Specific Type and Number of Required FSTDs
CNATRA validated requirements dictate that the following are the type and number of contractor-provided FSTDs that are required as part of the training services at NAS Whiting
Field to meet its training throughput requirement long-term forecast:
Level 7 Flight Training Devices (FTDs)
Twelve (12) TH-73A Level 7 FTDs shall have:
a. A short-throw, 6-Degree of Freedom (6-DOF) Motion System to provide motion cuing with a minimum 60hz response rate and realistic, platform based, low-frequency correlated vibration IAW 14 CFR Part 60, achieving 50ms or better transport delay performance.
b. A Visual System capable of displaying a minimum of 240˚ h x 70˚ v (approx. +30˚,-40˚)
Field of View (FOV), with a pilot and copilot direct view chin window, and a
“Greenhouse” overhead look-through ability via direct view visuals or expanded vertical field of view, that facilitate high-angle-of-bank and nose pitch maneuvers, capable of displaying Visual Meteorological Conditions (VMC), Instrument Meteorological
Conditions (IMC), day, and night conditions with real spectrum NVG stimulation.
The contractor shall obtain from the FAA a Technical Letter of Equivalency for the first Level 7
FTD with a short throw motion system to ensure all requirements of the 14 CFR Part 60, Appendix D, and PWS are met. This Level 7 FTD with FAA Technical Letter of Equivalency will be considered the “parent” FTD for follow-on Level 7 FTDs and all Level 6 FTDs.
CNATRA pilots will act as the contractor’s “Sponsor” Subject Matter Expert (SME) pilots during the FAA evaluation process.
Level 6 FTDs
Six (6) TH-73A Level 6 FTDs shall have:
a. A Visual System capable of displaying a minimum of 180˚ h x 55˚ v (approx. +15˚, -40˚)
FOV with a pilot and copilot direct view chin window, and a “Greenhouse” overhead look-through ability via direct view visuals or expanded vertical field of view, that facilitate high-angle-of-bank and nose pitch maneuvers, capable of displaying VMC, IMC, day, and night conditions with real spectrum NVG stimulation.
b. At a minimum, a single channel (correlated) base-vibration system with appropriate low-speed aerodynamics model match IAW 14 CFR Part 60.
Instructor Operator Station (IOS) Functionality
The FTDs shall have an IOS which is the primary way to start up, control, interact with, and shut down the FTDs. The functionality, location, and layout of the IOS is paramount in the effectiveness and usefulness of the training device. The specific requirements for IOS functionality are provided in Appendix C.
1.2.3.1 Remote IOS Tablet
The tablet shall be accessible from either the pilot or the copilot seat and not interfere with flight controls, the monitoring of any flight instruments, nor adversely block the visual scene when stowed.
The tablet shall be able to control the device in the same manner and extent as the IOS, including, but not limited to, the ability to start an event, control recording functions, initiate malfunctions, change environmental settings, create and modify traffic, create and control
Landing Signal Enlisted (LSE), initiate scenarios, adjust position of aircraft via slewing or repositioning, and any other functions necessary to conduct all training events from the cockpit.
Video feed is not necessary for the tablet. The contractor shall be responsible for all connectivity requirements for the remote tablet regardless of configuration.
Central Control Station (CCS)
The contractor shall provide the following type and number of CCS in order to maximize the training effectiveness of the installed FSTDs:
a. The CCS shall be a remote IOS and Air Traffic Control (ATC) station that has the ability to affect and control any of the IOS functionality and communication functions of any of the individual FTDs, with the additional capability of being able to link, control, and communicate with FTDs in combined scenarios for training.
b. Two CCS, each having a minimum of two operator stations for two Contract Instructors
(CIs) who can conduct training operations across multiple groups of linked simulators, simultaneously. The CCS shall include the ability to selectively transmit to the right seat, left seat, IOS station, all positions, all instructors or all students for one or more linked groups of FTDs. The CCS shall allow an instructor to link and control as many as 18
FTDs simultaneously, with any size and number of linked simulator groups. Aircraft crashes shall not freeze the entire linked group. Instructors shall be able to restart crashed aircraft individually at a desired user selectable point in space and flight parameters. The desired state shall provide a minimum three standard reposition states that are selectable by the user following a crash. The three standard repositions are: a time selectable reset able to select a time location down to hour, minute, second (0:00:01) level detail for the event, a location selectable reset based upon flight prior to the crash allowing selection as far back as the beginning of the event, and a geographic location reset not based on previous flight path. The instructor shall have the ability to restart the simulation for an individual FTD without adversely affecting other FTDs in the group.
c. Additional requirements for CCS functionality are listed in Appendix C.
Brief / Debrief Station
The contractor shall provide the capability to brief and debrief flight events using flight information and graphics, in a location other than the FTD. This system shall have the ability to import and display pertinent route, instrument and performance data from a flight event and display it in a user friendly format for analysis during the pre-flight and post-flight briefings. The requirements for brief/debrief functionality are provided in Appendix C.
FTD Commonality
Level 7 and Level 6 FTDs shall share the same aerodynamics, engine model, blade element model, control loading (feel), visual database, and cockpit configuration to prevent negative training when moving between the devices. Cockpits for the devices shall reflect the current cockpit configuration of the TH-73A aircraft (as shown in Appendix B) and include all associated avionics equipment, circuit breakers, switches and knobs to ensure tactile learning transfer. Simulated equipment is satisfactory; Aircraft Common Operational Equipment
(ACOE) need not be installed.
Additional FTD Requirements
In accordance with commercial ordering practices, the Government requires the FTDs to conform to FAA Qualification Performance Standards for Level 7 and Level 6 qualification in replicating actual aircraft performance. The FTDs shall replicate the necessary training environment(s) as described below.
1.2.7.1 Visual System Requirements
The visual scene generated shall demonstrate physical scene special effects such as weather and atmosphere, flares, fire, smoke, shadows, and dust clouds. It shall include tessellation incrementally accurate for each operating area. The visual system of all devices shall have visual effects to include a true particle-based volumetric cloud set, generated as real time fluid dynamics and reacting as a function of aircraft load, attitude, cyclic, collective, and relative wind speed. Terrestrial features such as trees, grass, and dust (for brownout) shall appropriately and proportionally respond to the effects of the physics-based particle movement. The Government accepts that in the direct view of the chin bubble area there will be significant parallax error when viewed cross cockpit. Additionally, the visual system shall include the following requirements:
a. Eye point selectability - Each device display shall have easily selectable eye points (pilot, co-pilot, center) from the IOS.
b. Night and NVG Scene – NVG visuals shall be provided via a multi-channel projector solution capable of projecting energy across the visual and near infrared bands of the electromagnetic spectrum. The Government considers a tuned visible light solution that simulates NVG conditions to be below performance objectives. Night and NVG scene shall be created via a combined visible and near infrared light solution, with sufficient dynamic range capable of depriving pilots of all visible light while maintaining a high fidelity NVG scene. NVG training requirements are outlined in Appendix C, paragraph
7.l.1.
The FTD shall have a light-tight and light pollution controlled (i.e. minimal extraneous light from computer monitors, status indicators, server racks, etc.)
enclosure to enable NVG training. To ensure maximum detail and fidelity, the night and NVG visual scene(s) shall be generated from the employment of true
GeoSpecific multispectral data and material albedos at texel level.
c. Hover training – In order to provide hover training to Student Naval Aviators (SNAs), there shall be a hover training feature/course, similar to that described in ADS-33E-PRF, paragraph 3.11.1 and figure 24, that gives intuitive out-the-window indications to train a
5’ skid height, stable hover. The out-the-window feature shall enable the SNA to simultaneously gauge aircraft skid height, forward/aft/lateral drift, and yaw.
d. 3D visuals - The visual system shall display both moving and static realistic 3D visual models to include: Naval air capable ships, ground vehicles on roads, ground vehicles on airports and navy ships, static aircraft and taxiing aircraft on airports and navy ships, LSE personnel at airport and on navy ships, and other air traffic, as described in Appendix C.
