About this file
This document contains a draft request for proposal (RFP) and related federal contract opportunity notice for Navy Fielded Training Systems Support (FTSS) services. The Navy seeks to award multiple indefinite delivery/indefinite quantity contracts to provide a range of complex and non-complex Fielded Training Systems Support services for Navy and non-Navy customers worldwide. Services include contractor operation and maintenance of simulators, training devices, and classrooms, as well as contractor instructional services to accomplish training requirements. The period of performance is eight years with anticipated task orders valued at approximately $1 billion. Responses to the sources sought notice were due by March 16, 2020. Interested parties were asked to provide capabilities statements, experience on similar past efforts, and recommendations to improve current FTSS contracting processes. The notice identifies 19 known follow-on task orders and additional unknown requirements within the Navy and Marine Corps training domain.

| 14.a.1 | a. Scope | |
| 1. Contractor Operation & Maintenance Services (COMS) | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the COMS Scope requirements in Column B 14.a.1 and list PWS/SOW references that document the COMS scope of the past performance contract submitted. | |
| 'The construct of COMS maintenance under FTSS V is that the service contractor provides the Government 100% Operational Availability of contracted Training Systems during a given window of operations (Contractor Training Time (CTT)). Continuous operation and immediate maintenance response to trainer malfunctions during the CTT is required in order to ensure that training events are not missed or incomplete due to lack of availability | ||
| Performed preventative and corrective maintenance on, and operation of, Military Aircraft Flight Training Devices similar to those typically maintained under Naval Aviation Enterprise’s (NAE) FTSS program, to include responsibility for spares maintenance/supply support: | ||
| i) Performance was conducted on applicable Military Aircraft Flight Training Devices A listing of Lot 2 qualifying devices that are historically maintained under NAE FTSS program is provided in Attachment L-7. Trainers proposed must meet the three qualifying requirements below. | ||
| Note: If the proposed device is not listed in Attachment L-7, it is incumbent on the Offeror to communicate in its proposal using technical device descriptions the similarity of any proposed Military Aircraft Flight Training Devices to the notional device presented in Attachment L-8 FTSS V Notional Device Description (Lot 2). Of note, and in general, these devices present training to aircrew as if they were in flight performing the training task. Therefore, qualifying devices must have the following: a student training station that reasonably mimics the crew positions’ actual aircraft workstation; an instructor operating station allowing both observation of the student’s performance and input of inflight situations and problems; a computer system, or systems, that hosts the trainer’s basic operating system and potentially replicates the operating system resident in the aircraft. | ||
| 1) Performance was measured by some Operational Availability Metric (e.g. hours per day/week/month or otherwise throughput based) in accordance with representative historical requirement PWS A (COMS), para 1.2. | ||
| 2) Performance included simulator/training device maintenance conducted in accordance with representative historical requirement PWS A (COMS), para 4.2.2, including preventative maintenance, corrective maintenance, and cybersecurity posture maintenance. | ||
| 3) Performance included Supply Support (e.g., training system logistics management, inventory control) conducted in accordance with representative historical requirement PWS A (COMS), para 4.4. |
| 14.a.2 | 2. Contractor Instructional Services (CIS) | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the CIS Scope requirements in Column B 14.a.2 and list PWS/SOW references that document the CIS scope of the past performance contract submitted. |
| Performed Military Contractor Instructional Services training utilizing military simulators, training devices, classroom, or other training methods, to accomplish training requirements, that demonstrated Contract Instructor (CI) Primary Responsibilities in representative historical requirement PWS B, Para 4.3.1 (a) through (d). | ||
| 14.b | b. Magnitude | Briefly describe how the past performance contract demonstrates similar performance to the Magnitude requirements in Column B 14.b and how the total and annualized cost of the past performance contract submitted are explicitly germane to the scope and complexity elements listed herein. |
| Dollar value of contract (Annualized) (average FTSS TO requirement $3.7M) | ||
| Dollar value of contract (Total). (Provide as point of reference for Annualized Dollar Value of the Contract. Will not be evaluated.) | ||
| Dollar value of contract (Annualized). Annualized dollar value of the work is calculated by dividing the total dollar value of the contract, task order, or delivery order by the number of days of performance and multiplying by 365. Provide calculation and explanation of the number of days of performance utilized in the calculation. (Annualized Dollar Value of the Contract is the only Magnitude data point that will be evaluated.) | ||
| 14.c | c. Complexity | For each attribute below, briefly describe how the past performance contract demonstrates similar performance to the Complexity requirements in Column B 14.c and list PWS/SOW references that document the COMS and/or CIS complexity element of the past performance contract submitted. |
| i) While performing scope attribute of COMS or CIS, the contractor managed multiple SCLS Employees simultaneously. (average FTSS TO requirement - 30 SCLS employees) | ||
| 15 | Do CPARS exist? Yes or No | |
| 16 | If CPARS exist, state the number of CPARS that exist | |
| 17 | If CPARS exist, state the completion dates | |
| 18 | Were Contractor Performance Assessment Questionnaires (CPAQ) or CPARS Update Questionnaires (CUQ) sent? Yes or No | |
| 19 | If Contractor Performance Assessment Questionnaires or CPARS Update Questionnaires were sent, state the date(s) sent type of Questionnaire sent (CPAQ or CUQ) and POC Name(s) from blocks 20-23 to which they were sent. | |
