
349 L L Tab 2 Factor 2.a.i
The solicitation states, “Provide a completed Attachment J-5, Full Time Equivalent (FTE), worksheet (delivered in Excel format) for the total effort to include the prime contractor and all subcontractors for each year (base year and option years). Provide the number of respective FTEs and corresponding labor hours proposed for performing each technical specification aligned to the Exhibit Line Items Numbers (ELIN) spreadsheet.” The J-5 and ELIN spreadsheet provided by the Government is structured to capture FTEs but not corresponding labor hours.
Question: Please confirm the Government wishes for the corresponding labor hours be added to both Attachment J-5 and the ELIN spreadsheet.
See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph a(i) and the revised Attachment J-5_Amend 07.
1 Attachment J-5 Column B Column requires a labor classification.
Shall offerors add rows to the form for each labor category?
Additionally, RFP p. 349 Staffing Plan a.i appears to require the labor classification as part of the narrative submission. Please clarify the Government's Factor 2 submission requirement for labor category/classification
1. Yes. See revised Attachment J- 5_Amend 07
2. See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph a(i).

Utilization
2 Section L.6, Tab c, Tab 4 Paragraph 2 ISRs or Similar Reports requires contractors to submit ISR reports, and when not specifically addressed in the ISR or similar report, Offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
It is unclear if the USG would like an explanation for every socio-economic category even if the overall SB goal was achieved. Additionally, it is unclear if this explanatory narrative falls within the page exclusions of the ISRs.
1.) Will the USG please clarify if the offeror is to provide a narrative when SB goals have been met, but socio-economic categories have not all been met?
2.) Will the USG please clarify that the ISR explanatory narrative is not included in the 60 page limit of the Non-Price Proposal?
1) In accordance with 4.a.2. the offerors shall provide explanations for all instances of failures to meet dollar or percentage goals. If any socio-economic goal was missed, an explanation shall be provided, regardless of whether the overall SB was met.
2) Any additional information requested in factor 4 is included in the non-price factors page count except for those items listed in the note of Section L, L.6, Volume II:
Non-Price Factors, Note paragraph.
Attachment J-8 identifies an Introduction/Executive Summary (Up to 2 pages maximum) to be inserted at the beginning of the attachment and supplemental narratives (limited to five pages) to be placed under number (3) in the attachment. Tab 4 b.2 requests a supplemental narrative (limited to three
(3) single-sided pages).
1.) Will the USG please clarify whether these are three distinctly different narrative responses (Executive Summary (2 pages), J-8 Supplemental Narrative (5 pages), and Section L Supplemental Narrative (3 pages)) or are they supposed to be one single narrative, described as the Supplemental Narrative (3 pages) in Tab 4 b.2?
2.) If these are three distict narrative responses, what is the difference between what is requested in the J-8 Attachment (Executive Summary (2 pages) and Supplemental Narrative (5
1) See revisions to Attachment J-8.
Two narrative responses are required (the supplemental narrative at the bottom of Attachment J-8 has been removed).
2) See above. A supplemental narrative for attachment J-8 is no longer required. The offeror will provide the narrative required by the RFP (4.b.2, limited to 3 pages) and the Introduction/Executive summary (limited to 2 pages) within Attachment J-8.
3) The narrative required under Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 4, paragraph b(2) Narrative is included in non-price factors page count.
pages)) and the requirements for a Supplemental Narrative (3 pages) identified in Tab 4 b.2?
3) If these are three distinct narrative responses, will the USG please clarify that only the Section L Supplemental Narrative is included in the 60 page count provided for the Non-Price Proposal?
28 Annex 0200000
2.6.6.2
MAXIMO
Method of Data Entry
Requirement states that flat file submission of work order and condition assessment data will be allowed for a period not to exceed six months unless an extension is approved in writing by the KO.
However, Attachment J-0200000-12 does not have this six-month restriction and it appears that a robust process for flat file transfer is in place. Please clarify if the contractor can use flat file transfer throughout the duration of the contract.
Per Annex 0200000 Spec Item 2.6.6.2, Flat file submission of work order and condition assessment data will be allowed for a period not to exceed six months unless an extension is approved in writing by the KO.

Sections L & M both reference "Utility Infrastructure Risk Assessment (UIRA) requirements in technical specification 1601000 Utilities Management", but no requirements for UIRA are given in the PWS or any of the attachments. Will the government please issue requirements for UIRA?
UIRA language has been removed.
See revised Section L, L.6, Volume II: Non-Price Factors, Tab C, Tab 2, paragraph b(i)(2) and revised Section M, M.2, Non-Price Factors, Tab 2, Basis of Evaluation paragraph.
RFP
L.6 Tab C, Tab 2 b. Technical Approach/Man agement Approach
2 Section L, Tab C, Tab 2, paragraph i.2 requires the contractor to provide a narrative of how it will implement Utility Ifrastructure Risk Assessment (UIRA) requirements in technical specification 1601000 Utilities Management. However there are no requirements for UIRA listed in this technical specification.
