Industry Question #85:
We operate within two entities: CONUS and OCONUS. We plan on utilizing our past performance from both areas. Is this acceptable to the Government for competing on the FTSS V MAC?
Government’s Response:
Industry Q&A #78 posted 8/4/20 as an attachment on beta.sam.gov to the FTSS V MAC announcement N6134021R0001 is relevant to your question:
Question: For corporations that have multiple CAGE Codes, will the evaluation criteria allow citation of Corporate Experience and Past Performance from one or more CAGE Codes within a corporation?
Response: Historically the Navy has evaluated Corporate Experience (CE) and Past Performance (PP) for the Prime contractor and Joint Venture (JV) team members only under the proposed CAGE, and has not considered predecessor contracts, subcontracts, and so forth. Please see the RFP for instruction when it is released.
Since the #78 response, the government developed amplifying information, which is planned to be introduced in the upcoming Draft RFP, as follows:
Principal entities are entities proposed as the Offeror/Prime, JV, and JV team member. Only those entities that meet the definition of Principal Entity will be considered in the Experience and Past Performance evaluations. Subcontractors, predecessor companies, key personnel, corporate parents, corporate divisions, corporate subsidiaries, or corporate affiliates are not Principal Entities, and as such their Experience and Past Performance will not be evaluated.
