Will the evaluation criteria for Past Performance and Corporate Experience be limited to those contracts that utilize the NAICS code 541330, or may any other NAICS code be used and be evaluated as relevant Past Performance and Corporate Experience? | The purpose of the NAICS code is for Small Business size staus under similar types of work. The NAICS itself does not play into whether a proposed relevant contract is found to be relevant or not, it is the type (scope, magnitude, complexity) of the work performed as it relates to FTSS (which will be defined in the RFP). |
| 78 | 6/11/20 | For corporations that have multiple CAGE Codes, will the evaluation criteria allow citation of Corporate Experience and Past Performance from one or more CAGE Codes within a corporation? | Historically the Navy has evaluated Corporate Experience (CE) and Past Performance (PP) for the Prime contractor and Joint Venture (JV) team members only under the proposed CAGE, and has not considered predecessor contracts, subcontracts, and so forth. Please see the RFP for instruction when it is released. |

SPECIFIC QUESTION:
| Since the ceiling on FTSS V is approximately $1B, will the Government consider increasing the number of awards than awarded in the past? | The Government has never limited the number of basic awards for prior FTSS MACs, and the Government has no set number in mind. The MAC ceiling relates to the overall projected dollar value of known, projected contracting efforts based upon what we know today. The Recurring Requirements that are currently anticipated under the FTSS V MAC are on slide #9 of the Industry Day presentation. The number of subsequent Task Order awards under the MAC are based on the fleet/training requirements. | |||
| 80 | 6/11/20 | For Cost/Price evaluation, will the solicitation provide a fixed list of labor categories with a labor category description identifying minimum threshold requirements for experience and education for industry to bid a priced hourly rate? | The FTSS V MAC solicitation is not currently contemplated to include Price evaluations, but some administrative information related to Cost data may be required. Please see questions 13, 36 and 43 above. Historically at the TO level the tasks are performance-based, therefore the staffing and skill mix and level for labor other than the Key Personnel are the contractor's responsibility. Please see the final FTSS V solicitiaton and the subsequest Task Order solicitations for guidance once they are available. |
