RFP-0002 Page 124 or 133 Paragraph 5.3 No In the documentation released for the final RFP, Section J, Attachment 6 was not included as part of that package. It is required to cross-reference the DOL Area Wage Determination Classifications (Section J, Attachment 6). When will this attachment be provided?
The Attachment 6 documents referenced in section J were provided 3 March 2020 the date of RFP release. Please see the attachment titled "WD 2015-4562 Rev 12" and "TH-57 Whiting Field CBA Sample".
RFP-0003 RFP dated 3 March 2020 No
Final documents released for the RFP were not immediately accessible, and Sec J, Attachment 6 has still not been provided and was not part of the draft RFP documents. The bidder’s library has also not been provided to date.
Will the government please extend the proposal due date in order to allow bidders to better understand program requirements and thus provide a more thorough proposed solution?
The Attachment 6 documents referenced in section J were provided 3 March 2020 the date of RFP release. Please see the attachment titled "WD 2015-4562 Rev 12" and "TH-57 Whiting Field CBA Sample". IAW the RFP the Contractor is to request access to the competition library. All request have been granted within a reasonable time.
The proposal due date will be extended in upcoming amendment to the solicitation.
RFP-0004 General Questions No CAE understands that the Navy initially awarded the helicopter contract to Leonardo for the AW-119. Since this is now under protest, please confirm that the Government wants this GBTS proposal to only consider the AW-119 for this program.
GBTS proposals are for the TH-73A as announced on 13 JAN 2020.

RFP-0005 N6134019R0096 Section A-M Page 98 of 133 Paragraph 52.204-8
No The RFP states :
52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS
(OCT 2018)
(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 611512.

The Government does not intend to change the NAICS code.
RFP-0006 AHTS-GBTS Sections A-M N6134019R0096 Sec L Att L-1 Vol 1 ES Tables Sec L Att L-2 Vol 2T-2 CRM Page 117 Paragraph Volume 2 - Technical
No Section L for Volume 2 – Technical refers to Attachment L-2 Volume 2 Table T-1 Cross Reference Matrix (CRM). In the following paragraph the statement is “The Offeror shall complete Table T-1 (Technical CRM), provided in Attachment (L-1)….”
The latest release of documents included one called “Sec L Att L-2 Vol 2 T-2 CRM” that includes only one Table that is marked “Table T-2.”
However, it is a Cross Reference Matrix.
Attachment L-1 in the latest release of documents is for the Volume 1 ES Tables.
Please confirm that the correct reference to the CRM should be “Sec L Att L-2 Vol 2 T-2 CRM” and “Table T-2” is the correct name for the table to be included in Volume 2 of the response.
Document referenced as Table T-1 in Section L for Volume 2 has been renamed to "Sec L Att L- 2 Vol 2 T-1 CRM".
RFP-0007 TH-73A ATS_FSTD PWS
Addendum B (no date) page 10 paragraph 4.1.2 Installation Process
No Regarding the TH-73A ATS _ FSTD PWS Addendum B (Dec 19), section 4.1.2 Installation Process states “All connection cables supplied by the contractor shall be plenum rated.”
Would the Government please define what it means by “all connection cables”?
Point of electrical demarcation is the wall-mounted circuit disconnects and panels in all locations. All government cabling terminates in either a wall mounted panel, disconnect, or receptacle. All other cabling required to support the simulator, CCS, or any other equipment within this RFP would be provided by the contractor and shall be plenum rated. Example:
a flex cable tied into a 208/120v split phase circuit would be provided by the contractor, and tied into the government provided NMEA 5-15R receptacle. The contractor supplied cabling would be required to be plenum rated.
RFP-0008 Th-73A ATS_FSTD PWS Addendum B (5 Dec 19) page 6 paragraph 2.1 Building 3005 2.2 Building 2946 2.3 Temporary Facility
No Relative to sections 2.1 Building 3005, 2.2 Building 2946, and 2.3 Temporary Facility the Addendum states “Proposed FTDs shall have to comply (dimensionally) with clearances for building fire code.”
Would the Government please define what the “clearances for building fire code” are?
Building dimensions are provided in PWS Appendix A and updated documents in competition library. Contractor shall comply with OSHA, NFPA 101, IBC, etc. as there are no additional NAS Whiting Field base restrictions.
RFP-0009 TH-73A ATS_PWS Addendum A - Facility Drawings
No Would the Government confirm the largest door widths on:
• Bldg. 3005: 8 feet? (Facility drawing AE101 is not definitive, using phrases like “to be replaced” and “should”)
• Bldg. 2946: what is the largest door width?
• Temporary Facility: 12 feet
3005: Roll up door, 14' Wide x 12' Height;
2946: Roll up door, physical opening is 9' Wide x 9'8" Height;
Temp facility: 12' Wide x 12' height
RFP-0010 TH-73A ATS_FSTD PWS
Addendum B (5 Dec 19) and version released 4 March 2020 page 9 paragraph 4.1 Installation of Contractor-provided FSTDs
No 4.1 Installation of Contractor –provided FSTDs states that the simulator bays in buildings 2946 and 3005 have cooling capacity that supported the operation of previous Government simulators. If the contractor’s devices require augmented cooling, the contractor will be responsible to provide that additional cooling. No facility modifications will be approved by the Government to facilitate additional cooling.
Since the numbers of TH-57 and TH-73 training devices are different, please provide the current thermal loading and/or the current cooling capacity of Buildings 2946 and 3005.
Both 3005 and 2946 have 40T each of excess cooling capacity. Due to airflow restrictions, contractors are advised to provide augment/spot cooling for components and interior environmental conditioning within enclosures.
Present day, in 2946, enclosures are supported by a wall-mounted mini-split system that pumps heat exterior to the facility. In this configuration, the simulators provide a negligible impact to total system cooling load requirements. In 3005, augment coolers exhaust heat into the interior bay space, partially consuming available excess cooling capacity.
At new temporary sim building, there are 32T of cooling available for simulators.

RFP-0012 TH-
73A+ATS+_+FSTD+PWS+Addendu m+B(1).pdf page 9 paragraph 4.1 Installation of Contractor-provided
FSTD
No The Government states that “The contractor is responsible for any additional power requirements beyond that supplied with the building,…”
Can the Government supply the current power capacities of the buildings and the detailed power usage of the current FTDs in order for the TH-73 contractor to plan any ‘additional power requirements’?
3005/2946: Electrical supply feeding current simulators is provided by updated documents in competition library.
New Sim Bldg.: Electrical supply designed to feed future simulators is provided by design document in competition library.
RFP-0013 General -facilities No Would the Government specifically define the space in Bldgs. 2946 and 3005 that are available for TH-73 training system use? The recently supplied NAVFAC drawings do not explicitly show space available, only the installation of three TH-57 FTDs.
2946: Empty space is available for three TH- 73A Level 6 FTDs. At transition points listed in RFP Section F, three TH-57 Level 6 FTDs will be removed and replaced one at a time with TH- 73A Level 6 FTDs.
3005: Currently, seven TH-57 Level 7 FTDs occupy spaces. At transition points listed in RFP Section F, TH-57 Level 7 FTDs will be removed and replaced by TH-73A Level 7 FTDs.
