About this file
This document contains questions and answers regarding Solicitation Number N6134019R0096 for the Advanced Helicopter Training System Program Ground Based Training System. Key details include that the solicitation is for full and open competition for Aircrew Training Services for the TH-73A helicopter located at NAS Whiting Field, Milton, Florida. Questions from industry involve page limits, file formats, and qualification requirements for contractor instructor pilots. The Navy provides responses clarifying allowable page counts and formats for proposals, and maintains the requirement for contractor instructors to have 20 hours of flight experience in the TH-73A or equivalent aircraft.

Control # Document Ref Proprietary Question Text Government Response RFP-0065 Full Solicittion Amendment 02, page 110 of 133, paragraph A, Section 2.0
No 11x17s There is no mention of 11x17 paper being allowed.
Would the government allow 11x17 paper size format for pages primarily accommodating figures or graphics? and if so, would the 11x17 pages be counted as one page each?
Language has been added to the RFP Section "L" part A.2, Proposal Format and Submission, allowing 11x17 paper size for foldouts. Each foldout will be counted as one page.
RFP-0066 Full Solicitation Amendment 2, and AHTS+RFP+Release+Questions +Amendment+02.pdf, page 112 of 133, paragraph Part A, Section 2., Table G-2
No Page Count The Amendment 2 Q&A, answer to question number 0038, suggests that additional pages “may be submitted” beyond the suggested 35 for Corporate Experience.
Does this non-specific interpretation apply to the Technical Volume as well?
Question number 0028 addresses front matter (TOC, acronyms and glossary) and using letters in lieu of starting the page count. Part A, Section A.2. does not specifically address the ”front matter” and states “all pages should be numbered” again this appears to be a recommendation.
Are we in compliance if we use letter designations on the front matter pages and start the actual page numbering where the content begins?
In other Words: Do the “suggested pages” in Table G-2 Proposal Structure only apply to the numbered pages as referenced above? Please clarify
If page count is not clarified as an absolute compliance criterion, will you accept any reasonable overage?
Or are you going to cap the Volume page counts at 60 and 35 respectively?
The page count in listed in Table G-2, Proposal Structure, is a Suggested Page count. If the offerors need to submit more pages to adequately describe the Corporate Experience, Technical, or Executive Summary sections, they may submit more than the suggested 35, 60, and 15 respectively.
RFP-0067 Section L - Proposal Instructions No Annex A – For the submission of Annex A, do we need to “embed” PDF’s of SOW’s into the Annex A .Docx file?
Or when we submit put the Docx and the referenced .pdf’s into the file folder?
Language has been added to Table G-2 in the RFP Section "L" allowing Annex A files to have a file naming convention of either .docx or .pdf.
Offerors can choose whether to "embed" PDFs into .docx file. All .pdf files should be submitted as searchable .pdf.

RFP-0068 Section L - Proposal Instructions No Section L table suggests that we should be submitting in .docx format only.
Has the government considered requiring/allowing offerors to submit technical volumes in .pdf format as well?
This will ensure that evaluators will be seeing the same formatting, and will reduce the file sizes. This question/suggestion applies to each volume.
Language has been added to Table G-2 in the RFP Section "L" requesting all docx also be submitted as searchable PDF.
RFP-0069 Addendum A - TH-73A ATS PWS CIS, page 3, Section 1.1.2.1
No In response to the TH-73A Aircrew Training Services Addendum A Performance Work Statement (PWS) Contractor Instructional Services (CIS) Section 1.1.2.1 Control# RFP-0025 question regarding what it took to be “qualified in the TH-73A or equivalent type/model,” the government specified that being qualified “meant to have flown the AW- 119 for a minimum of 20 hours.”
As part of the TH-73A aircraft solicitation, (CLIN 0007) the Government required an initial cadre of instructor pilots (IP) to be trained on TH-73A aircraft prior to delivery of the first aircraft to the Government and flight hours for currency. However, the Leonardo Helicopters’ Initial Factory Course for these CNATRA instructor pilots consists of only 11 flight hours of initial training to earn factory certification.
Furthermore, Leonardo Helicopters executes an Initial Familiarization Course consisting of 4 5 flight hours that entail (2) 1.5 hour familiarization flights and a (1) 1.5 instrument flight.
Question: Would the government consider reducing the CIS CI 20-hour TH-73A familiarization requirement to coincide with the OEM’s 4.5 hour familiarization course?
The 20 Hour requirement is based upon OEM stated requirements for their own instructor pilots. Government Instructor Pilots will recieve the OEM training and then will get additional flight time in Government owned aircraft prior to conducting instruction with students, for a total well over 20 flight hours.
A 4.5 hour "familiarization" requirement is a baseline amount for civilian pilots who just need basic training to fly from point A to Point B. CI instructors need to be proficient in the aircraft, and meet the other requirements in order to be ready to conduct flight instruction in the simulator.
As a result, the Government does not intend to reduce the 20 hour requirement. The 20 hours is not specified as "instructor training time" and no specific training or flight profile is required, just 20 hours of flight time in the TH-73A or equivalent type/model.
