SECTION H - SPECIAL CONTRACT REQUIREMENTS
SECTION H
H.1 HISTORICAL AND ARCHAEOLOGICAL RESOURCES

H.4 CONTRACTOR SUPPORT OF ELECTRONIC CONTRACTING (FEDMALL)
The contractor is required to offer IQ pre-priced line item services to authorized Government personnel when they are ordering the work directly via the Governmentwide Commercial Purchase Card (GCPC) program. When receiving GCPC orders against Section B, the contractor shall provide the supplies and services at the offered price without additional markup or handling fee.
The contractor agrees to accept and process electronically submitted GCPC orders for IQ services, including those orders issued through the FedMall. The FedMall is a U.S. Government (USG) owned and operated web-based ordering system that enables any Department of Defense (DOD) or Federal activity to search for and order goods and services. Authorized GCPC users will receive approved accounts on FedMall to view and order IQ line items.

No change in fixed unit prices may occur as a result of key personnel substitution.
H.6 BLANKET TASK ORDER
In order to adequately support mission requirements, the Government reserves the right to issue Blanket Task Orders (BTOs) with bulk funding for nonrecurring work based on anticipated needs for a specified period. Performance of work shall not commence until authorization via a Notice to Proceed (NTP) is received from the Contracting Officer. The NTP will be given by the Contracting Officer for each negotiated work authorization and will include a firm fixed-price not-to-exceed amount which can only be altered via BTO modification.

Page Section Para. QUESTION GOVERNMENT RESPONSE
3 Amendment 0001;
Section A
N/A Amendment 0001 moved the site visit from 15 November to 28 November. As of now, the site visit is only eight days prior to the submission deadline. Given the logistics of production and delivery, having the site visit so close to the submission deadline minimizes the ability of Offerors to incorporate information learned at the site visit into their proposals. QUESTION: Will the Government consider extending the submission deadline two weeks to 20 December to allow Offerors to properly incorporate information and insights from the site visit?
Please see Amendment 0005, Section A for revised proposal due date.

The solicitation provides delivery instructions for Offerors employing Express Mail Carriers. QUESTION: Will the Government please provide delivery instructions for Offerors who choose to hand-deliver their proposals?
Proposal submissions must be delivered in accordance with the solicitation requirements. Proposal submittal requirements are stated in solicitation Section L, L.1.
347 L L.6 Volume II: Non-Price Factors, Non-Price Submittal Requirements, does not specify the margins for the proposal document layout. Will the Government please clarify the margins required and amend the RFP if appropriate?
The Government has no required margins. Reference Section L, L.6 for solictiation submittal requirements.
RFP
L.6 Submittal requirements does not reference a table of contents, list of figures, accronyms, letter of transmittal or cross reference matrix.
Will the USG confirm that these items will not count against the proposal volume page count?
A table of contents, list of figures, acronyms, letter of transmittal or cross reference matrix are not required or desired per the solicitation submittal requirements. Reference Section L, L.6, Volume II: Non-Price Factors, Non-price submittal requirements note for page limit exclustions.
RFP
L.6 Section L.6 lists several items as not being included in the page count and has Performance Recognition Documents listed. However, Tab C, Tab 5 under Past Performance requirements, there is no mention of providing Performance Recognition Documents.
Will the USG clarify that the offeror may provide Performance Recognition Documents under Tab C, Tab 5 to be used in the Performance Confidence Assessment of the Corporate Experience/Past Performance contracts?

Corporate Experience Data Sheet
The format in Attachment J-6 is laid out with a large amount of white space inbetween the fields of requested information. With the extremely limited page constraints of this proposal, this takes away valuable space for providing detailed information.
Will the USG please clarify that the contractor may modify the format of Attachment J-6 into a more condensed table of information as long as all requested information in the form is captured in the same numbered fields?
Spacing is allowed to be deleted as long as the layout of the form is not changed. The attachment format may be modified in accordance with the solicitation language in the third to last paragraph of Section L, L.6 Volume II:

No, the "2 page limit" for the technical approach to safety is included in the 60 page count.
RFP
L.6 .V2 The RFP states 'No font smaller than 10 point". Due to tight page constraints will the USG consider allowing 8 point in graphics and tables?

354, L L.6.II;
L.6.II.C.1
L.6.II excluded several Government-provided forms from the Tab C page count.
Given the prescriptive nature of Attachment J-6 (Corporate Experience Project Data Sheet), which are considered inside page count, offerors lose valuable proposal space, which could be used to address strengths and benefits in meeting the Government's technical specifications.

Price Factors
1st under Non-Price Submittal Requirem ents
COMMENT: The requirement reads, in part: "The non-price proposal shall not exceed (60) single-sided or (30) double-sided pages." [per Amendment 1] By comparison, in solicitation N6945018R1800, issued and awarded via NAVFAC SE, the corresponding requirement reads, "The non-price proposal submittal shall not exceed 200 pages." The latter seems more appropriate for a best value technical response since FAR 15.305 (Proposal Evaluation) reads:
(3) Technical evaluation. When tradeoffs are performed (see 15.101-1), the source selection records shall include --
(i) An assessment of each offeror’s ability to accomplish the technical requirements;
and
(ii) A summary, matrix, or quantitative ranking, along with appropriate supporting narrative, of each technical proposal using the evaluation factors.
QUESTION: For a best value procurement technical response, especially one with so many complex techncial requirements, it is difficult to differentiate a techncial solution to showcase our "ability to accomplish the technical requirements" with so few pages.
Therefore, would the government consider doubling the page count for Volume II to

L.5 EVALUATION FACTORS
The solicitation requires the evaluation of price and the following non-price factors:
Non-Price Factors Factor 1 Corporate Experience Factor 2 Technical Approach/Management Approach Factor 3 Safety Factor 4 Small Business Utilization Factor 5 Past Performance
The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The relative order of importance of the non-price evaluation factors is as follows: Factors 1, 2, 3 and 4 are of equal importance to each other. All non-price evaluation factors when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 5. When the proposal is evaluated as a whole, Factors 1, 2, 3 and 4 and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
The importance of price will increase if the offerors non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the
Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
