About this file
This document contains a draft request for proposal (RFP) and related federal contract opportunity notice. The draft RFP seeks proposals for Navy Fielded Training Systems Support (FTSS) services, including Contractor Operation and Maintenance Services and Contractor Instructional Services for aircrew and maintenance simulators at multiple Navy and Marine Corps sites in the continental United States and overseas. Interested offerors must have experience providing simulator operation, maintenance, and instruction services and must submit responses by March 16, 2020 detailing their capabilities and past performance. The anticipated cumulative value of follow-on task orders over eight years is approximately $1 billion. The document provides templates for offerors to describe relevant past performance references and capabilities to meet the requirements.

| 14.a.1 | a. Scope | |
| 1. Contractor Operation & Maintenance Services (COMS) | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the COMS Scope requirements in Column B 14.a.1 and list PWS/SOW references that document the COMS scope of the past performance contract submitted. | |
| The construct of COMS maintenance under FTSS V is that the service contractor provides the Government 100% Operational Availability on contracted Training Systems during a given window of operations (scheduled Contracted Training Time (CTT)). Continuous operations, and immediate maintenance response, to trainer malfunctions during the CTT is required in order to ensure that training events are not missed (or are incomplete) due to lack of trainer availability. | ||
| Performed preventative and corrective maintenance on, and operation of, Military Aircraft Flight Simulators similar to those typically maintained through the FTSS program, to include responsibility for spares maintenance/supply support: | ||
| i) Performance was conducted on applicable Military Aircraft Flight Simulators. A listing of Lot 1 qualifying devices that are historically maintained under Naval Aviation Enterprise’s (NAE) FTSS program is provided in Attachment L-6. Trainers proposed must meet the three qualifying requirements below. | ||
| Note: If the proposed device is not listed in Attachment L-6, it is incumbent on the Offeror to communicate in its proposal the similarity of any proposed Military Aircraft Flight Simulator to a Level C/D Aircraft FFS, with regard to how that device would compare to FAA qualification performance standards. Though most often not operated under FAA National Simulator Program (NSP) auspices, qualifying, non-NAE, Military Aircraft Flight Simulators are those assessed to be similar to Level C/D FFSs with collimated visual systems, as described in 14 CFR Part 60, Appendix A. High-level documentation supporting a proposed simulators similarity to a Level C/D FFS would be a FAA Technical Letter of Equivalency (TLOE) or USAF SIMCERT. If high-level documentation supporting that the proposed devices would qualify does not exist, then the Offeror must provide other technical documentation supporting its contention that the proposed devices are similar. Provided documentation shall describe in detail how the proposed Military Aircraft Flight Simulator would meet 14 CFR 60, Appendix A, minimum simulator Qualification Performance Standards (QPSs) Requirements for a Level C FFS. The offeror’s discussion should focus on how its proposed simulator would meet requirements in Table A2A, subjective criteria, with regard to: Performance, Handling Qualities, Motion System, Visual System, Sound System, and Other FFS systems. It is possible that a Military Aircraft Flight Simulator for a Tactical Helicopter could be assessed to be “similar,” as long as its visual system were to meet the requirements for 14 CFR Appendix A certification (e.g. the device were to have a collimated visual system, as described in 14 CFR 60, Appendix C, Attachment 2. | ||
| ii) Performance was measured by some Operational Availability (AO) Metric (e.g. hours per day/week/month or otherwise student/trainee throughput based) in accordance with representative historical requirement PWS A (COMS), para 1.2. | ||
| iii) Performance included simulator/training device maintenance conducted in accordance with representative historical requirement PWS A (COMS), para 4.2.2, including preventative maintenance, corrective maintenance, and cybersecurity posture maintenance. | ||
| iv) Performance included Supply Support (e.g., training system logistics management, inventory control) conducted in accordance with representative historical requirement PWS A (COMS), para 4.4. | ||
| 14.a.2 | 2. Contractor Instructional Services (CIS) | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the CIS Scope requirements in Column B 14.a.2 and list PWS/SOW references that document the CIS scope of the past performance contract submitted. |
| Performed military aircrew training on a Military Aircraft Flight Simulator (as described above), which incorporates training in all Tactics, Techniques, and Procedures with regard to employing a tactical military aircraft in combat. Conducted instruction in compliance with Military-Specific Annual Training Requirements (representative historical requirement PWS B (CIS) para 4.3.1.a). The scope of CIS efforts includes the full scope of aircrew training in a tactical environment, mission rehearsal, weapons, weapons system employment, and crew resource management. It also includes instruction in Aircraft Flight Simulators for tactical military aircraft maneuvering and positioning in the flight environment for greatest effectiveness in employing the weapons or weapons system. | ||
| 14.b | b. Magnitude | Briefly describe how the past performance contract demonstrates similar performance to the Magnitude requirements in Column B 14.b and how the total and annualized cost of the past performance contract submitted are explicitly germane to the scope and complexity elements listed herein. |
| Dollar value of contract (Annualized) (average FTSS TO requirement $13.7M) | ||
| Dollar value of contract (Total). (Provide as point of reference for Annualized Dollar Value of the Contract. Will not be evaluated.) | ||
| Dollar value of contract (Annualized). Annualized dollar value of the work is calculated by dividing the total dollar value of the contract, task order, or delivery order by the number of days of performance and multiplying by 365. Provide calculation and explanation of the number of days of performance utilized in the calculation. (Annualized Dollar Value of the Contract is the only Magnitude data point that will be evaluated.) | ||
| 14.c | c. Complexity | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the Complexity requirements in Column B 14.c and list PWS/SOW references that document the COMS and/or CIS complexity element of the past performance contract submitted. |
| i) Simultaneous training device Operations at Multiple Sites in scope attributes of COMS or CIS (average FTSS TO requirement - 4 sites). | ||
| ii) Maintenance of a Large Number of Military Aircraft Flight Simulators in the Scope attribute of COMS (average FTSS TO requirement - 18 Aircraft Flight Simulators). | ||
| iii) High Activity Level for the scope attribute COMS or CIS (average FTSS TO requirement - COMS contract training time or availability on Military Aircraft Flight Simulators 8 hours per day (HPD) per site; CIS 96 HPD per site). | ||
| iv) While performing scope attributes of COMS or CIS, the contractor managed SCLS Employees covered under multiple Collective Bargaining Agreement (CBA) and/or Wage Determination (WD) locations simultaneously (average FTSS TO requirement - 4 CBA/WD locations). | ||
| v) While performing scope attributes of COMS or CIS, the contractor managed a large number of SCLS Employees simultaneously (average FTSS TO requirement - 105 SCLS employees). | ||

| 16 | If CPARS exist, state the number of CPARS that exist | |
| 17 | If CPARS exist, state the completion dates | |
| 18 | Were Contractor Performance Assessment Questionnaires (CPAQ) or CPARS Update Questionnaires (CUQ) sent? Yes or No | |
