Possible FTD Evaluation Paths Depending on the Helicopter selected for the TH-73A Program, one of the following will be selected:
Aircraft (make/model) has corresponding industry FTD with FAA SOQ Objective evaluation:
Govt will rely on previous FAA objective evaluation of engineering data on “Parent” device which provides assurance of common data Govt will not evaluate engineering data on contractor-provided TH-73A FTD Subjective evaluation:
CNATRA/TW-5 pilots will fill typical role of sponsor SME pilot using Govt evaluation cards at factory and on-site NAS Whiting Field
Aircraft (make/model) does not have corresponding industry FTD with FAA SOQ Objective evaluation:
Govt will rely on FAA objective evaluation of engineering data for first TH-73A Level 7 FTD Subjective evaluation:

Draft Section M - General The Government expects to select one Offeror on the basis of the submission providing the “best value” to the Government, all factors considered
The Government intends to evaluate each proposal and conduct discussions with all Offerors who submit a timely proposal containing reference contracts that demonstrate relevant corporate experience
Proposals meeting the solicitation requirements with the lowest price may not be selected for an award if award to a higher priced Offeror is determined to be more beneficial to the Government. However, the perceived benefits of the higher priced proposal must merit the additional price
Technical Includes an assessment of the Offeror’s understanding of, approach to, and ability to meet the solicitation requirements
The evaluation includes an assessment of:
FTD Delivery Overview Level 7 FTD Level 6 FTD Six-Degree-of-Freedom (6-DOF) Short Throw Motion System FTD Simulation/Stimulation Software and Database Updates Visual System Management Instructor Staffing Small Business Utilization
Corporate Experience Includes an assessment of the Offeror’s and its principal entities’ demonstrated corporate experience based on contracts deemed recent and relevant
Breadth and depth of the corporate experience will be assessed for each element to predict how the Offeror may perform on the future effort
Elements to be evaluated:
Visual Database Development Training School Management for Instructor Cadre Management Training School Management for Device Maintenance Management
Past Performance Includes Evaluation of Quality and Management for relevant contracts as defined in Section “M”
Performance that took place greater than five years from the proposal due date and performance that takes place after the proposal due date will not be considered
Problems not addressed through demonstrated systemic improvement by the Offeror will be considered to still exist Consideration for discounting problems may be given when those problems are addressed through demonstrated systemic improvement
Price The price proposal will be evaluated for reasonableness, balanced pricing, and completeness of the information requested in Section L.
Price Reasonableness will be based on competition. In limited situations, additional analysis will be required by the Government to determine reasonableness. If, after receipt of a proposal, the Procuring Contracting Officer determines that adequate price competition does not exist and a determination is made that none of the exceptions in FAR § 15.403-1(b) apply, the offeror may be requested to provide certified cost and pricing data in accordance with FAR § 15.403-4.
Total Evaluated Price is defined as the sum of the following:
