Industry Question #83:
On FTSSV, will the Government evaluate CE and PP of Mentors in a SBA approved All Small Business Mentor-Protégé Program (ASBMPP)?
Government’s Response:
In FTSS V Industry Question #1, previously published, the Government responded, “At this time the Navy intends to evaluate Corporate Experience (CE) and Past Performance (PP) for the Prime contractor and Joint Venture (JV) team members only.” That continues to be the case and remains unchanged. If a mentor and protégé wish have both of their CE and PP evaluated for FTSS V, they would have to form a Joint Venture, that meets the solicitation requirements for JVs, and propose as such. The qualification criteria for the ASBMPP program can be found in 13 CFR 125.9. In addition, 13 CFR 121.103(h)(1)(ii) provides guidance on the formation of JVs by two firms approved by the SBA to be a mentor and protégé under 13 CFR 125.9.