e. Detailed visual database requirements to include airfields and low-level routes requirements are provided in Appendix C, paragraph 10.c.1. The Government anticipates that due to timeline constraints, the delivery of the visual database may need to be done in phases, and that multiple working groups will be required for verification of quality and accuracy. The phased delivery requirements are:
Initial FTD delivery: A sufficiently developed database, shall include all airfields and course rules points to include hover training course, and at least one low level navigation route within the TRAWING 5 local operating area, and one ship model capable of supporting shipboard training, as listed in the Rotary-
Wing Operating Procedures (RWOP) Manual, this PWS and Appendix C with full rendering across the day/night/NVG specified capability modes.
Level 7 FTD (3) delivery: The fully developed visual database, delivered with the third Level 7 FTD IAW Section F of this Request for Proposal (RFP), shall include all airfields, navigation routes, and models, as described in this PWS and Appendix C.
1.2.7.2 Other Requirements
a. Stability dampening - The stability of the simulated TH-73A shall be controllable to allow dampening of SNA control inputs (over controlling) by artificially increasing aircraft stability. The variable stability setting shall be selectable from the IOS within a range from 'no added stability' (as compared to the TH-73A) to 'highly stable.'
Additionally, an adaptive mode shall be available where the computer incrementally removes (or adds) dampening as student performance dictates without instructor intervention.
b. Edge-of-Envelope performance – The FTDs shall have the capabilities to train realistic
“edge of the envelope” NATOPS emergency procedures (i.e. the flight model shall use physics based blade element/fluid dynamics and aerodynamic affects to include true particle-based, real time fluid dynamics simulation, reacting as a function of aircraft load, attitude, control position, engine power output, and environment derived relative wind and environmental conditions) that provide realistic system and aerodynamic response beyond the normal “red screen” termination. The Government will require, for certain flight situations, that the simulation continue beyond the objective data for simulation.
Specific requirements are defined in Appendix C.
c. The FTDs shall have a fully functioning avionics suite matching TH-73A aircraft systems. The FTDs avionics suite, and associated software, shall be updated in accordance with the TH-73A aircraft system to include navigation database, avionics software, and associated license or subscription agreements with Original Equipment
Manufacturers (OEMs). When a change to the TH-73A avionics suite software is required, the Government will notify the contractor of the timeline for the aircraft update.
Concurrency update of first FTD shall be completed no later than one month after delivery of the first aircraft cockpit update. Subsequent FTDs shall be updated proportionally to the aircraft update schedule to ensure standardization can be maintained for training.
d. Background radio traffic - The instructor shall be capable of controlling the presence, volume and density of background radio chatter to adequately simulate realistic flight operations at civilian airports, NAS Pensacola, NAS Whiting, at the Outlying Landing
Fields (OLFs), and in the local ATC environment. Live feed (receive only) is acceptable.
In addition to live feed, recordings are required of actual radio chatter with a minimum repeat loop time for recordings of 45 minutes. An Automated Terminal Information
System (ATIS) module shall be provided that simulates ATIS transmitters which may be received by the pilot via radio frequencies. Messages shall be creatable in one of three ways: automatically based on current environmental conditions for an airport selected by the operator, manually entered by the operator, or recorded with a microphone. Radio
Traffic shall also be selectable in pre-built scenarios.

The Government will use the following surveillance method to evaluate the Contractor's FSTD performance:
a. Periodic surveillance of output items (daily, weekly, monthly, quarterly, semiannually, or annually) as determined necessary to assure a sufficient evaluation of Contractor performance, up to 100% surveillance.
Performance Requirements Summary (PRS) Columns Definitions
The PRS charts are provided in paragraphs 6.6 below. The columns of the PRS chart are identified as follows:
a. Column (1), Required Service. Identifies those PWS requirements for which the
Government may take a deduction for nonperformance. The absence from this PRS of any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract, including the clauses entitled "Inspection of Services" and "Default."
b. Column (2), Standard. Defines the standard of performance for each listed service.
c. Column (3), Maximum Allowable Degree of Deviation from Requirement AQL.
Provides the Acceptable Quality Level (AQL) for each listed service.
d. Column (4), Lot Size. Defines the lot size used as the basis for surveillance or for payment computation purposes.
e. Column (5), Method of Surveillance. Identifies the primary surveillance methods the Government will use to evaluate the Contractor's performance in meeting the contract requirement.
f. Column (6), Maximum Payment % for Meeting AQL. Provides the percentage of the contract price less supply support allowance, if applicable, that each Required
Service represents of a specific FFP requirement.
Contractor Payment
This section does not limit the Government's rights under FAR 52.249-8 (Default - Fixed - Price
Supply and Service) referenced in Section I of this contract. The Government may find the contractor in default for any deficiencies in services. In addition, the Government may withhold some or all payments pursuant to FAR 52.246-4 (Inspection of Services – Fixed-Priced) referenced in Section E of this contract.
Payment at Unit Price
Performance of a listed service will be accepted and paid for at the maximum payment percentage specified in Column 6 of the PRS when the number of defectives found by the
Government during contract surveillance does not exceed the number of defectives allowed by the AQL in Column 3. If performance of a required service exceeds the AQL shown, payment for that service shall be reduced.
6.3.1.1 Schedule of Deductions
Reductions in payment shall be made in accordance with the following Schedule of Deductions
(monthly):
Contractor Performance
Factor (%)
% Deducted from Preset
Amount*
Contractor Performance
Factor (%)
% Deducted from Preset

98 – 98.9 4 89 - 89.9 35
97 – 97.9 6 88 - 88.9 40
96 – 96.9 8 87 - 87.9 45
95 – 95.9 10 86 - 86.9 50
94 - 94.9 12 85 - 85.9 55
93 - 93.9 15 Below 85 60
92 - 92.9 20
* NOTE: “% Deducted from Preset Amount” will be based on Column 6 percentage of CLIN.
Contractor Performance Factor (CPF)
CPF Formula
CPF shall be measured in terms of CTT and CDT. As a percentage, CPF is defined as:
CPF = [CTT - CDT] X 100
CTT
CTT = Contracted Training Time
CDT = Chargeable Downtime
Downtime Determination
Determination as to whether downtime is chargeable or non-chargeable will be made by the COR based upon the discrepancy forms completed by the instructor or by other appropriate means.
Downtime for aircraft cockpit concurrency upgrades will be non-chargeable downtime.
6.4.2.1 Degraded FSTD Definition
Degraded mode, is defined as an FSTD that meets the basic training requirements in accordance with the Master Curriculum Guide (MCG) for the specific event, but has discrepancies that prevent the device from being used for all MCG training events. If training requirements for a specific event are met, there will not be CDT.
CPF Calculation
The CPF is calculated as follows:
STEP 1: Determine the CDT. This is a summation of that portion of CTT during the reporting period in which the entire device was not available for training (or degraded to a level that the device could not support the training goals) due to Contractor responsibility for factors other than those designated non-chargeable.
STEP 2: Determine the CTT. This is a summation of the CTT including any additional training time for the reporting period.
STEP 3: Calculate CPF. The calculation of CPF can now be accomplished by using the formula in section 6.4.1 above.
Example of Payment Computations
The contractor shall be paid the unit price for a 100% CPF for each requirement separately priced in the contract. Failure to achieve a weekly CPF of 100% shall result in a reduction of the weekly payment amount for non-performance of services. The percent to be deducted for non-performance of services for deficient CPF are set forth above in section 6.3.1.1.
Example (CTT):
Known Data: CPF of 91% for CTT - Obtained from Weekly FSTD Contractor Performance Summary
Report (CPSR).
Calculation:
(1) Weekly FFP $10,000
(2) Maximum Payment (%) for services (Col. 6 of PRS Chart in Section 6.6) 100%
(3) Payment for acceptable service ($10,000 x 100%) $ 10,000
(4) Deduction 25% (See para 6.3.1.1 for 91%) ($10,000 x 0.25) $ 2,500
(5) Weekly Payment ($10,000-$2,500) $ 7,500
